About this file

This is a Request for Proposal (RFP) issued by Lake Orion Community Schools in Michigan for the procurement of audiovisual equipment, structured cabling, public address systems, and clock systems across multiple school buildings. The District seeks a qualified vendor to provide classroom AV solutions including 75-inch SMART interactive flat panels, document cameras, and sound enhancement systems; structured cabling infrastructure with CAT6 UTP and fiber optic backbone connections; public address and clock systems with network synchronization; and large-area projection and sound systems for specific facilities. The project encompasses six buildings initially (Carpenter Elementary, Orion Oaks Elementary, Learning Options, Lake Orion High School, Webber Elementary, and Early Childhood Center) with additional future buildings planned through 2024. A non-mandatory vendor conference was held on February 19, 2020. Proposals were due February 28, 2020, with an anticipated award date in April 2020. Substantial project completion was required by August 14, 2020, with phased implementation beginning in 2020 and continuing through 2024. The District expects to establish a three-year preferred vendor agreement with options for two additional extensions, requesting vendors commit to pricing stability for current models and guaranteed percentage discounts off educational list prices for future equipment.

The Purchase Price shall be all-inclusive of equipment, labor, materials, shipping, installation, testing, training, warranties, and all applicable taxes where applicable, with the District being tax-exempt except for real property enhancements. A 5% bid bond or cashier's check is required, and performance and payment bonds equal to the total project cost are mandated for awards exceeding $50,000 involving construction. Payment terms include progress billing up to 90% of the contract price with 10% retainage, with 50% of retainage due upon documentation delivery and the remaining 50% upon final acceptance. All warranties must be minimum five years from final acceptance date, with first-year on-site coverage for classroom AV and full five-year on-site coverage available as an alternate. The District reserves the right to adjust quantities up or downward by 25% without altering unit prices and has the option to select certain equipment from various vendor proposals. Vendors must provide detailed pricing for base bid, performance bond, unit pricing for potential future installations, and optional add-alternates including Lake Orion High School and Learning Options, wireless analog clocks, Category 6A cabling, and five-year on-site warranty extensions.
