1 Solicitation Document Section J - Attachments and Exhibits (page 102)
Attachment 1 was not included in the solicitation released on October 7, 2016 on FedBizOp. When does the Government intend to release this to the offerors?
Attachment 1: GFE Listing was provided via AMRDEC. If you did not receive it, please notify the contracting officer immediately to have it resent.
2 Solicitation Document / SF 33 and Section L SF 33 and L-2.1 (page 119)
SF 33 Block 9 does not state any copies to be submitted. Section L states 1 original and 7 copies for Volumes I through IV and 1 original and 9 copies for Volume V.
Please verify that Section L instructions are the number of copies to submit.
Section L-2.1 Organization of the Proposal correctly addresses the required number of original proposals and proposal copies to be submitted.
Block 9 will be updated to refer to Section L and will be revised to reflect this in a future amendment.
3 Solicitation Document / Section L L-2.0 f and L-2.2 Volume II - Model Contract (pages 120, 121)
Letter f. states "No cost or pricing information of any kind shall be included in any volume except Go/No-Go Volume I and Business Volume III - Cost/Price Proposal".
Volume II of the Model Contract requires the submittal of sections A-K, which includes Section B (Supplies or Services and Prices) and Section G-8 (Performance Based Payments). Please clarify if this Volume shall contain cost or pricing data.
Yes, Volume II Model Contract shall include model contract information for Sections A - K to include cost or pricing data. Section L-2.0 f will be updated to include Model Contract Vol II and will be revised to reflect this in a future amendment. .
4 Solicitation Document / SF 33 and Section L SF 33 and L-2.2 (page 121)
SF 33 Block 12 is blank, which indicates that the offer is valid for 60 calendar days.
L.2.2 Letter g. states "The validity period is 180 calendar days from the date specified for receipt of proposals". Please clarify which is the preferred validity period.
The correct validity period is 180 days.
SF 33 Block 12 will be revised to reflect this in a future amendment. Please continue to monitor FBO for solicitation amendments.

Factor 4 - Data to Support Program Management and Processes
Section L has removed the referenced to the Integrated Master Plan (previously in Draft RFP) but it remains in Section M. Please confirm that the offeror is not to submit an Integrated Master Plan as part of the proposal.
Yes, that is correct. The offerors are not to submit an Integrated Master Plan as part of the proposals. The IMP reference in Section M 3.2.4 will be removed in a future amendment.
6 Solicitation Document / Section L L-2.1/1st paragraph (page 119)
The first paragraph states "….with each section of information under a separate tab divider. Business and Technical Volumes shall be submitted in separate binders.
Each Volume shall be submitted in a separate binder." Does this require five (5) separate binders for each of the five volumes or can volumes II, III and IV be combined into one binder titled "Business Volume"?
Yes, all five (5) volumes shall be submitted in separate binders. Do not combine volumes.
7 Solicitation Document / Section B and Attachment L-1 CLIN 0105 Section B lists CLIN 0105 as Wholesale Spares while Attachment L-1 lists it as
Retrofit Spares. Please clarify.

15 Solicitation Document / Section F CLINs 104 and 105 On page 59, the requested delivery dates for CLINs 104 and 105 are listed as March 2019. On page 61, their POPs end on 3/31/2018. Please reconcile.
The dates under the Delivery Information on page 61 are correct, and the PoP for CLINs 0104 and 0105 ends 03/31/2018. Additionally, the PoP for CLIN 0203 ends 04/30/2019. The Section F Delivery Dates table will be revised to correct the dates for CLINs 0104, 0105, and 0203 and will be included in a future amendment.
16 Solicitation Document / Section 3 SOW paragraphs listed (pages 25-40)

17 Solicitation Document / Section 3 3.3.1.4, 3.3.1.5 and 3.3.1.6 (pages 26 and 27)
The scope contained within SOW 3.3.1.4 states "There reviews shall consist of In Process Reviews (IPRs), Production Reviews...". This duplicates what is being required for SOW 3.3.1.5 and SOW 3.3.1.6. Please clarify what is suppose to be contained in SOW 3.3.1.4.
SOW Section 3.3.1.4 is a general SOW requirement for the contractor to support/conduct meetings. SOW Sections 3.3.1.5 and 3.3.1.6 are specific requirements for IPRs and PRRs. No change required.
18 Solicitation Document / Section 3 3.4.1 (page 34) CLINs 0008 and 0304 do not appear to be included within SOW Section 3.4.1 - Configuration Management Process. Is this an oversight?
GFP Repair CLINs 0008 and 0304 do not need to be included in SOW Section 3.4.1. Additionally, CLIN 0107 (also GFP Repair) will be removed from SOW Section 3.4.1. This change will be included in a future amendment.
19 Solicitation Document / Section 3 3.4.3.3 (page 38) CLIN 0108 does not appear to be included within SOW Section 3.4.3.3 - Acceptance Testing. Please clarify.
Software sustainment CLINs, including CLIN 0108 are not included in SOW paragraph 3.4.3.3. Additionally, CLIN 0009 (also software sustainment) was inadvertently included and will be removed from SOW Section 3.4.3.3.
This change will be included in a future amendment.
20 Solicitation Document / Section 3 3.4.3.4 (page 39) CLIN 0209 does not appear to be included within SOW Section 3.4.3.4 - Environmental, Safety and Occupational Health (ESOH). Please clarify.
CLIN 0209 is the software transition of turning over software sustainment to an entity identified by the Government.
SOW Section 3.4.4.22 covers Software Transition. No change required.
21 Solicitation Document / Section G G.9 (page 68) The option quantity table appears to be missing option CLINs 0101, 0102, 0110 and 0201. Please clarify the minimum/maximum quantities of kits on these CLINs.
The CLINs in question are not applicable to Table G.9. Please see Section G.9 - Quantity Variance Instructions for further guidance. No change required.
22 Solicitation Document / Section F Delivery Dates (page 58) FDU 13 - AN/TSQ-297(V)3 denotes Option: CLIN 0302 (V3): 0302 is CAC2S Data.
Should that reference 0306?
CLIN 0302 was inadvertently placed in the table on page 58. The FDU Delivery Sequence item number 13 within the table will be revised to reflect CLIN 0306 instead of CLIN 0302 in a future amendment.
23 Solicitation Document / Section C 3.4.4.3 and 3.4.4.30 (pages 43 and 51)
"All TIRs/TRs assigned to the Contractor are managed through the SYNERGY Change database." And "The PMO has selected Synergy Change to manage the TIR/TR Process." Will the government be providing access to an existing licensed Rational Synergy CM database?
Yes, the Government will be providing access to an existing license for the Rational Synergy CM database upon contract award.

24 Solicitation Document / Section L 2.2 (page 119)
Section L-2.2 does not reference the volume(s) containing the offeror's Letter of Transmittal and Executive Summary? Please confirm that the Executive Summary is to be placed in Volume I and the Letter of Transmittal is to be placed in Volume II, Business Part I.
The Executive Summary is to be included in Volume I and the Letter of Transmittal is to be included in Volume II, in accordance with Table L-2.1.
Clarifying language in Section L-2.2 will be reflected in a future amendment.
25 Solicitation Document / Section C 3.4.4.3 (page 37) To properly scope the software sustainment effort, will the offerors be given access to the VVRP, Startup Shutdown Tool, and Workstation Imaging tool source codes?
These are required in order to estimate tool costs and labor effort hours.
Source codes for VVRP, Startup Shutdown Tool, and Workstation Imaging Tool shall be provided upon written request to the Contracting Officer. Requests for these items shall comply with the instructions set forth in the RFP synopsis on fbo.gov.
26 Solicitation Document / Section C 3.4.4.22 (page 49) Does the Government desire to transition the SW Maintenance Support at the end of the last year of the contract? If not, please advise.
Yes, the Government anticipates that the Software Transition will occur upon completion of FDU production in accordance with Section F - Delivery Information.
27 Solicitation Document / Section D D-1 (page 53) The URL provided for the RFID guidance results in a file not found error message.
Please advise.

Delivery Tables and G.9 (pages 58 and 68)
Page 58 Delivery Dates table – Should the maximum quantity of kits from Page 68 Section G.9 be proposed within this table, or only the minimum?
For CLINs that have a quantity variance, offerors shall propose to the minimum quantity in the Section F table on page 58. The table will be updated prior to option exercise post award to reflect the actual quantity ordered by the Government.
29 Solicitation Document / Section J Attachment 1, Lines 638-639 "Government will provide sponsorship to obtain software" is listed on several items in the GFP List. Is the offeror responsible for acquiring licensing for these items?
Yes, the offeror is responsible for acquiring licensing for these items.
30 Solicitation Document / Section J Attachment 1 Will the Government be leveraging the existing enterprise licenses for Microsoft Windows and Office like they are for McAfee (they are not in the GFP Listing)?

Per Section L, page 130, the offeror is required to describe the processes used to satisfy the requirements of the CSDR reporting levied on the contractor. In Section M, page 141, requires the offeror to comply with the CSDR requirements. Does the Government require a CSDR Plan to be submitted by the offeror as another attachment?
No, offerors do not need to submit a CSDR plan as another attachment.
However, offerors are required to describe the processes used to satisfy the CSDR reporting requirements IAW Section L-2.2 (f) and demonstrate compliance to CSDR requirements IAW Section M 3.2.4. See DFARS 252.234- 7003.
32 Solicitation Document / Section L, Section M L-2.2 (page 123)
For the Cost/Price Element items listed in this table, will the offeror's data entered into the Cost Format Template satisfy the requirements called out for (1) Material and Services, (2) Direct Labor, (3) Indirect Costs, and (4) Other Costs?
No. The offeror's data entered into the L-1 Cost Template will satisfy some of the requirements called out for: (1) Material and Services, (2) Direct Labor,
(3) Indirect Costs, and (4) Other Costs.
However, there are some items in this section that require a narrative.
