1. BACKGROUND: The Air Force Life Cycle Management Center Product Support Engineering Division (AFLCMC/EZP) was established to ensure the USAF tackles product support engineering problems using an enterprise approach crossing multiple platforms and portfolios. AFLCMC/EZP’s primary customer base includes the Program Executive Offices (PEOs), System Program Offices (SPOs) – Chief Engineers, Air Force Sustainment Center (AFSC), Major Commands (MAJCOMs), as well as other center offices and headquarters. The USAF realizes that coordinated efforts progress faster and cost less in total, and that moving in consistent pathways is critical to making the changes required to bend the cost curve and increase readiness.
As the USAF progresses towards a cost-effective and hazard-reducing engineering mindset, opportunities to implement technologies for corrosion prevention and control across the USAF enterprise must be considered and evaluated to improve and aid depot and field maintenance processes, reduce life cycle costs, and increase weapon system readiness. Particularly, focus must be placed on non-hazardous removal of coatings systems from USAF assets, such as removal from off-aircraft components, as the coatings removal process is essential for facilitating repaint operations and achieving effective corrosion-protective coatings systems. AFLCMC/EZP has identified and is in the process of identifying candidate USAF systems, such as the pylons on F-15 and F-16 weapons systems, and use-case scenarios that would benefit from the application of emerging corrosion prevention and control technologies. In order to address the challenges associated with implementing new or modified corrosion prevention and control technologies, standard processes and procedures, tools, and equipment are required. Additionally, compliance with or alteration of governing documents such as performance specifications and technical orders are needed to support emerging corrosion prevention and control technologies.
2. SCOPE OF WORK: The scope of this Task Order addresses testing necessary to develop safe process parameters and operating limits for plastic media blasting (PMB) and laser coatings removal technologies, as well as pertinent documentation and data for USAF technicians and/or engineers to train and implement the coatings removal technologies appropriately. Work under Task Order 002 will cross multiple Program Executive Officers (PEOs) and System Program Offices (SPOs) using an enterprise approach. The Contractor shall:
· Develop and deliver standard procedures for technicians and/or engineers to apply various coatings removal methods situationally for effective and safe removal of coatings systems on various aerospace substrate types
· Consider appropriate governing technical documentation changes as necessary based on testing results
· Accomplish tasks in coordination with Airworthiness Bulletin (AWB) 1015, Airworthiness Process for Deploying New or Substitute Materials, Processes, and Product Forms, as required
· Develop means of showcasing technology efforts
2.1. Objective. The overall objective of this Task Order is to develop and deliver a implementation plan that includes safe process parameters, material testing, process documentation, and specifications required to qualify plastic media blasting (PMB) and laser coatings removal technologies for use on off-aircraft components in accordance with AWB-1015.
3. CONTRACTOR REQUIREMENTS:
Each Task Order requirement shall be funded based on the availability of resources. To execute this Task Order, both technical and program management activities shall be required, and the Contractor must determine the appropriate means of achieving such management. All additional team members shall also be identified and approved by AFLCMC/EZP. In all cases, the Contractor shall perform the appropriate level of effort in accordance with the state of the technical activity (i.e., some deliverables may require in-house support while others will require management of sub-contractors, where sub-contractor contract deliverables align with the Contractor program goals). For this Task Order, the Contractor shall illustrate and document both benefits and limitations associated with PMB and laser technologies. In-process program reviews to discuss progress, upcoming planned activities, and risks shall be required.
Listed below are some of the major technical efforts, or subtasks, to be accomplished. Each subtask (1.1 through 1.2) must be considered a separate undertaking and deliverable if funded. Monthly reporting shall be conducted that includes status on technical performance, cost and schedule aspects as well as a detailed invoice for each subtask.
1.1. Plastic Media Blasting. The Contractor shall propose a detailed plan for testing, qualification, and implementation of PMB coatings removal in accordance with AWB-1015. The Contractor shall provide a detailed proposal which identifies the plan/schedule that uses a spiral approach to test, qualify, and implement PMB. The plan should include prioritization of media types, equipment requirements, substrate types, and coatings systems to focus on in each spiral. The Contractor shall propose either one or multiple PMB process orders that would provide technicians and engineers detailed methodology for implementing coatings removal using PMB for various aerospace off-aircraft components. The Contractor shall include the appropriate steps, forms, diagrams, process parameters, training, and other pieces of data to adequately qualify and implement the PMB process on aerospace off-aircraft components.
1.1.1. Material Qualification. The Contractor shall develop and execute a project plan that includes required phases of testing, qualification, and implementation. The Contractor’s proposal shall provide adequate information on qualification plan approach, including recommended test plan(s), recommended testing, equipment and process controls.
1.2. Lasers. The Contractor shall propose a plan for testing, qualification, and implementation of laser coatings removal in accordance with AWB-1015. The Contractor shall provide a detailed proposal which identifies the plan/schedule that includes the recommended lasers (type, manufacturer, power, scanner, etc) to be used (including recommended equipment/process controls), additional equipment requirements, substrate types to focus on, and coatings systems to focus on in each spiral. The Contractor shall propose either one or multiple laser process orders that would provide technicians and engineers detailed methodology for implementing safe and effective coatings removal using lasers for various aerospace off-aircraft components. The Contractor shall include the appropriate steps, forms, diagrams, process parameters, training, and other pieces of data to adequately qualify and implement the laser coatings removal process on aerospace off-aircraft components.
1.2.1. Material Qualification. The Contractor shall develop and execute a project plan that includes required phases of testing, qualification, and implementation. The Contractor’s proposal shall provide adequate information on qualification plan approach, including recommended test plan(s), recommended testing, recommended laser types/manufacturer/power and required process controls.
The Contractor shall complete all aspects & components laid out within the scope. The Contractor shall accomplish tasks in coordination with AWB-1015, as required. All deliverables shall be unrestricted and submitted electronically in a supportable format to AFLCMC/EZP and in GSA’s ITSS/ASSIST system. Any deviations to the PWS scope shall be approved by the government PM and contracting officer. All information delivered publicly and developed by the Contractor shall first be approved by the Air Force and must be approved prior to public release.

5. MEETING ATTENDANCE/TRAVEL: Travel to commercial vendor sites, test facilities and military installations is expected. The Contractor shall abide by all Air Force safety and conduct policies when conducting travel. The Contractor shall coordinate with AFLCMC to ensure the proper Government documentation is in place, such as CAC cards and/or clearances pending the type of efforts and programs the Contractor is asked to support. Throughout the period of performance, the Contractor shall coordinate all efforts directly with AFLCMC/EZP personnel; this includes any travel requests, equipment purchases, and the level of effort per month that shall be allocated to this support. The Contractor shall report all findings, recommendations, and efforts thru travel reports to EZP personnel, as appropriate. All travel requires a trip report outlining discussions and results from the trip. The Contractor shall participate in regular progress meetings and travel to events deemed necessary to provide support efforts described above. It is anticipated that travel to USAF sites may include, but is not limited to:

· Hill Air Force Base, Utah
· Robins Air Force Base, Georgia
· Tinker Air Force Base, Oklahoma
· Patrick Air Force Base, Florida
· Travis Air Force Base, California
· Hickam Air Force Base, Hawaii
· Kadena Air Base, Japan
5.1. Kick-Off Meeting. Within 15 days of award, the Contractor shall coordinate an Overall Task Order kickoff meeting, at which time all parties involved in the Task Order execution shall be represented and roles/responsibilities clearly outlined. During the kickoff meeting, the Contractor shall be prepared to discuss the Task Order at the parent level as well as details for each technical activity. In addition, individual technical activity area kick-off meetings shall occur for every funded area. The intent of the technical activity area kick-off meeting is to review the sub-task schedule, objectives of each technical activity area, and review roles and responsibilities of the players.
5.2. Meetings. The Contractor shall plan to participate in monthly and quarterly progress meetings, detailing the progress, issues, needs, and/or unforeseen items that occur. The Contractor shall be responsible for coordinating and scheduling all meetings; however, the government PM shall maintain approval authority for date, time, and location of all meetings. The Contractor shall prepare appropriate status documentation in advance of any meeting for government PM approval. The government PM has authority to attend or not attend any scheduled meetings. The Contractor shall capture and track all action items, decisions, and minutes from all meetings and telecoms. A detailed review of each technical activity area shall be required.
6. GOVERNMENT FURNISHED EQUIPMENT: No government furnished equipment will be provided. The proposal shall include a preliminary list of equipment required by the Offeror to complete the effort under this task. The preliminary list should include any equipment, software, tools, and/or testing apparatus over $25,000. A rationale is required. All property acquired under this task order must be tracked and accounted for by the contractor. Upon the end of performance all property will be transferred over to the Government.
7. PLACE OF PERFORMANCE: The Contractor shall provide a location or locations to operate PMB and laser capabilities within 20 miles of Robins Air Force Base, Georgia. All work will be accomplished at the designated locations. Future PMB and laser capabilities may be established at other locations/bases.

9. PERIOD OF PERFORMANCE: 12 Months.
10. SPECIAL INSTRUCTIONS: All terms listed in the base IDIQ PWS are applicable.
