LABOR CATEGORY DESCRIPTIONS
General
The basic labor categories and their descriptions, to meet anticipated future IDIQ requirements, are listed below.
Administrative Specialist Experience providing administrative support; responsible for the preparation of correspondence and technical documents in final form using Information Technology (IT) equipment and software; assists in the development of correspondence guidelines and procedures; reviews office correspondence, staff actions and reports prepared for management's signature for clarity, completeness, and grammatical and procedural correctness; develops and maintains a standardized system for filing; provides assistance in establishing and maintaining both centralized and decentralized office files, and management and record keeping systems including automated IT record management systems.
Business Analyst (Junior) Experience: Experience in the use of information engineering tools and methodologies to support system analysis, design, and development efforts across large organizational entities. Knowledgeable of current and emerging analysis and documentation frameworks, techniques and standards.
Duties: Design and implement analysis efforts; participate in strategic planning efforts; perform business-area analysis in support of process, organization, or system redesign efforts, alternatives assessment, and cost studies; report to the management on progress, obstacles encountered and solution alternatives; participate in continual software process improvement activities by suggesting areas for improvement and helping to initiate and implement improvements.
Business Analyst (Senior) Experience: Experience in the use of information engineering tools and methodologies to support system analysis, design, and development efforts across large organizational entities. Knowledgeable of current and emerging analysis and documentation frameworks, techniques and standards. Must have specific analytical experience in one of the domains of change (Process, Data, Infrastructure, Systems, Technology, and Organization).
Duties: Design and implement analysis efforts; direct others in the use of standard information engineering tools and methodologies to perform process, organization, and business area analysis; participate in strategic planning efforts; facilitate cross-organizational workshops to collect and validate data; perform business-area analysis in support of process, organization, or system redesign efforts, alternatives assessment, and cost studies; report to management on progress, obstacles encountered and solution alternatives; participate in continual software process improvement activities by suggesting areas for improvement and helping to initiate and implement improvements.
Business Process Engineer Experience: Experience conducting business processes and overlooking their execution, to ensure efficient completion of the processes.
Duties: Identify the objectives of the firm and accordingly design business processes that best suit the requirements and standards; understand the technical specifications, as mentioned in the requirement details; develop business processes likewise.
Configuration Management Specialist Experience: Experience providing software and hardware configuration/baseline control support, similar to that described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.
Duties: Provides configuration baseline control throughout the life cycle of information systems as well as its component software and hardware elements; provides allocated, functional, and physical baseline control and audit support; works closely with Configuration Control Boards (CCBs) to ensure all baseline changes are approved before initiation; involved in the review of engineering change requests to assess impact upon configuration baseline and logistics support elements; maintains configuration control records and technical documents; works closely with quality assurance and management representatives to ensure an accurate and well documented product baseline.
COTS Specialist Experience: Experience in Systems Engineering, Integration and Test, Infrastructure Design, Software Engineering or related engineering disciplines; in-depth understanding of compute technologies and environments and their engineering integration into mission system designs; experience in integration of COTS products into engineering designs; knowledge of UNIX/LINUX/Windows environments and their application to engineering designs; ability to communicate effectively both in writing and verbally ; proven ability to troubleshoot configuration problems on complex systems; experience with VMware environments.
Duties: Responsible for deployment and configuration of custom and COTS SW packages as well as formal control of SW versions and system configurations for large, complex systems; experience with COTS infrastructure software products (LINUX operating system, virtualization using VMware) as well as an understanding of COTS hardware and software management/integration, engineering deployment methods, and system troubleshooting.
Data Conversion Specialist Experience: Specialized experience required includes: program management, system design and system analysis. Must have a high degree of technical proficiency in the design of database applications. Must be knowledgeable of the operating interrelationships between database and the organization’s other systems. Must have experience with current operating system software internals and data manipulation languages. General experience required includes: working on large, complex database design projects. Requires experience as a technical lead, providing guidance and direction to less experienced database administrators and other support personnel in the design and monitoring of database management systems.
Duties: Specialist in the design and installation of database applications; ensures appropriate linkages to existing databases and to other data processing systems and business applications; ensures that adequate recovery procedures are included in all database designs; develops and monitors procedures for updating data dictionaries; directs the training of user groups in the protocols involved in updating and accessing the database; monitors database transactions to ensure correct usage of the database; provides technical assistance to less experienced database analysts in the identification and resolution of complex database design and maintenance problems; provides technical expertise on the database system to user and data processing area personnel.
Data Entry Specialist Experience: Experience providing data entry-related support, similar to that described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.
Duties: Performs keying of data and information into information systems and databases using keyboard, workstation, and related information systems interface equipment.
Data Standardization Specialist Experience: Specialized experience includes building and/or maintaining data/information repositories for organization’s that use information engineering concepts and enterprise, data and process modeling in the identification and development of standardized objects. General experience includes application software design, development, testing, technical writing, enterprise, process, and/or data modeling. Demonstrated ability to work independently or under only general direction.
Duties: Provides technical support in the evaluation of prime object names, data elements, and other objects; Evaluates proposed objects and their attributes; Ensures that proposed object definitions are clear, concise, technically correct, and that they represent singular concepts; Ensures that the values of object attributes and domains are accurate and correct; Ensures that the proposed objects are consistent with data and process models.
Database Administrator (Junior) Experience: Experience providing database and associated database systems administration support.
Duties: Provides operational support of computer hardware, system software, applications software, and system and user data files as configured within the associated database system; Provides maintenance for the integrity of all user/system data files, data verification following system restoration/recovery procedures, and data format conversion procedures during the import and/or export of data; Provides database reporting/printout support; Supports development of operating procedures and user technical manuals; Support is provided to a variety of database systems (e.g., Oracle, Sybase, and/or Informix).
Database Administrator (Senior) Experience: Experience providing database and associated database systems administration support including overseeing the development and organization of the databases, assessment and implementation of new technologies, and providing Information Technology with a long-term perspective on the relationship of database technology to the business opportunities facing the company.
Duties: Provides operational support of computer hardware, system software, applications software, and system and user data files as configured within the associated database system; Provides maintenance for the integrity of all user/system data files, data verification following system restoration/recovery procedures, and data format conversion procedures during the import and/or export of data; Provides database reporting/printout support. Supports development of operating procedures and user technical manuals; Support is provided to a variety of database systems (e.g., Oracle, Sybase, and/or Informix); trains and develops technical support and applications staff to better utilize on-line processing databases environment.
Database Architect Experience: Specialized experience required includes: demonstrated experience with DBMS design and system analysis, current operating systems software internals and data manipulation techniques and languages General experience required includes: increasing responsibilities in the development and maintenance of data base systems.
Duties: Directs the design of databases to store, secure, select, and retrieve information in a logical, orderly manner; Ensures that designed systems provide sufficient controlled avenues for access to and update of the database; Ensures the currency, accuracy, and integrity of the data; Oversees the design and maintenance of the data dictionary; retrieves transactions to ensure correct implementation and usages of the database; Continually assesses the performance of the database for maximum effectiveness; Works closely with peer level data processing management to evaluate the effects of systems tools or equipment changes on the database and to ensure continuing integration of the database; Trains and develops subordinates through varied assignments.
Documentation Specialist Experience: Specialized experience required includes: preparing technical documentation, which is to include research or application of applicable Government and industry documentation standards. General experience required includes: technical writing and documentation experience pertaining to any aspect of automatic data processing.
Duties: Responsible for documentation including directing the work of others in the accomplishment of assigned documentation work; Collects and analyzes technical literature available; Organizes material and writes descriptive copy according to establish standards regarding order, clarity, conciseness, style, and terminology; Reviews published materials and recommends revisions or changes in scope, format, content, and methods of reproduction and binding; May select photographs, drawings, sketches, diagrams, and charts to illustrate material; May assist in laying out material for publication; Uses automated tools, including computer terminal and word processing or desktop publishing software in performing assigned duties; May coordinate the production and distribution of material.
Enterprise Architect Experience: Provides high-level architectural expertise to managers and technical staff.
Duties: Develops architectural products and deliverables for the enterprise and operational business lines; Develops strategy of system and the design infrastructure necessary to support that strategy; Advises on selection of technological purchases with regards to processing, data storage, data access, and applications development; Sets standards for the client/server relational database structure for the organization (SQL, ORACLE, SYBASE, etc.); Advises of feasibility of potential future projects to management.
Geodatabase Administrator Experience: Experience with Esri's ArcGIS Technology (geographic information system for working with maps geographic information)
Duties: Support the enterprise ArcGIS system on a day to day basis working with the business users and other technical support team members; support activities will include ArcGIS for desktop support, assisting in the update of geodatabase, Oracle spatial and ArcSDE.
Geospatial Developer Experience: Experience in the design, development, and implementation of geospatial software solutions; responsible for development of mobile, desktop and/or web-based GIS solutions.
Duties: Responsibilities include designing and developing customized web applications; Developing custom routines, viewers, and/or databases; application design, development and collaboration in a distributed team environment using source control; development and implementation of test plans and automated test scripts; developing and applying service orientated architectures to enterprise solutions.
Help Desk Analyst (Junior) Experience: Experience providing network and information systems help desk support, similar to that described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.
Duties: Provides phone and in-person technical and operational support to information systems and network users in the areas of electronic mail, directories, pass words, account security, standard desktop applications, network hook-ups, problem logging, and corrective maintenance support; serves as the initial point of contact for troubleshooting hardware, software, workstation, network, and peripheral problems; maintains status reports and records of maintenance.
Help Desk Analyst (Senior) Experience: Experience providing network and information systems help desk support, similar to that described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.
Duties: Provides phone and in-person technical and operational support to information systems and network users in the areas of electronic mail, directories, passwords, account security, standard desktop applications, network hook-ups, problem logging, and corrective maintenance support; serves as the initial point of contact for troubleshooting hardware, software, workstation, network, and peripheral problems; develops/updates maintenance status reports and records.
Middleware Developer Experience: Experience includes performing custom development to build/extend the underlying programming, integration, and special technologies which support the university's intranet, portal, online learning, identity management, and business system and eCommerce environments; assists in the development, planning and implementation of middleware application projects; understand the scope of work to be completed to include business process, data flow, data usage and data structure; assist with research, development, documentation and implementation of alternative solutions for existing processes; perform all phases of development from requirements gathering, to coding, to testing, to documentation and to support; perform troubleshooting to assist customers with any application systems problem solving activities; implement processes for maintaining a stable application environment; Analyze and identify software support solutions.
Duties: Design and code superior technical solutions, create well designed, reusable objects, create efficient and logical databases, create and execute project work plans, revising as necessary to meet changing needs and requirements, communicate and enforce best practice coding standards, consistently deliver high-quality services to customers on schedule, and communicate complex information effectively to team and customers Mobile Developer Experience: Experience in developing software and applications that are compatible with mobile devices
Duties: Responsibilities include product life cycle, from concept to development, well-versed with cellular technologies and the software platforms; requires working on applications for GPS Mapping, Windows Mobile, Android OS, Apple iPhone OS, and other similar technologies; responsibility also includes building the front end user interface.
Network Engineer (Junior) Experience: Experience in telecommunications network design and management; specialized experience in analysis and design of voice networks, LAN and WAN data networks, wireless networks, and/or network management systems to support voice and data services.
Duties: Analyzes and develops telecommunications networks supporting a wide range of capabilities, including voice, data, video, and/or wireless services; develops designs and plans for installation and maintenance of telecommunications systems from project inception to conclusion; analyzes the problem and the characteristics of the information to be transported; defines the problem and develops system requirements and network specifications; Closely coordinates with other information system professionals to ensure proper implementation of network services; in conjunction with functional users, develops alternative solutions and backup plans.
Network Engineer (Senior) Experience: Experience in telecommunications design and management experience, particularly on complex applications involving all phases of telecommunications network design, implementation, and analysis; experience in analysis and design of voice networks, LAN and WAN data networks, wireless networks, and/or network management systems to support voice and data services; specialized experience in managing the evaluation and cost estimation of voice and data WAN services from telecommunications carriers, designing access and backbone networks using carrier services, or in managing the analysis and design of wireless voice or data networks (using private radio facilities or commercial services).
Duties: Provides technical and administrative direction for personnel responsible for telecommunications network design, implementation, and operations tasks, including the review of work products for correctness, adherence to the design concept and to user standards and progress in accordance with schedules; makes recommendations, if needed, for approval of major network installations; Prepares milestone status reports, and deliveries/presentations on network progress to colleagues, subordinates, and end user representatives; Provides daily supervision and direction to support staff.
Process Improvement Engineer Experience: Experience with guiding and assisting clients through a wide range of management, organizational and business improvement and modernization initiatives by applying continuous process improvement strategies, methodologies and principles; develops business methods for problem solving, process change and solutions implementation ensuring enterprise-wide integration; identifies best practices, assesses performance measurement and researches, collects and verifies data and translates it into strategic and operational guidance.
Duties: Provides group facilitation, interviewing, training and other forms of knowledge transfer; areas of focus include but are not limited to identifying and eliminating duplication, outsourcing opportunities, streamlining, centralizing, business transformation, business process redesign and modeling, quality improvement and lean six sigma.
Program Manager Experience: IT and/or telecommunications system management experience; specialized experience includes direct supervision of IT software development, integration, maintenance projects, and/or telecommunications systems; must be capable of leading projects that involve the successful management of teams composed of data processing and other information management professionals who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information and/or telecommunications systems.
Duties: Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations; organizes, directs, and coordinates the planning and production of all contract support activities; demonstrates written and oral communication skills; establishes and alters (as necessary) corporate management structure to direct effective contract support activities.
Project Coordinator Experience: Possesses excellent organizational and communication skills; has demonstrated the ability to prioritize and manage multiple initiatives with differing priorities; familiar with project management tools and concepts.
Duties: Will conduct industry research; assist project and program managers in scheduling and managing projects; assist project managers with task delegation and resolves issues of relatively low risk; manages vendor and subcontractor relationships.
Project Manager Experience: IT or telecommunications experience, including IT software management experience; specialized experience in direct supervision of IT software development, integration maintenance projects, and/or telecommunications management.
Duties: Performs day-to-day management of assigned delivery order projects that involve teams of data processing and other information system and management professionals who have previously been involved in analyzing, designing, integrating, testing, documenting, converting, extending, and implementing automated information and telecommunications systems; demonstrates proven skills in those technical areas addressed by the delivery order to be managed; organizes, directs, and coordinates the planning and production of all activities associated with assigned delivery order projects; demonstrates writing and oral communication skills.
Records Management Specialist Experience: The Records Management Information Specialist will manage a team solely responsible for IT operational tasks and functions related to recordkeeping. Primary responsibilities include executing a broad range of strategic projects and initiatives relating to the adoption of electronic recordkeeping practices, the design of classification schemes for records repositories, implementing processes that meet regulatory and/or client requirements, assisting with the design, administration, and management of Content Management environments, and large-scale data and records transfers.
Duties: Create technical design documents, prepare time estimates, and develop conversion and/or integration plans, as well as system implementation plans; lead the evaluation of user requests and design specifications for new or modified application functionality, and calculate costs estimates as required; ability to analyze, design, code, test, document, implement and maintain application changes; coordinate with IT and the business to evaluate systems and document management applications to ensure the records required to be maintained and preserved; demonstrate information technology expertise and familiarity with the issues and principles of electronic records management and preservation, metadata standards and long term access to information; play an integral role in implementing the strategic records management tool which will manage the storage, retention, destruction and retrieval of records; support data retention governance and conformance testing.
Release Managers Experience: Experience ensuring that the various component projects of a particular software release meet customer needs and are brought together and released on time with high quality, and the overall release reflects the best choices amount scope, costs, and time for the company.
Duties: Manage risks and resolves issues that affect release scope, schedule and quality; measure and monitor progress to ensure application releases are delivered on time and within budget, and that they meet or exceed expectations; coordinate release content and effort based on the service request backlog, pending service requests, third party applications, or operating system updates; communicate all key project plans, commitments, and changes including requirements, QA plans, schedule, and scope changes.
Report Writer/Developer Experience: Experience converting corporate business requirements and project specifications into detailed logical flow charts, use computer programming tools to provide solutions to these requirements and develop computer programs to locate, retrieve and store corporate information.
Duties: Responsibilities include gathering report requirements; performs quality assurance reviews and tests; and documents operating report design, procedures, applications and data structures.
Security Analyst (Junior) Experience: Specialized experience in defining computer security requirements for high level applications, evaluation of approved security product capabilities, and developing solutions to multi-level security (MLS) problems
Duties: Analyzes and defines security requirements for Multilevel Security (MLS) issues; designs, develops, engineers, and implements solutions to MLS requirements; gathers and organizes technical information about an organization's mission goals and needs, existing security products, and ongoing programs in the MLS arena; performs risk analyses that also includes risk assessment.
Security Analyst (Senior) Experience: Specialized experience in defining computer security requirements for high level applications, evaluation of approved security product capabilities, and developing solutions to multi-level security (MLS) problems.
Duties: Analyzes and defines security requirements for Multilevel Security (MLS) issues; designs, develops, engineers, and implements solutions to MLS requirements; responsible for the implementation and development of the MLS; gathers and organizes technical information about an organization's mission goals and needs, existing security products, and ongoing programs in the MLS arena; performs risk analyses that also includes risk assessment; provides daily supervision and direction to staff.
Software Developer (Junior) Experience: Under general supervision, develops codes, tests, and debugs new software or enhancements to existing software.
Duties: Has good understanding of business applications; works with technical staff to understand problems with software and resolve them; resolves customer complaints with software and responds to suggestions for improvements and enhancements; may assist in development of software user manuals.
Software Developer (Senior) Experience: Under general direction, Participates as high-level technical expert in design development, coding, testing, and debugging new software or significant enhancements to existing software.
Duties: Works with technical staff to understand problems with software and develops specifications to resolve them; resolves customer complaints and responds to suggestions for improvements and enhancements; participates in the development of software user manuals Solutions Architect Experience: Experience in the design, creation, and maintenance of computerized databases
Duties: Responsible for the quality control and auditing of databases to ensure accurate and appropriate use of data; consults with and advises users on access, works directly with users to resolve data conflicts and inappropriate data usage, and directs the maintenance and use of the enterprise architecture encyclopedia; consults with SA programming personnel to resolve system performance issues; responsible for the installation, maintenance, configuration, and integrity of SA; implements application enhancements that will improve the reliability and performance of the application; works with network engineers to schedule installations and upgrades and maintains them in accordance with established IT policies and procedures; responsible for file maintenance, control, and product support and facilitates change control, problem management, and communication among architects, engineers, and analysts; establishes and enforces processes to ensure a consistent, well-managed, and well-integrated application infrastructure; develops appropriate application and process documentation.
Subject Matter Expert Business Provides technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation; participates as needed in all phases of software development with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases.
Subject Matter Expert Technical Provides technical, managerial, and administrative direction for problem definition, analysis, requirements development and implementation for complex to extremely complex systems in the subject matter area; makes recommendations and advises on organization-wide system improvements, optimization or maintenance efforts in the following specialties: information systems architecture; networking; telecommunications; automation; communications protocols; risk management/electronic analysis; software; life-cycle management; software development methodologies; and modeling and simulation.
Systems Administrator (Junior) Experience: Specialized experience required includes: administration of UNIX or other open systems-compliant multi-user system. General experience required includes: administration of multi-user computer systems.
Duties: Performs systems installation and integration of computer operating system software, network software, application software, computer hardware, and supporting network or telecommunications systems; investigates and resolves operational problems in conjunction with other engineering and technical personnel.
Systems Administrator (Senior) Experience: Experience providing systems administration support, similar to that described under functional responsibility, and having knowledge and understanding of applicable technical concepts and practices.
Duties: Serves as systems administrator for computer center and/or network and data communications systems; provides hardware and software troubleshooting for the Local Area or Wide Area Networks; submits written evaluation and recommendations regarding the implementation of client-server/network systems; responsible for providing suggestions in design and implementation of quality metric disciplines for operation of the management information systems; provides technical services in the installation of computing facilities, including installation planning and site preparation; analyzes, evaluates, and tests software/hardware problems and submits findings and recommendations in writing to appropriate management officials; provides troubleshooting services for intra-system communications; monitors multiple systems and suggests solutions for effective system performance; provides technical services regarding the operation and management of electronic mail capability; assists management in developing computer center and/or data communications guidelines and procedures; serves as the office automation technical advisor, making recommendations on the type and amount of automation equipment needed; schedules or provides training in the use of automation equipment for the office; maintains inventory of all computer system and/or data systems equipment and supplies; submits recommendations for supplies, equipment and furniture as well as the repair and/or replacement of defective computer/telecommunications equipment.
System Analyst (Junior) Experience: The incumbent must demonstrate a current state-of-the-art knowledge of principles, techniques, and practices in ADP and the specific subject matter required; use of judgment in applying technical, economic, and business considerations; capability of providing professional guidance; and, the ability to communicate well with managerial, technical and other professionals.
Duties: Performs research, system analysis and design; guides problem resolution, oversees development, implementation and documentation of complex special projects in specialty areas; assignments will require participation in, or direction of problem resolution by ADP means, in a narrowly-defined subject matter area that requires exceptional creativity and innovation; normal task requirements will be in very board and general terms, such as resolution of a complex problem or facilitating a research or presentation project; maintains current state-of-art knowledge of all applications; ss conversant in all commercial-off-the-shelf (COTS) applications and office automation tools.
System Analyst (Senior) Experience: Progressively more difficult experience in the specific functional/program area; ADP programming and/or analysis in the specific or closely related functional/program area
Duties: Performs research, systems analysis, concept and systems design; guides problem resolution, oversees development, implementation and documentation of very complex/specific applications in specialty areas; assignments will require participation in, or direction of problem resolution by ADP means, in a narrowly defined subject matter area that requires exceptional creativity and innovation; Normal task requirements will be in very broad and general terms, such as identification of a highly complex problem or research project; demonstrate a current state of the art knowledge of principles, techniques, and practices in ADP and the specific subject matter required; use of judgment in applying principles; ability to make and implement decisions based upon technical, economic, and business considerations; capability of providing professional guidance; and, the ability to communicate well with managerial, technical and other professionals.
Systems Engineer (Junior) Experience: Specialized experience required includes: use of current DBMS technologies, structured analysis, design methodologies, and design tools and other design techniques, object oriented principles, and experience with logical and physical functional, operational, and technical architecture of large and complex information systems. General experience required includes: increasing responsibilities in DBMS systems analysis and programming.
