QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
SURVEILLANCE OBJECTIVES, MEASURES, AND EXPECTATIONS
PERFORMANCE OBJECTIVE
SCOPE OF WORK: The scope of this Task Order addresses testing necessary to develop safe process parameters and operating limits for plastic media blasting (PMB) and laser coatings removal technologies, as well as pertinent documentation and data for USAF technicians and/or engineers to train and implement the coatings removal technologies appropriately. Work under Task Order 002 will cross multiple Program Executive Officers (PEOs) and System Program Offices (SPOs) using an enterprise approach. The Contractor shall:
· Develop and deliver standard procedures for technicians and/or engineers to apply various coatings removal methods situationally for effective and safe removal of coatings systems on various aerospace substrate types
· Consider appropriate governing technical documentation changes as necessary based on testing results
· Accomplish tasks in coordination with Airworthiness Bulletin (AWB) 1015, Airworthiness Process for Deploying New or Substitute Materials, Processes, and Product Forms, as required
· Develop means of showcasing technology efforts
PERFORMANCE MEASURES
Contractor performance will be evaluated using the following measures.
Completeness of Work: Using this measure, the Government will assess the degree to which the Contractor identifies, includes, addresses and/or performs all pertinent aspects of the work or all pertinent elements of delivered items, data, or services. Using this measure, the Government will also assess the degree to which the Contractor performs all stipulated or planned activities and captures the results of those activities in the various documents that are to be delivered.
Effectiveness: Using this measure, the Government will assess the degree to which the Contractor’s resources, methods, best practices, techniques, and/or tools are successful in meeting all goals and objectives established in the PWS. Effectiveness includes the Contractor’s ability to ensure that all team players perform as expected and that all efforts are appropriately coordinated to ensure that the work is performed as planned and prescribed in the PWS.
Format & Clarity: Using this measure, the Government will assess the design, flow, matrix, and/or layout used by the Contractor to present data (whether presented physically, orally, or electronically). This assessment will focus on the degree of clarity and logical organization with which the data is presented and whether or not the format facilitates easy review and use of the material. Using this measure, the Government will assess the degree to which material presented in documents (narrative, tables, diagrams, footnotes, photographs, etc.) are easy to understand by the intended audience.
Quality: Using this measure, the Government will assess the degree to which the work performed and items or documents delivered achieve a standard of excellence or adhere to rules established by a recognized authority as a standard of performance. For example, documents will be assessed to determine the degree to which they are technically sound and free of typographical, grammatical, mathematical, and conceptual errors. Using this measure, the Government will also evaluate the degree to which the required document(s) is suitable for assessing the impacts of all reasonable alternatives and how well the recommended system will meet its intended purpose. Using this measure, the Government will assess the level of professionalism exhibited by the Contractor staff in interactions with Government and other personnel in connection with work being performed under this task order.
Reliability: Using this measure, the Government will assess degree to which the Contractor furnished systems or services are or remain fully functional during the period of times specified in the task order. This assessment will include the degree to which the Contractor is able to produce continuous output or service support, minimizing down-time and service interruptions.
Timeliness: Using this measure, the Government will assess degree to which the Contractor meets or exceeds the delivery schedule.
Viability: Using this measure, the Government will assess the degree with which the Contractor’s recommendations apply to Government’s needs, solve the Government’s problems, are appropriate to the situation, or meet government’s requirements.
PERFORMANCE EXPECTATIONS AND EVALUATION
The COR or other Government representative responsible for evaluating Contractor performance shall provide their evaluation on the PERFORMANCE EVALUATION REPORT.
