STATEMENT OF WORK (SOW)
1. SCOPE: Provide, install, and test one Intrusion Detection System (IDS) for building 4916 located on Seymour Johnson Air Force Base. All installed equipment must function properly with Vindicator system.
2. MATERIALS: Contractor shall provide and install all items listed. All equipment provided shall be on the Air Force Approved Equipment List (Attachment 3).

(2) 8-hour minimum battery backups (UPS will be needed for 8 hours for network switch)
(1) Standalone video manager system capable of storing thirty days of recording

(12) Balanced Magnetic Switches (BMS)
(21) Passive Infrared Sensors (PIR)
(1) 360 degree Passive Infrared Sensor (PIR)

(2) STC 40-rated door
(1) X-10 Locking Mechanism

Notes: The V5's shall be located in a locked container armed with a tamper. Power shall be located inside the panel and in rigid conduit. Additionally, CAT 6 shall be run to the communications switch in rigid conduit. Any incidental power requirements generated by the IDS system components shall be provided by the installer.
Locking mechanisms for the doors (Doors W116 & W120C) shall meet Federal Specification FF-L-2740 as required by DoDM 5200.01-V3 Appendix to Enclosure 3.
3. DESCRIPTION:
For Entrance Area W116, install one (1) HID card reader acting as arm/disarm keypad, one (1) electric door strike, one (1) BMS, one-(1) PIR (Volumetric), one (1) arm/disarm keypad, one (1) exit card reader, and one (1) fixed camera. Install flush STC 40-rated door with frame made of hollow metal material and painted finish matching existing doors (Door must be left-hand door swing, and swing into W116 as shown on Drawing A-401). All adjoining walls to this door frame shall be finished with drywall and appropriate joint compound, sanded to a finished surface, and painted to match existing walls (Use the same paint referenced in paragraph 6). Contractor shall install access control hardware with X-10 locking mechanism (HID Swipe only card reader to exit).
For room W139, install two (2) Honeywell ACS V5s each in separate tamper-protected panels. Provide and install two (2) 8-hour battery backups, one for each ACS V5.
For room W 118, install one (1) Vindicator Badge Manager Workstation and one (1) standalone video manager system capable of storing thirty days of recording, and two (2) monitors. Will need to be alarmed (PIR) can arm and disarm the rest of the building.
For exterior door located by room W138, install one (1) BMS, and one (1) PIR (Volumetric).
For room W128D roll up door, install two (2) PIRs (Volumetric), and one (1) floor-mounted BMS for roll up door.
For room W128A roll up door, install four (4) wall-mounted PIRs (Volumetric), and one (1) floor-mounted BMS for the roll up door.
For room W131 roll up door, install two (2) wall-mounted PIR (Volumetric): one at the entry door and one at the roll up door, and one (1) floor-mounted BMS.
For Exterior Entrance Area W136, install one (1) HID card reader, one (1) door strike, one (1) BMS, one (1) arm/disarm keypad, and one corner-mounted (1) fixed camera. Install flush STC 40-rated door with frame made of hollow metal material and painted finish matching existing doors.
For room W120, install one (1) PIR (volumetric), one (1) exit card reader.
For Rooms W129, W127, W125, W121, and W117, install five (5) PIRs (Volumetric) one in each room. In room W119 install one (1) 360 degree PIR (Volumetric). Motion Sensor coverage needs to cover window and wall.
System should be armable (Red) and disarmable (Green) from both location from W115 and W136 LEDs on the Keypad should reflect the state of the system being armed or disarmed.
Emergency Exit Doors The following doors are for emergency exits only and the alarms need to remain armed at all times – the alarms on these doors shall not be deactivated from the arm/disarm keypad. In addition, these doors shall be designated on the Vindicator map as “EE”.
· For building 4916 room W128B exterior door, install one (1) PIR (Volumetric), and two (2) BMS.
· For building 4916 room W128C exterior door, install one (1) PIR (Volumetric), and two (2) BMS.
· For building 4916 room W128D exterior door, install two (2) PIRs (Volumetric), and one (1) BMS.
4. The standalone video manager systems and the two (2) fixed cameras shall not tie into the Vindicator system. The door strikes shall be model HES 1006 or equivalent and shall tie into the ACS V5 through appropriate amount of MR50s.
5. The IDS must utilize the HID Card for entry and exit. The Vindicator Badge Manager Work Station must be able to provide a temporary card option and be able to restrict access to only authorized personnel.
6. Additionally, contractor shall provide all required equipment, cables, MR50s (with battery backup requirement), software (Windows 7) licensing, and ensure all equipment functions/annunciates properly on site and ties into the two main head-ins and is viewable at both Base Defense Operation Centers (BDOC). The contractor shall be responsible for programming all of the equipment. Contractor shall provide and install rigid conduit for all wires to protect IDS wiring. Current conduit only runs from the wall up to the ceiling, but is not rigid conduit. There is no conduit in the ceiling. Any conduit installed below ceiling level must be painted to match the walls (PPG Paints 8170, Color: Gray match in 1412g, Product: 1412G Ultra-Hide 150 Int LTX EGG, Base: 1414-0110G Pastel). There are no cable trays in the ceiling.
All Maps, Text and configuration settings will need to be approved by the 4th SFS ESS.
WORKMANSHIP: All workmanship will comply with standard trade practices. The contractor shall provide qualified personnel (whom as of this year have been trained and received Vindicator certifications for Win 7 platform), equipment, and services required to install all equipment and software. Contractor will also provide training and training materials. All installation and configuration will be compliant with AFI 31-101 and ESE-SIT.
DOCUMENTATION: The contractor will provide a complete documentation package to include manuals, drawings and schematics of all installed equipment.
CLEAN-UP: The contractor is responsible to return all worksites to the condition in which they were found and remove all previous/old hardware and associated cabling.
WARRANTY: The contractor will guarantee workmanship and warranty on all newly installed equipment to include software for a period of one year after the certification has been received from the MAJCOM.
