About this file

This is a Clarification document (IFB) issued by the City of Austin, Texas, dated June 24, 2026, regarding the 2022 SS4A Rutland/Parkfield Roundabout project (CLMC1160). The document addresses eight clarification questions submitted by bidders concerning discrepancies between the project plans and bid items. Key issues raised include missing bid items for silt fence and tree trunk protection, removal of concrete retaining walls, installation of replacement retaining walls, street excavation and embankment work associated with curb realignment, traffic signal pole removals (quantity discrepancy of 2 versus 4 units), mountable curb height specifications across multiple plan sheets, and temporary pavement markings for crosswalk striping. The project involves converting a signalized intersection at Rutland Drive and Parkfield Drive into a roundabout, with bids due July 9, 2026 at 2:00 PM Austin time. A non-mandatory pre-bid conference is scheduled for July 8, 2026 at 10:00 AM via webinar and teleconference, and bid opening is set for 3:00 PM on July 9, 2026. Contract time requires ninety working days after Notice to Proceed for substantial completion and an additional thirty working days for final completion.

The project includes approximately 342 linear feet of 36-inch jack and bore with twelve 5-inch carrier pipes, 386 linear feet of 12-inch by 5-inch open cut duct bank, 79 linear feet of 2-inch by 5-inch open cut duct bank, two 12-foot by 12-foot manholes, and erosion and sedimentation control with revegetation. A bid guaranty of not less than 5% of the total bid amount and performance and payment bonds equal to 100% of the contract amount are required. Liquidated damages are assessed at $1,330 per calendar day for failure to achieve substantial completion and $770 per calendar day for failure to achieve final completion. The project is subject to the City of Austin's Minority-Owned and Women-Owned Business Enterprise Procurement Program, requiring submission of MBE/WBE or DBE Compliance Plans. All bidders and subcontractors must be registered with the City of Austin prior to contract award and execution. Minimum wage rates apply per Section 00830 of the bid documents, and bidders must acknowledge receipt of Addendum 13 on their bid forms or risk disqualification. All bid documents, addenda, and Q&A responses are available through the City's Vendor Connection website.
