SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
SUBJ: Amendment 0001 to Solicitation M00146-16-T-9006 for the Upgrade of the Existing Cold Spray
System, FRC-East, Cherry Point, NC
The purpose of this amendment is to incorporate the answers to the RFI’s into the solicitation in order to revise and/or clarify the contractual requirements:
Question 1: 3.1.1; Page #9 of the RFQ document – You state; Cold spray powders to be used include 2000 series (aluminum copper alloys), 5000 series (aluminum magnesium alloys), 6000 series (aluminum magnesium silicon alloys), 7000 series (aluminum zinc alloys), aluminum oxide blended powders, and a copper blended powder. In addition, one chamber will be used to texture the surface in preparation of the cold spray application via 54 to 80 grit aluminum oxide blast media. Please supply the MSDS (Material
Safety Data Sheets) and the KST value (if not listed) for each of these cold spray powders.
Answer 1: MSDS Sheets are hereby included as Attachment 06
Question 2: 3.1.1; Page #9 of the RFQ document – You list the part to be processed in this system as; H-53 gearbox, H1 combining gearbox, AV-8B landing gear housings, and V-22 canopy tracks. We saw the large gearbox housings. Please supply a overall dimension drawing of each part and shown CG (center of gravity) for each.
Answer 2: Please reference files named CS_65391-11602_78286, CS_65391-11603-78286C and CS_65391-
11603-78286, included as Attachment 07. There are a total of six different drawings for the H53.
The weight of H53 gearbox housing casting with inserts is 573 lbs. The H53 engineers were not able to identify the center of gravity CG on the H53 main gear box at this time.
The drawings contain sections of the H53 main gear box drawing. FRCE is not at this time providing the V22 canopy tracks drawing or the H1 combining gearbox drawing. The canopy track is an I-channel of approximately 4 inch high by 4 inch wide, 6 foot long. During cold spray, the H1 combining gearbox will be attached to a government owned transportation dolly with dimensions of approximately 5 foot wide by 4 foot deep by 4 foot high.
Question 3: What is the specification (version of) the FRC East's existing Johnson Controls Facilities
Management System (FMS)?
Answer 3: The version of software is Johnson Controls Metasys 7.0. The communication protocol that the contractor needs to plan for is Bacnet. The JCI system in B4225 is a Metasys system with a Network Automation
Engine (NAE) located in Building 4225. The interface of building devices to the NAE is over the JCI N2 Bus, but the NAEs also have a BACNET building interface.
Question 4: What is driving the 75 RPM requirement on the turn table 3.3.4.5 Page #15? These type table usually max out at 10 RPM. This becomes very special at this speed, I wanted to make sure this was required.
Answer 4: The prime workload for this booth is the H53 main gear box. FRCE is in agreement with10 RPM being suitable for the process. If we can get more than 10 RPM that is preferable, but FRCE does not want to have to go to a custom table. FRCE would prefer to stick with something "off the shelf".
The system shall be designed so that FRCE may add a second smaller turntable in the future. The turntable would be located within the new robots limits. The intent of the Government is for the second turntable to operate at a much higher RPM than the larger turntable being installed by this contract. The part recipe created by the operator shall have a field for "large" or "small" turntable and RPM. The specification has been revised.

ADDENDA TO FAR 52.212-1

The information must clearly demonstrate how the proposed solution meets the minimum requirements of the specification. A statement that the vendor “will comply” or “will meet the Government’s requirement,” or restating the requirement, is not sufficient. The vendor must describe and demonstrate how that will be accomplished.
(iii) In accordance with Paragraph 3.6.6 of the Specification, the vendor shall provide a draft POA&M with proposed schedule for completion of all major events/milestones from contract award to completion, within 320 calendar days from date of contrat award (Section F).

However, the vendor must provide documentation that confirms the electronic certification, including a list of the provisions certified.
e) Small Business Subcontracting Plan: If your total quoted price exceeds $7000,000 and your firm is not a small business as defined in Federal Acquisition Regulation (FAR) Subpart 19.1, then you must submit a plan for subcontracting in accordance with FAR Subpart 19.704 and FAR 52.219-9 as part of your quote. If there are no planned opportunities for subcontracting in the performance of the contract, you must affirmatively state that no subcontracting possibilities exist and understand that you will be expected to perform 100% of the work involved in the contract if you are the successful awardee. Failure to do so would violate the terms of the contract and potentially put a contractor in breach of contract.
i) In accordance with FAR 52.219-8 (b), “It is the policy of the United States that small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns shall have the maximum practicable opportunity to participate in performing contracts let by any Federal agency, including contracts and subcontracts for subsystems, assemblies, components, and related services for major systems. It is further the policy of the United States that its prime contractors establish procedures to ensure the timely payment of amounts due pursuant to the terms of their subcontracts with small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns.” Therefore, any vendor, other than a small business concern, before being awarded a contract exceeding $700,000, must demonstrate that its subcontracting plan represents a creative and innovative program for involving these types of business concerns as subcontractors in the performance of this contract or that there are no planned opportunities for subcontracting in the performance of the contract.
ii) The following are the DoD’s subcontracting goals which vendor should consider and strive to attain when allocating subcontracting efforts. It should be noted that these are not mandatory and each vendor’s subcontracting goals will vary based upon: (1) approach to satisfying solicitation requirements; and, (2) available subcontracting opportunities allowed for in the offeror’s approach.
Small Business (which includes all of the following) 36.0%
Small Disadvantaged Business 5.0%
Women-Owned Small Business 5.0%
Service-Disabled Veteran Owned Small Business 3.0%
HubZone Small Business 3.0% http://farsite.hill.af.mil/VFFARA.HTM
Note: For requirements containing provisions for option periods, the offeror’s subcontracting plan must contain separate goals for each option period.
iii) The Government will review each plan to assure it is consistent with the provisions of the 52.219-9.
Subcontracting plans are subject to negotiations along with the terms and conditions of any contract resulting from this solicitation. Vendors are hereby informed that failure to submit an acceptable subcontracting plan or confirm that there are no planned opportunities for subcontracting in the performance of the contract shall make the vendor ineligible for contract award.
iv) The following requirement will be included in any order resulting from this solicitation that is awarded to other than a small business and for which it is determined that there are opportunities for subcontracting in the performance of the contract :
Subcontracting Plan Reporting. In accordance with paragraph (l) of FAR Clause 52.219-9 “Small Business
Subcontracting Plan” (OCT 2014), the contractor shall submit an Individual Subcontract Report (ISR) and a
