About this file

This Invitation for Bids (IFB) No. 27003 is issued by the State of Hawaii Procurement Office for the furnishing and delivery of coarse paper products to multiple state and local agencies across the Hawaiian islands. Participating jurisdictions include the Executive Department, City & County of Honolulu, Department of Education, School Facilities Authority, Hawaii Health Systems Corporation, University of Hawaii, County of Hawaii, County of Maui, County of Kauai, and various other state and local entities. The solicitation encompasses six product groups: interfolded toilet tissue, roll toilet tissue, paper towels, toilet seat covers, sanitary disposal bags, and coreless toilet tissue, with 14 specific line items distributed across these categories. Awards are structured by island, with Oahu and Hawaii limited to Group F (Coreless Tissue Paper), Maui and Kauai accepting bids for Groups A through F individually, and Molokai and Lanai requiring bids for all groups combined. Sealed bids are due by 10:00 a.m. HST on October 2, 2026, through the Hawaii Electronic Procurement System (HIePRO). The contract term extends from the Notice to Proceed effective date through August 31, 2027, with options for three additional twelve-month renewal periods at prices equal to or lower than the initial contract price. Awards will be made to the lowest responsive, responsible bidder(s) per island and group, with a maximum of two bidders for Oahu's Group F.

Bidders must maintain island-based warehouse and inventory operations and submit bids electronically through HIePRO, which imposes a mandatory 0.75% transaction fee (not to exceed $5,000) payable to Tyler Hawaii. All unit prices must be firm for the contract term and include freight, delivery, warehousing, packaging, and applicable taxes except Hawaii General Excise Tax and county surcharge (4.5%), which may be billed separately. Environmental requirements mandate that virgin content products be Forest Stewardship Council (FSC) or Programme for the Endorsement of Forest Certification (PEFC) certified, or alternatively contain minimum recycled content of 20-40% post-consumer recovered material depending on the product group. Contractors must demonstrate compliance with Hawaii tax law, employment security, workers' compensation, and business registration requirements either through Hawaii Compliance Express or paper certificates prior to award. Delivery timeframes are seven business days for same-island orders and twelve business days for inter-island deliveries. Contractors must maintain Commercial General Liability insurance of $1,000,000 per occurrence ($2,000,000 aggregate) and Automobile Liability of $1,000,000 per accident, with the State named as additional insured. Quarterly sales reporting is required, and contractors must pay Vendor Collected Administrative Fees (VCAF) to Periscope with potential credits for HIePRO transaction fees already paid.

1.2.2 “Recovered material” means material that has been separated, diverted, or removed from the solid waste stream after a manufacturing process for the purpose of use, reuse, or recycling. 1.2.3 “Recycled content” means the percentage of a product composed of recovered material, or post-consumer recovered material, or both.

1.2.4 “Solid waste stream” means discarded material moving from the point of discard to ultimate disposition.

1.2.5 “The Forest Stewardship Council (FSC)” is an independent global nonprofit organization that certifies environmentally responsible forest management worldwide, verifying forest products made from wood from the forest of origin through production and the supply chain.

2.8.3 Brand Name(s) and Model Number(s)

If indicated on the Offer Form pages, Bidder shall identify on each respective Offer Form page, the exact brand(s) and manufacturer name(s) and product model number(s), order number(s) or other identifier(s) of the products and its components the Bidder proposes to furnish.
