SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
SUBJ: Amendment 0001 to Solicitation M00146-16-T-9006 for the Upgrade of the Existing Cold Spray
System, FRC-East, Cherry Point, NC
The purpose of this amendment is to incorporate the answers to the RFI’s into the solicitation in order to revise and/or clarify the contractual requirements:
Question 1: 3.1.1; Page #9 of the RFQ document – You state; Cold spray powders to be used include 2000 series (aluminum copper alloys), 5000 series (aluminum magnesium alloys), 6000 series (aluminum magnesium silicon alloys), 7000 series (aluminum zinc alloys), aluminum oxide blended powders, and a copper blended powder. In addition, one chamber will be used to texture the surface in preparation of the cold spray application via 54 to 80 grit aluminum oxide blast media. Please supply the MSDS (Material
Safety Data Sheets) and the KST value (if not listed) for each of these cold spray powders.
Answer 1: MSDS Sheets are hereby included as Attachment 06
Question 2: 3.1.1; Page #9 of the RFQ document – You list the part to be processed in this system as; H-53 gearbox, H1 combining gearbox, AV-8B landing gear housings, and V-22 canopy tracks. We saw the large gearbox housings. Please supply a overall dimension drawing of each part and shown CG (center of gravity) for each.
Answer 2: Please reference files named CS_65391-11602_78286, CS_65391-11603-78286C and CS_65391-
11603-78286, included as Attachment 07. There are a total of six different drawings for the H53.
The weight of H53 gearbox housing casting with inserts is 573 lbs. The H53 engineers were not able to identify the center of gravity CG on the H53 main gear box at this time.
The drawings contain sections of the H53 main gear box drawing. FRCE is not at this time providing the V22 canopy tracks drawing or the H1 combining gearbox drawing. The canopy track is an I-channel of approximately 4 inch high by 4 inch wide, 6 foot long. During cold spray, the H1 combining gearbox will be attached to a government owned transportation dolly with dimensions of approximately 5 foot wide by 4 foot deep by 4 foot high.
Question 3: What is the specification (version of) the FRC East's existing Johnson Controls Facilities
Management System (FMS)?
Answer 3: The version of software is Johnson Controls Metasys 7.0. The communication protocol that the contractor needs to plan for is Bacnet. The JCI system in B4225 is a Metasys system with a Network Automation
Engine (NAE) located in Building 4225. The interface of building devices to the NAE is over the JCI N2 Bus, but the NAEs also have a BACNET building interface.
Question 4: What is driving the 75 RPM requirement on the turn table 3.3.4.5 Page #15? These type table usually max out at 10 RPM. This becomes very special at this speed, I wanted to make sure this was required.
Answer 4: The prime workload for this booth is the H53 main gear box. FRCE is in agreement with10 RPM being suitable for the process. If we can get more than 10 RPM that is preferable, but FRCE does not want to have to go to a custom table. FRCE would prefer to stick with something "off the shelf".
The system shall be designed so that FRCE may add a second smaller turntable in the future. The turntable would be located within the new robots limits. The intent of the Government is for the second turntable to operate at a much higher RPM than the larger turntable being installed by this contract. The part recipe created by the operator shall have a field for "large" or "small" turntable and RPM. The specification has been revised.
AMENDMENT 0004: Additional Questions
Question 5: Is removal and re-installation of the Cold Spray Equipment part of the contractor’s scope of work?
Answer 5: Removal and re-installation of the Cold Spray Equipment is not part of the contractor’s scope of work.
Question 6: 3.3.1.1 describes the second booth to be used for surface preparation. Is grit blast equipment part of our scope of supply? Is grit reclaiming to be considered in the booth design?
Answer 6: Grit blast equipment is not part of the scope of supply. Grit reclaiming should not be considered in the booth design.
Question 7: Is the surface preparation done by hand?
Answer 7: Surface preparation is performed by hand.
Question 8: Is a turntable required for the surface prep booth?
Answer 8: A turntable is not required for the surface prep booth.
Question 9: A jib crane as well as a monorail hoist are described. Are both required?
Answer 9: A monorail is required as outlined in Section 3.3.5. Section 3.3 (e) should state “monorail” and not jib crane.
Question 10: What is the Hazardous Area Classification (Class/Division) for the cold spray booth?
Answer 10: All electrical requirements should follow NFPA 499; therefore, all electrical standards shall meet
National Electrical Code, Article 506 for combustible metal dust.
Question 11: Section 3.3.4.1 states the turntable shall be capable of a minimum 1000 pound part and Section
3.3.4.4 states the turntable shall have a minimum capacity of 2000 pounds. What should the capacity be for the turntable?
Answer 11: The turntable needs to be capable of 2000 pounds. The part itself is close to 1000 and the extra weight is for fixturing for holding the part which we expect to be several hundred pounds.
Question 12: Section 3.3.2.5 Capture Velocity states 200 feet per minute at 48 inches. Normal velocity’s for thermal spray are measured at the face of the exhaust plenum and range from 200 ~ 300 surface feet per a minute. Is 250 surface feet per a minute measured at the face of the exhaust plenum acceptable? Also does the part blast booth require dust collection and if so does the same requirements apply?
Answer 12: Yes per 3.3.2.5, evaluations are required per section 3.3.2.1
Question 13: (3.3.8 Fire Suppression) Will not be able to quote the fire suppression system until system is in place and a fire protection engineer can evaluate the new booth interior area and recommend the proper fire protection required.
Answer 13: All information is provided for the contractor to perform a FULL and proper evaluation per
Amendment 0001. Interior dimensions are provided per section 3.3.1.
Question 14: We have run into a question about the gantry and the robot movement. This is a very small space. Did your technical group envision the robot, which is inverted and mounted to the gantry, being manually dragged and positioned, or motor driven? We are working on a motor drive system as this robot weights 1300 lbs. With the structure and motor drive for the robot this is going to be squeezed into the room.
Is this what is the group at Cherry Point wants?
Answer 14: It is preferred to have the robot mounted on a motorized trolley to position the robot on the gantry.
Section 3.3.3.2 of the Specification has been revised.
AMENDMENT 0005: Additional Questions
Question 15: 3.3.2 Dust Collector(s): What is the kst value for the Centerline aluminum powder (SST-
A0017)?
Answer 15: The Government does not have a kst Value for the Centerline aluminum powder (SST-A0017). An explosive test is not required. The material alone classifies it as explosive. Complying with NFPA 484 and NFPA
654 will mitigate the explosive properties of aluminum. See link below:
https://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=INTERPRETATIONS&p_id=28880
Question 16: 3.3.2 Dust Collector(s): Section b) The surface preparation chamber shall use a downdraft system. What type of downdraft design did FRCE have in mind? Is this strictly for ventilation purposes and a wall plenum can be used or is this for collecting the grit blast material? Some examples: A downdraft table with grated top for part to be placed on and/or blasted, above floor downdraft plenum (possible 8" ~ 12" rise off the floor) covering the rear half of the booth with a grated top for the part to be placed on and/or blasted or a rear mounted wall plenum for the booth to be ventilated or part to be blasted towards.)
Answer 16: Downdraft design shall collect grit blast material and dust. The entire floor area of the surface preparation chamber shall be designed for downdraft. Depth of floor shall be determined by the contractor per the contractor’s design and shall meet all requirements of the specification.
