About this file

This is an Invitation to Bid (ITB) addendum for the University of Connecticut Health Center's Infusion Center Miscellaneous Renovations project (ITB-216999219, Project 26-013), issued July 29, 2026. The addendum addresses supplier questions and provides clarifications and revisions to the original bid documents for renovation work at the UConn Health CT Tower Level 6 Ambulatory Care Infusion Unit located at 263 Farmington Avenue, Farmington, Connecticut. The scope of work includes miscellaneous renovations to infusion center areas, including demolition, new wall construction, equipment storage modifications, plumbing and fixture installations, electrical and lighting control systems, and finishing work across multiple patient care areas and support spaces. The original bid due date is August 7, 2026 at 2:00 p.m. Bidders were required to sign and return the addendum with their proposals. The addendum clarifies structural drawing attachments, confirms no alternates are included in the bid (revised bid form provided), provides additional information on light fixtures and pillow speaker locations, establishes Infection Control Risk Assessment (ICRA) protocols for work scheduling and containment, sets a 120-day timeframe for substantial completion, corrects the contract documents date to July 6, 2026, and specifies construction area environmental control as Type B/Class III. Detailed revisions include specifications for lighting control devices based on a Lutron system compatible with nurse call tie-ins, architectural drawings showing new light fixture and pillow speaker locations, structural details for steel lintels at new wall openings, and mechanical/electrical/plumbing coordination drawings.

The bid documents specify prevailing wage requirements under Connecticut General Statutes Section 31-53, with annual adjustments effective July 1st posted on the Connecticut Department of Labor website. Bidders estimated at $500,000 or greater must obtain pre-qualified status prior to bid submission; smaller projects require submission of a Contractor Qualification Statement. A 10% bid bond with response is required. Work scheduling is restricted in certain areas with weekend-only demolition for the Nurse Station Vitals area and Reception/Waiting area, while infusion room work may occur on weekends when areas are vacant or during normal hours if rooms are taken offline individually. All work requires isolation, HEPA filtration, and personnel protective measures including bunny suits or HEPA vac clothing. The bid form includes a Schedule of Values subdivided by construction trade divisions, with subcontractors pricing exceeding $25,000 requiring identification. The University of Connecticut Health Center Procurement Operations & Contracts office, directed by Buyer King Hei Leung (860-679-8174, kleung@uchc.edu), manages the procurement process.

f. Connects to lighting management hub via RS485.

g. LED status indicators confirm communication with occupancy sensors and daylight sensors.

h. Contact Closure Input (select models):

1) Directly accept contact closure input from dry contact closure or solid-state output without interface to:

a) Activate scenes.

(1) Scene activation from momentary or maintained closure.

b) Enable or disable after hours.

(1) Automatic sweep to user-specified level after user-specified time has elapsed.

(2) System provides occupants visual warning prior to sweeping lights to user-specified level.

(3) Occupant can reset timeout by interacting with lighting system.

c) Activate or deactivate demand response (load shed).

(1) Load shed event reduces lighting load by user-specified amount.

i. Emergency Contact Closure Input:

LIGHTING CONTROL DEVICES 26 09 23 Page - 8

1) Turn all zones to full output during emergency state via direct contact closure input from UL 924 listed emergency lighting interface, security system or fire alarm system.

2) Allow configurable zone response during emergency state.

3) Disable control operation until emergency signal is cleared.

j. Supplies power for control link for keypads and control interfaces (select models).

k. Distributes sensor data among multiple lighting control modules.

l. Capable of being controlled via wireless sensors and controls.

m. No minimum load requirement.

3. Normal Lighting Controllers (as defined by “NLC” symbol on plans):

a. Basis of Design: Lutron 0-10V Energi Savr Node; Model QSN-4T20-S: 20 A

(16 A ballast) continuous-use per channel; capable of switching 20A receptacles.

b. Coordination Between Low Voltage Dimming Module and Line Voltage Relay:

Capable of being electronically linked to single zone.

c. Single low voltage dimming module; capable of controlling the following light sources:

1) 0-10V analog voltage signal.

a) Provide Class 2 isolated 0-10V output signal conforming to IEC

60929.

b) Sink current per IEC 60929.

2) 10V-0V analog voltage signal.

a) Provide Class 2 isolated 0-10V output signal conforming to IEC

60929.

b) Sink current per IEC 60929.

d. Switching:

1) Rated Life of Relay: Typical of 1,000,000 cycles at fully rated 16 A for all lighting loads.

2) Load switched in manner that prevents arcing at mechanical contacts when power is applied to and removed from load circuits.

3) Fully rated output continuous duty for inductive, capacitive, and resistive loads.

4) Module to integrate up to four individually controlled zones.

5) Utilize air gap off, activated when user selects "off" at any control to disconnect load from line supply.

4. “Emergency Lighting Controllers” (as defined by “ELC” symbol on plans):

a. Basis of Design Lutron Athena system does not support integrated UL924 bypass capability within the room controllers.

b. Provide a separate UL924 bypass relay wired to outputs of room controller to support emergency fixtures shown…
