Statement of Objectives (SOO) For the System Engineering/Architecture/Business Management Technical Services and Consulting
May 04, 2015
1 INTRODUCTION
NESDIS manages NOAA’s operational geo-stationary and polar-orbiting environmental satellite programs. Their objective is to provide the spacecraft, launch services, and ground systems necessary to maintain the uninterrupted flow of remotely-sensed environmental data required to protect life, property, the environment, and to promote economic well-being. They are responsible for defining user requirements and the development of conceptual/detailed engineering design of future satellite systems to meet those requirements.
The NESDIS Office of the Chief Information Officer-Satellites (OCIO-S) leads information management for NESDIS. The NESDIS OCIO-S guides and oversees activities in IT security, information systems operations, and information systems development and modernization. Included in the NESDIS OCIO-S portfolio are satellite ground systems critical to the operations, product generation, and information archiving functions of satellite based systems.
The NESDIS OCIO-S is looking to obtain System Engineering and Solution Architecture services in such areas as Continuity of Operation Program (COOP) and Radio Frequency to provide expertise to NESDIS ground (for example JPSS and GOESR) and as well as other mission system programs.
2 TASK OBJECTIVE STATEMENT
The Contractor shall provide the OCIO-S and CFO/CAO with Enterprise System Engineering Management expertise. Responsibilities to include identification, analyzing, and resolution of issues, as well as preparation of plans, briefings, and documents in the areas of strategic planning, design and requirement analysis, systems engineering processes and procedures, budgetary planning, execution, and reporting, and other ad hoc assignments. These responsibilities include such as support for the following satellite programs and as directed by COR/ACOR:
(a) Polar
(b) Geostationary

· determine how well do the existing systems and services support NESDIS mission
· determine systems and services that should be considered end of life and / or consolidation and / or share services
· define alternatives for integrated system engineering/architecture service based solution
· analyze, identify, and recommend alternatives for consideration
· analyze and determine if the selected target systems, its components, and services are reusable or expandable
· determine how should the target system or solution architecture be designed to meet the target performance system / architecture
· determine if the conceptual system / solution architecture support the target performance, business, and data architectures
· determine and identify if there are existing external services that can be leveraged in the target architecture
· verify external and internal architecture to determine if adequate safe guards and measures are in place to ensure acceptable risk
· develop guidance and recommendations for transitioning from the current (as-is) state to the target state (to-be)
· determine if all dependencies, constraints, risks, and issues associated with the transition been addressed
· Continuity of Operation Program (COOP) Support
· The contractor shall provide such support as, but not limited to, (1) developing pertinent documents (standard operating procedures, etc.) required to effectively execute contingency operations including communications, logistics and other related NESDIS primary mission essential areas; (2) analyzing contingency/ continuity plans for current operational and future satellite ground and administrative support systems; (3) and assisting with exercising/evaluating activities associated with approved operational contingency/continuity plans.

(2) evaluating current and emerging RF systems and technologies for use with current and future GEO, MEO and LEO satellite missions (including NOAA partner and cooperative missions);
(3) developing link analyses, interference analyses and anomaly resolution studies as required;
(4) creating, collecting and generating data and reports of findings as required;
5) assisting NOAA/NESDIS staff with preparation for and participation in technical meetings and discussions with partners, cooperative organizations and agencies; e.g., NASA, DOD, EUMETSAT, JAXA, KSAT and CNES; and
(6) providing recommendations for performance specifications/work statements, test procedures/plans and the review of such to sustain, upgrade, and enhance the existing NOAA/NESDIS antenna systems infrastructure.
