Section B
| RFP Section | Questions | ANSWER |
| B.2 Services and Prices/Costs | 1. Do we combine the general cleaning pricing for both the Main Campus and Human Studies Facility together in CLIN 0001, 1001, 2001, 3001 & 4001? | In accordance with Section F.1 of the RFP, general cleaning pricing shall include the Human Studies Facility, Main Facility, and the National Computer Center. |
| B.2 | There are two CLINS for the Childcare Center, CLIN 0002 and CLIN 0013AA – AD. QUESTION: Should pricing be provided for both? | Yes, pricing should be provided for all CLINS in Section B.3. |
| QUESTION: Are there certain areas of the facility that receive irregular patterns of visiting traffic due to special ceremonies, meetings, etc.? | These areas are identified in Attachment 1 Space Performance Matrix. |
| QUESTION: What is the Contractor’s responsibility for the covered walkways at the A&B/D&E entrances of the buildings? | Section C.8.A. has been revised to indicate that these areas shall be free of snow/ice and any standing water shall be removed with a squeegee. |
| QUESTION: Is the outside dining area a janitorial responsibility? | No. |
| QUESTION: Are Contractors responsible for replacing the refrigerator’s water filters? | No. |
| B | A major factor in staffing CBA and SCA-covered contracts is providing the incumbent workforce first right of refusal. Since this is a follow-on contract a significant number of those incumbents will have longevity in their positions, which, in turn affects cost projections. Without longevity data bidders are essentially guessing at labor rates for a CBA/SCA covered workforce. Only the incumbent will be able to provide accurate rate scales/adequate cost projections. Providing longevity data levels the playing field for all bidders. | |
| a. Will the government give an estimate of the years of tenure for each labor category so that bidders can provide accurate pricing? | No. In accordance with FAR clause 52.222-17 - Nondisplacement of Qualified Workers subparagraph (d), information about the predecessor Contractor's service employees will not be provided until after contract award. | |
| b. If the government declines to provide longevity data, could the government clarify its procedures to ensure adequate price realism across all bidders, without favoring the incumbent? | In accordance with Section L.8.1(c ), the Government will use price analysis and price competition to determine prices received are fair and reasonable. The Government reserves the right to contact an offeror for clarification if any pricing received is determined unbalanced or unrealistically low. The RFP is additionally being amended to require each offeror to confirm in its proposal, compliance to the required CBA that is provided as an attachment to the solicitation. | |
| Request the government provide a current staff listing. | No. In accordance with FAR clause 52.222-41(n) Service Contract Labor Standards, seniority information about the predecessor Contractor's service employees will not be provided until after contract award. | |
| B.2 and C.10.1 | Window cleaning requirements, as specified in the CLINs, beginning on Page 3 of the RFP, do not match the information provided in PWS C.10.I. Please clarify | Text has been added to Section B.3 CLINS to better define first and second optional periods for cleaning, if exercised. |
| F.2 and B.2 | The tentative periods of performance in Section F.2 are 11 months in duration and do not agree with the periods and dates listed with the CLINs. Please clarify. | 6/1/2018 to 5/31/2019 |
| RFP Section B.2 | CLIN 0001AB indicates an “11 month time period” from June XX 2018 – May XX 2019. The time frame equals 12 months, not 11 months. Are Bidders to assume that the “Transition Month” (1 Month) is part of the 12 Month Period OR is the Transition Month in addition to the Base 12 Month Period? | CLIN 0001AB was corrected to state July xx, 2018 - May xx, 2018. |
| RFP Section B | Will the Government provide a price sheet in Excel so that all bidders will be using identical formats? | No. The offeror is responsible for creating their own Excel pricing sheet and must ensure that all CLINs identified in Section B.3 of the RFP are included. |
| RFP Section B | Must the price proposal contain completed Section B price sheets or is the Excel format all that is required? | Yes the Offeror's proposal must contain a completed Section B.3. The offeror is responsible for creating their own Excel pricing sheet and must ensure that all CLINs identified in Section B.3 of the RFP are included. |
| Section B.2 | With CLINs x1010AA and x010AB describing window cleaning as external as also is done with CLINs x1010AC and x010AD , should CLIN descriptions for x1010AA and x010AB be for internal window cleaning? | CLINs 0010AA and 0010AB represent the first optional cleaning. CLINs 0010AC and 0010AD represent the second optional cleaning. |
| The following questions pertain to the whole PWS. | 48 CFR 52.222-17, Nondisplacement of Qualified Workers (May 2014) (E.O. 13495). | |
| Request for relevant information: Nondisplacement of Qualified Workers Under Service Contracts; The regulations require that workers on a federal service contract who would otherwise lose their jobs because of the completion or expiration of a contract be given the right of first refusal for employment with the successor contractor. | ||
| Federal Government’s procurement, interests in economy and efficiency are served when the successor contractor hires the predecessor’s employees. Government studies have shown that a carryover work force reduces disruption to the delivery of services during the period of transition between contractors and provides the Federal Government the benefits of an experienced and trained work force that is familiar with the Federal Government’s policies & procedures, facilities, and contract requirements. | ||
| Since all offerors will see immediate reductions in the cost of hiring new workers due to this regulation all offerors will need to be provided the same information about the current incumbent force. | ||
| 1) Please provide all offerors, the number of incumbent employees on the list the contractor is required to provide the government upon request and the current position these employees are qualified for. | No. In accordance with FAR clause 52.222-17 - Nondisplacement of Qualified Workers subparagraph (d), information about the predecessor Contractor's service employees will not be provided until after contract award. | |
| 2) The employee wages and benefits are the major direct cost passed through as a direct cost to the government. We do not seek personal information such as name, social security number, etc. | ||
| a. Please provide a copy of the current contractor's seniority list to adequately price for accumulation of vacation time in the proposal! | In accordance with FAR clause 52.222-41(n) Service Contract Labor Standards, seniority information about the predecessor Contractor's service employees will not be provided until after contract award. | |
| b. What is the average number of year’s seniority does each of the incumbent’s employees have? | In accordance with FAR clause 52.222-41(n) Service Contract Labor Standards, seniority information about the predecessor Contractor's service employees will not be provided until after contract award. |

It is expected that a high percentage will gladly move to the new company at award. There is a reasonable expectation that all bidders will use the existing SCA staff along with some supplemental personnel to fill any gaps. To obtain commitments from current SCA personnel and properly determine their proficiencies now would unduly disrupt current Government operations. | In accordance with FAR clauses 52.222-17 and 52.222-41(n), this type of information will not be provided until after contract award. |
| Requiring a completed Staffing Plan Table has the potential to unintentionally identify an Offeror as a performance risk, giving the incumbent contractor a significant advantage, in that only the incumbent would have access to incumbent staff and be reasonably capable of completing all positions on the Attachment 14. | Offerors must adhere to the Collective Bargaining Agreement (CBA) provided as Attachment 17 to the RFP. | Attachment 1: Space Performance Matrix | The Space Matrix does not provide sufficient detail to enable offerors to develop their proposals intelligently. Please provide information on the total number of: • Drinking fountains |
• Toilets
• Urinals
• Sinks
• Showers
• Soap dispensers
• Tissue dispensers
• Towel dispensers Approximate totals:
Toilets: 300 Urinals: 89 Sinks (bathrooms): 289 Sinks (galleys): aprx. 17 Showers: 27 Drinking fountains: 64 Soap dispensers: aprx.140 Tissue dispensers: 300 Towel Dispensers: 222
Attachment 1, Space Performance Matrix This attachment references “Special Tasks - Green Floor”. Request the government provide details concerning this type of floor. Was it manufactured for the Lab? Are there special cleaning requirements recommended by the manufacturer? NOT a requirement of this contract. Special Tasks - Green Floor refers to our animal research facility and is not included in any regular cleaning by the contractor. It would be an extremely rare situation in which the Government would ask for a special cleaning in one of these areas. It would be best to consider any 'green floor' cleaning would be performed under a modification to the contract, if the need arised.
| Attachment 1, Space Performance Matrix | Request the government clarify the reported square footage/cleanable space for this contract. The total square footage reported on the Space-Performance Matrix tab totals 3,132, 968, while the Master Spreadsheet Space Category totals 1,655,923. What accounts for the difference in square footage? Additionally, in the PWS Paragraphs C.3 and C.4, it is reported that the EPA campus…incorporates nearly 1.2 mil square foot of office space and research laboratories and the total estimated cleanable square feet … is up to 3,088,909, depending on options exercised. Also noted is the bulk of options are window cleaning. | Attachment 1, the Space-Performance matrix has been verified for accuracy. Please see the amended attachment. All updates have been highlighted. The reason for the large difference in square footage was due to the matrix including roofs and exterior spaces; the master spreadsheet did not. The roofs have been deleted from the matrix, as roofs are not a requirement of this contract and exterior spaces have now been added to the master spreadsheet. |
| a. Can the government create a separate tab in Attachment 1 that solely specifies the “cleanable square footage” and where it is located? | No. The matrix is sortable and can give you this information. |
| b. Are windows included in the total cleanable square footage? | No. | |
| The Master Spreadsheet tab of the Attachment_1_Space-Performance_Matrix. | Rooms described as “Space Only (mechanical)“ are noted as not normally cleaned by the contractor but cleaned on rare occasions at the request of the COR. | These spaces (mechanical) would be cleaned no more than once per year. |
| Question: Will the cost of these service requests be T & M or built into the general cleaning costs. | Cleaning would be included in the general cleaning firm fixed price costs. | |
| The Attachment 1 Space-Performance Matrix | 1. Space-Performance Matrix tab list buildings DECKN, DECKS, GBALEX, GBHOPS, GBN, GBS AND XTERIOR. | |
| o Question 1: What are these buildings? | Parking decks are listed as DeckN and DeckS (see C.10, G in the RFP). The other areas are exterior areas of the facility which are categorized as space only but are specifically referred to in C.8.A of the RFP. | |
| o Question 2: Why are they not listed on the Master Spreadsheet tab? | They are not included in the Master Spreadsheet tab as 'Exterior Spaces'. |
| The Attachment 1 Space-Performance Matrix | 1. We did not really see the labs during site visit. | |
| o Question: On Master Spreadsheet tab, what does the “Note: Green Floors are designated at Cleaning Level 2” mean? | Not within scope of this contract. Special Tasks - Green Floor refers to our animal research facility and is not included in any regular cleaning by the contractor. It would be an extremely rare situation in which the Government would ask for a special cleaning in one of these areas. It would be best to consider any 'green floor' cleaning would be performed under a contract modification, if the need arised. Green floor areas on our campus are maintained at cleaning level 2 based on the APPA definition (see C.7 of RFP), rather than cleaning level 3, which is what a majority of our labs are designated. |
| The Attachment 1 Space-Performance Matrix | 1. The Amendment 1 Attachment 1 Space-Performance Matrix was in the Excel format that allow the contractor to perform calculations to the APPA standards. Amendment 2 has the Attachment 1 Space-Performance Matrix as a PDF and is much harder to read due to lack of headers and weird page breaks. It is also missing the Master Spreadsheet tab. | |
| o Question: Can we receive the Attachment 1 Space-Performance Matrix as an Excel spreadsheet? | Amendment 03 will include an Excel copy of Attachment 1. |
| The Attachment 1 Space-Performance Matrix | 1. Master Spreadsheet states “3. 'Space Only' and 'Research Lab without Hazardous Waste Special Tasks' are designated for locations not normally cleaned by the contractor. These locations will only be cleaned on rare occasions at the request of the COR” but the SCC Frequency sheets indicates a set schedule. | |
| o Question: Which set of instructions are we to follow? | This has been edited slightly in the Master Spreadsheet. The current cleaning level of 'Space only' locations calls out entry door cleaning, vents and lighting being dusted once per year. Other than this work, these areas are not normally cleaned unless requested by the COR. | |
| Attachment 1 | The worksheet labelled Space-Performance Matrix contains parking garages/areas (DECKN and DECKS) that are not included on the Master Spreadsheet. However, these areas are assigned APPA levels of cleanliness. Please clarify the cleaning requirement. | Some updates have been made to the Master Spreadsheet to reflect this gap. For further clarification, the parking decks are listed as 'exterior', rooms located within the parking decks are listed as 'space only', and stairwells in the parking decks are listed as 'stairwells'. |
| Attachment 1 | Areas identified as XTERIOR are not listed on the Master Spreadsheet, although they are assigned APPA levels. Please clarify the cleaning requirements. | See answer above. |
| Attachment 1 | Master Spreadsheet Footnote 3 says that areas labeled Space Only and Research Lab without Hazardous Waste Special Tasks are not to be cleaned except upon request by the COR. Please confirm if this footnote also applies to areas on the Space-Performance Matrix. Will these areas be cleaned on a time and material (T&M) basis and, if so, please identify the CLINs to be used. | These tasks are to be built into the base price of the contract. Any areas designated as Space Only or Research Lab without Hazardous Waste Special Tasks are are to be cleaned only by request of the COR. However, please refer to each SSC sheet. |
Space Only Please refer to the SSC Space Only sheet. The contractor can assume cleanings will be done per cleaning level 4 for Space Only areas.
Research Lab without Hazardous Waste Special Tasks Those labs with a room description of 'Special Tasks - Green Floor' are not currently a requirement under this contract. This has been added into the matrix in order to give a large picture view of our facilities and to highlight these labs are not a current requirement of this contract. Any other areas designated under this standard space category can be assumed to be cleaned at cleaning level 3 but will not be on a normal cleaning schedule.
| General Question | Are the APPA guidelines within the Space Performance Metrix currently being used for the existing custodial program? | No. |
| General Question | Can EPA supply Bidders with floor plans of the buildings? | No. |
| Space Performance Matrix (Original, Excel Version) | The original Space Performance Matrix (Excel version) included a column that was labeled “Base Time in Minutes” (Column H). Please explain what this column represents and if “minutes” are daily, weekly, annually? | Please refer to APPA standard guidelines. |
| Attachment 1 – Space-Performance Matrix | The Space-Performance Matrix totals and the Master Spreadsheet totals do not reach the same total amount of cleanable SF. (i.e. the Space Performance Matrix indicates a total of 3,132,268.46 SF while the Master Spreadsheet indicates 1,655,923.) Will the Government please confirm the correct number of total cleanable SF for the project? | Attachment 1, the Space-Performance matrix has been verified for accuracy. Please see the amended attachment. All updates have been highlighted. The reason for the large difference in square footage was due to the matrix including roofs and exterior spaces; the master spreadsheet did not. The roofs have been deleted from the matrix, as roofs are not a requirement of this contract and exterior spaces have now been added to the master spreadsheet. |
| Attachment 1 – Space-Performance Matrix | Does this requirement indicate an increase or decrease in the cleanable SF requirement from the previous contract? | It has not changed cleanable square footage, only defined it better. |
| Attachment 1 – Space-Performance Matrix | The Space-Performance Matrix worksheet lists areas and buildings not represented on the Master Spreadsheet worksheet. Should those areas/buildings be included on the Master Spreadsheet? | Attachment 1, the Space-Performance matrix has been verified for accuracy. Please see the amended attachment. All updates have been highlighted. The reason for the large difference in square footage was due to the matrix including roofs and exterior spaces; the master spreadsheet did not. The roofs have been deleted from the matrix, as roofs are not a requirement of this contract and exterior spaces have now been added to the master spreadsheet. |
| Attachment 11 – PPQ | PPQ submission is April 20 but the proposal submission is April 24. Please confirm the PPQ submission is April 20. | Attachment 11 has been updated to May 1, 2018 for the due date. |
| Attachment 11, Past Performance Survey Questionnaire | Header states: "General Services Administration (GSA)/Federal Acquisition Services (FAS) Office of Personal Services and Human Capital Categories (PSHC)" Is this the correct information? | Corrected Header states: "General Services Administration (GSA)/Assisted Acquisition Services (AAS)/Office of Professional Services and Human Capital Categories (PSHC)" |
| Attachment 14 | Shall the contractor populate attachment 14 with hours for the base year or for the base plus all option years? | Yes for all years. |
| Attachment 14 | The asterisk item implies that the acronym “FTE” and “one person” are interchangeable. FTE is typically defined as “Full Time Employee” meaning upwards of 1900 hours per year. Please clarify what is required by this question of how many hours are associated with one FTE. | Offerors shall propose how many hours are associated with one FTE within their firm. |
