Mansfield understands all requirements as outlined in the Scope of Work. Specific to this solicitation Mansfield is able to offer Gasoline and Oxygenated Fuels and Diesel Fuels including Winter Blended Diesel Fuel in northern locations meeting the pour point requirements as outlined in the Scope of Work. Regarding diesel fuel gelling, it is best to pre-empt any gelling by utilizing the right winterization program before cold temperatures impact operatability. However, if gelling does occur
– depending on the severity of the issue – some additives can be used to return fuel to proper specification. Each instance of gelling is unique and Mansfield has the expertise to evaluate and troubleshoot gelling concerns quickly and effectively.
Of note, given Mansfield’s position in the industry as a customer to all major North American petroleum refiners and a supplier to the leading commercial and government fleets in North America, Mansfield has a unique perspective on fuel quality. The variety of supply points reduces Mansfield’s dependency on any one local fuel supply option and enables an optimal balance of fuel costs. Maintaining diverse procurement sources and contracts ensures reliability and performance during volatile periods due to refinery outages, pipeline and terminal downtime, or natural disasters. Mansfield’s supply chain provides significant security through contracted supply yet enables a fast, flexible approach to take advantage of market opportunities. Mansfield maintains commercial access to all third-party supply terminals serving Arizona markets. This allows Mansfield the opportunity to buy from multiple supply points within Arizona and surrounding markets. The Department and other customers can benefit from this redundancy and flexibility through natural disasters, weather events, refinery downtime, and infrastructure interruptions.
Mansfield works with all its fuel suppliers to continually ensure compliance with area product specifications. Specific to this opportunity, Mansfield has access to gasoline and diesel products that meet the seasonal specifications as outlined in the Scope of Work. This includes Winter Blended Diesel fuel in northern locations meeting the pour point as stated in the solicitation.
Equally expansive is Mansfield’s transportation carrier base through our proprietary DeliveryOne network which brings together 1,500 transportation partners across North America in one single network to serve our customers. This allows for redundancy in any given market so if the first or even second transportation option is unavailable due to capacity constraints then Mansfield can call on multiple other options to serve our customers. The company is also mindful of the flexibility needed to serve our diverse customer base ensuring that we have a variety of transportation options in most major markets including bulk transport, tank wagon, and mobile refueling capabilities as needed. In Arizona and surrounding markets Mansfield has relationships with a variety of fuel transportation providers to meet the Bulk Fuel Delivery needs as outlined in the Scope of Work. Through the comprehensive DeliveryOne network Mansfield ensures safe and reliable transportation options are readily available for our customers.
(iii) Emergency Plan (Revised to attach Mansfield’s Emergency Response Plan in full)
Mansfield has a long-standing relationship with fuel refiners and marketers in Arizona and surrounding markets and utilizes a broad carrier network to ensure timely delivery.
That said, unplanned events do occur and flexibility and redundancy are a key aspect of Mansfield’s fuel and freight supply portfolio. Mansfield maintains term diesel and gasoline storage agreements in Phoenix and surrounding markets where product can be maintained on behalf of Mansfield customers as needed. Additionally, Mansfield maintains relationships with other major refiners and marketers in Arizona as well as access to all commercial fuel terminals; if any one supply option is not available, Mansfield can rely on backup options. Through its proprietary DeliveryOne network of over 1,500 transportation providers nationwide, Mansfield maintains multiple relationships with carrier partners in all major markets. If the primary carrier is ever unavailable, Mansfield can call upon a network of other providers to step in. A robust carrier network is especially important when inclement weather hits or disruptions occur to fuel supply infrastructure. When interruptions to the fuel supply chain occur, Mansfield has redundancy to overcome those challenges and keep customers supplied.
Lastly, given Mansfield’s long-standing history of supplying government entities and first responders, Mansfield has developed and managed emergency preparedness plans for customers nationwide.
Mansfield’s standard Business Continuity Plan – a copy of which is provided with this submission – illustrates the thoroughness with which Mansfield approaches an impending event and will serve as operating protocol should any such event threaten Department fueling options.
