Appendix 1 Automated Fluid Minerals Support System (AFMSS) II Scope

This appendix provides product scope of the AFMSS II future application which is intended to replace the AFMSS application. This information is not intended to be the first task order and is subject to change. This product vision intended to provide information on potential subsequent task orders and identify high level scope of AFMSS II application. It is anticipated that multiple task orders will be required to deliver the desired system.

Background: The original AFMSS application project was originally sponsored by Joe Chesser in the BLM New Mexico State Office. AFMSS replaced two PC-based systems: The Automated Inspection Records system (AIRS) which contained district office oil and gas information, and the Monthly Report of Operations (MRO) that contained copies of the Minerals Management Service's production information. AFMSS also provides additional functionality not found in either of these two old systems. AFMSS is used to track oil and gas information on public and Indian land. It contains data concerning lease and agreement ownership, well identification, location and history, including casing information, geologic formations, resource protection, production, and operator compliance. The system has an electronic commerce module to interface with the oil and gas industry.

The modules listed below summarize high level module vision anticipated for software development under this IDIQ for AFMSS II.

Sundry Notices (Form 3160-5): Operators submit a Sundry Notice for many actions and activities which require the operator to notify BLM, often requesting approval for an activity, as well as providing a report on activities completed on Federal or Indian properties. Currently there are approximately 60 different sundry notice types. Sundry Notices include a Notice of Intent, Subsequent Report, and Notice of Final Abandonment (FAN). BLM also receives courtesy copies of the State Sundry Notices approved for private or State wells that are under the jurisdiction of the BLM due to an agreement. The required form for obtaining approval or reporting subsequent operations is Sundry Notices and Reports of Wells, Form 3160-5. Reporting requirements can be found in 43 CFR 3162.3-2. Sundry Notices can be associated with individual wells, a group of wells, leases, or agreement. They can also be associated only to a production facility or gas plant.

Well Completion Reports or Recompletion Report and Log (Form 3160-4): Within 5 business day upon completion, the operator is required to submit the Form 3160-4 for Federal and Indian wells to the appropriate BLM Field Office. This form contains the actions and activities performed after drilling operations have been completed. The well status is updated from a drilling status to producing or shut-in. This data triggers a data transfer to the Office of Natural Resources Revenue (ONRR) to update their records. Once a well has been completed, Oil and Gas Operations Reports (OGORs) are required to be submitted to ONRR.

Geothermal Resource Automated Support System: Portion of AFMSS that supports geothermal operations - well and cases, inspections, etc. Used in four field offices in four states (CA, NV, UT, and NM).

Mobile Applications for Inspection and Enforcement: The mobile apps module will allow BLM Field Inspectors to take the required hardware and software to the field and record inspections and allow for printing of notices of non-compliance or written orders in the field for hand delivery to operators representatives on site.

Facility measurement Point Module (Awaiting Onshore Order): Department and consistent with ONRR - each facility and storage or measurement point will have a unique and permanent smart number assigned to it based on it's location and type of measurement and/or storage point it is. The FMP Number will closely resemble the WELL API Number.

Automated Inspection Billing Module (Awaiting Onshore Order): Congress and the Interior has drafted language in our budget to charge fees to operators for inspections based on a sliding scale based on the number of wells each operator has in production/service. This module interfaces with DBS to bill (annual) individual operators an annual fee. AFMSS would generate the list of operators, addresses, well counts, and the fee total. DBS would bill and collect the fees.

Inspection and Enforcement Strategy Module: The portion of AFMSS and GRASS that tracks inspections and the enforcement of all noncompliance on federal and tribal lands.

I&E Strategy Matrix: The Bureau of Land Management is committed to ensuring that oil and gas operations on Federal and Indian lands are conducted in accordance with all applicable regulations, Onshore Orders, Notices to Lessees and permit conditions of approval. The nationwide Oil and Gas I&E Strategy provides consistent methods and procedures for conducting and documenting inspections, prioritizing inspections, determining workload and staffing needs, and projecting inspection accomplishments. Each Fiscal Year each Field Office is required to prepare the strategy matrix to determine the inspection priorities, the goal for the number of inspections to be completed, and plan for completing inspections on the remainder of the inspection items. This information is used to determine the workload of each Field Office, number of work months needed, and the staffing levels required to complete the required work. This information is fed into the Inspection Progress Report which is used by the Washington Office to track the progress and identify any shortfalls.

Other module concepts: Geophysical Module, Reservoir Management Module, Public Data Warehouse, GIS Interfaces

In addition each module shall require Operation and Maintenance support upon completion of module.

Work Location Due to the nature of the project, the Contractor will be expected to provide some services on-site, at BLM in Lakewood, Colorado. Some of the services, as agreed upon, may be provided off-site.

Government Furnished Property BLM will provide laptops with VPN access for the off-site staff. The Contractor understands that in order to obtain remote access to Purchaser’s Local Area Network (LAN), email, or supported computing environments through a remote access connection (“Remote Access”), Contractor must comply with all access policy and any other applicable policies or procedures.

Core Hours It is anticipated that the nature of the project will require work to be performed during hours that are compatible with other project team members in order to maximize team effectiveness and project success.
