Section B: Description of the Supplies/Services Required

The 916th ARW requires a new intruder detection system (IDS) for a recently remodeled portion of bldg. 4916. The offeror will provide, install, and test the operational capability of the following: one (1) IDS V5, one (1) Vindicator Badge Manager Workstation, one (1) standalone video manager system, thirteen (13) Balanced Magnetic Switches (BMS), fifteen (15) Passive Infrared Detectors (PID), four (4) card readers, four (4) door strikes, ten (10) Window break sensors and two (2) fixed cameras.

(hereinafter collectively referred to as "IDS").

Section C: Justification for Soliciting from a Single Source or Brand Name

It is imperative that the procured IDS be compatible with the base-wide security system in order to maintain base defense. The base-wide security system uses Honeywell Vindicator Technologies equipment ("Vindicator"), which is proprietary to Honeywell. Vindicator is already in place throughout bldg. 4916, with the exception of the remodeled portion. The estimated cost to replace the current base-wide security system is approximately $3.5 million, therefore it is in the Government's best interest to compete this requirement among distributors of Honeywell Vindicator Technologies as the cost to re-procure with any other brand is not anticipated to be recouped through competition.

Section D: Efforts to Obtain Competition

Honeywell Vindicator Technologies, a large business, is the manufacturer of the brand name items being requested. Prometheus Security Group Global, Inc., CMCS LLC, and Universal Professional Services, Inc. are small businesses that can provide the required equipment directly from Honeywell Vindicator Technologies and provide the same level of support. These three small businesses are authorized vendors of Honeywell products.

The acquisition will compete this brand name requirement among small business authorized vendors of Honeywell Vindicator Technologies.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Due to the existing system functionality, no steps to allow other brands to compete can be made at this time. Any other system would compromise Security Forces' defense mission. Future requirements will be reviewed at that time.
