Service Code Service Description Business Rule 520(1) Oversized Freight For oversized freight, as described in paragraphs 1.2.4.1‐1.2.4.5. 1.1.4. of the PWS, the contractor will be entitiled to a flat surcharge of 520(1) for each oversized piece stated in whole percent only. The contractor will receive advanced arrangements from the consignor to transport the following oversized shipments:
a. Piece(s) that exceed 125 (10 feet, 5 inches) inches in length and/or prevent other freight from being loaded on the same pallet(s) because of special tie‐down requirements.
b. Piece(s) that exceed 88 inches (7 feet, 4 inches) in width but are less than 125 inches (10 feet, 5 inches) in width and/or prevent other freight from being loaded on the same pallet(s) because of special tie‐down requirements.
c. Piece(s) that exceed 59 inches (4 feet, 11 inches) in height.
d. Pieces that exceed 300 inches (25 feet) in length and girth combined shall be defined as an oversized shipment.
e. If transportation for such shipments shall be provided on pallets (width 88 inches, length 125 inches), the contractor will not assess a rental charge for the use of the pallets.
675(1) 675 Signature and Tally Record Shipments on which 675 is provided at consignor's request shall be subject to a charge of 675(1) $_______ per shipment. In Section F(1) of the DOD Standard Tender of Freight Services, TSP will enter 675(1). DD Form 1907 (675 Service) is required for CIS, DDP, and PSS and may be used for other shipments, such as pilferable items or high‐value shipments.
Distribution:
(1) The shipper will print two copies, retain one copy, and give one to the origin TSP.
(2) The DD Form 1907, with original signatures, will remain with the cargo.
(3) The destination TSP will maintain one copy (reflecting all original signatures). A reproduced completed copy of DD Form 1907 will be provided to the consignee.
(4) The consignee will ensure the destination TSP surrenders a reproduced copy of the completed form with all signatures.
(a) Each person responsible for handling the shipment will sign a Signature and Tally Record (DD Form 1907) at specified stages of its transit from origin to destination.
(b) Driver(s) must sign DD Form 1907 upon assuming initial responsibility for the shipment. When 675 is part of a protective service requiring more than one driver (e.g., PSS, DDP, and CIS), both drivers are required to sign when they assume initial responsibility for the shipment. Each person responsible for signing the DD 1907 must insure the seal number and the truck, trailer, or container number is correct. When a tractor and/or trailer replaces the original unit, the driver will annotate the new power unit tractor and/or trailer number below the driver (s) signature/s.
c. Upon receipt of TPS material, TOs will compare the DD Form 1907,or TSP‐furnished signature and tally record with routing furnished in the REPSHIP and report any discrepancy noted according to provisions of Chapter 210.
d. After receipt of shipment and completion of the DD Form 1907, or a TSP form, the TO will furnish the delivery TSP with the original form for their records. Payment for the completed security service will be included in TPPS. If the TO has reason to believe that the security service was not performed, the TO will notify the TSP in writing and advise the shipper to remove payment for the service. The TO will implement transportation discrepancy reporting procedures IAW Chapter 210.
e. In approved TSP terminals, DoD secure holding areas, or while in transit, the original driver(s) is responsible for the custody and contents of AA&E shipments from origin to destination, unless properly transferred to new driver(s) or terminal personnel who must sign the DD Form 1907.
f. Facility guards at secure holding areas are not required to take custody of the shipment or sign the DD Form 1907. Facility guards will only be responsible for verifying the condition of the conveyance seals and maintaining proper surveillance of shipment. Custody remains with the last driver who signed the DD Form 1907 or until the ultimate consignee accepts the shipment for receipt.

Domestic Accessorial Definitions
CIS(1) Constant Surveillance and Custody Service (CIS)
DEL(1) and DEL(2) Overnight delivery service before 12:00p.m.
When the consignor requests Overnight (D1) service before 12:00 p.m. delivery, the TSP is entitled to a charge of DEL (1)$______ per hundred pounds (CWT) subject to a minimum charge of DEL (2) $_______
Air shipments on which DoD CIS is provided at consignor's request shall be subject to a charge of CIS(1) $_______ per shipment.
1. At the request of the government, Constant Surveillance and Custody Service will be provided by a carrier provided Defense Information Security System (DISS) registered individual(s) from shipment pickup to delivery. Shippers will approve CIS charges prior to shipment award/BOL consignment. Cost is calculated on a per shipment basis. Carriers may not accept domestic CIS shipments unless the carrier has an active facilities clearance (FCL) for the GHS contract and will contact the shipper and refuse the shipment if a domestic CIS shipment is offered/awarded to it.
2. When CIS service is ordered, it must move in accordance with the Defense Transportation Regulation (DTR), Part II, Chapter 205. Specific information for air shipments can be found in Paragraphs A., B., C., D., O., P., Q., T., Y., and Tables 205‐2, 205‐6, and 205‐8. In certain circumstances additional references in the chapter may be applicable. The DTR is available at https://www.ustranscom.mil/dtr/part‐ii/dtr_part_ii_205.pdf.
3. When motor transport service or intermodal movements is also provided in connection with air shipments, CIS procedures shall apply for the motor segment of the move. Commercial drivers employed to handle shipments moving under CIS transportation protective service are required to carry adequate identification that verifies their affiliation with the transportation service providers (TSPs) named on the bill of ladings (BOLs). From the documents provided, shippers shall be able to verify each driver’s affiliation with the origin TSPs named on the BOLs. Drivers shall also carry a valid commercial driver’s license, medical qualification card, and employee record card or similar documents—one of which contains the driver’s photograph. The shipper shall request an extra driver (EXD) for shipments exceeding 150 miles.
4. For air shipments, TSPs providing CIS shall:
a. DD Form 1907 (675 Service) is required in conjunction with CIS shipments. TSPs must maintain a DD Form 1907 or an electronically furnished Signature/Tracing Service. TSPs offering electronic signature/tracing of shipments, or the DD Form 1907 shall meet 675 requirements without the need to provide paper Signature and Tally Records. However, the consignee may request a paper‐copy record of the tracing history that shall be made available by the TSP within 24 hours of the request.
b. For parked aircraft with TPS material on board, ensure the aircraft is parked within the confines of a commercial airport that has access control under Federal Aviation Administration rules and guidelines or on a military installation or DoD contractor location. If the aircraft is parked anywhere else, or if the classified/sensitive cargo is removed from the aircraft or awaiting loading or unloading, the shipment shall be under required degree of observation by employees of the TSP transporting it as required by the terminal standards for protective security service (PSS) or CIS shipments. As an alternative to observation, the shipment may be placed in a secure holding area in accordance with the DTR, Part II, Paragraph T and/or Paragraph Q.
c. Observation of CIS and dual‐driver protective service (DDP) shipments are required during loading and unloading operations and at any intermediate stops along the flight route. Observation is not required during the period it is stored in an aircraft in connection with the flight.
5. Closed Area Storage (Security Cages) Requirements GENERAL: Closed area storage shall be constructed in accordance with the requirements set forth in 32 CFR Part 117 – National Industrial Security Program Operating Manual (NISPOM).
6. If transporting CIS cargo on a U.S. flag carrier, only one (1) U.S. citizen/qualified representative is required to provide the CIS service. If transporting CIS cargo on a foreign flag carrier internationally, then two (2) U.S. citizens/ qualified representatives must accompany the CIS cargo.
ECR(1) Ecorts/Couriers (ECR) Couriers may accompany shipments aboard aircraft at the request of the Government. Each escort and/or courier shall be subject to a charge of ECR
(1) $_______ per person. Not to be used for CIS shipments.
EVC (1) Excess Valuation (EVC) Should the consignor desire to declare and establish cargo liability for an amount greater than $1.00 per pound per piece or $100 per piece, whichever is greater, but not to exceed actual value of articles lost or damaged plus the amount of applicable transportation charges, the TSP agrees to provide this increased liability coverage for EVC(1) $______ for each $100 or fraction thereof.
HAZ(1) Hazardous The hazardous material shall be processed by the TSP for a charge of HAZ (1) $________ per shipment HOL(1), HOL(2) Holiday Pickup/Delivery HOL(1) $______ per hour or fraction per driver on Sundays and holidays, subject to a minimum charge of HOL(2) $______ per driver.
PUD(1) Pickup/Delivery Before/After Normal
Operating Hours PUD(1) $______ per hour or fraction per driver before or after installation’s normal operating hours as indicated in TFG.
LDS Life and Death Emergency On‐board Courier Service
Upon request by the shipper, a TSP will provide Life and Death Emergency On‐board Courier Service (LDS) to prevent any delays in movement of critical life‐saving shipment(s). Conditions:
a. The TSP shall ensure LDS shipments have a courier ready to fly out with the shipment on the next available flight out.
b. Hand‐carry material will be carried by the TSP provided courier throughout transport to prevent frustration and to expedite pick‐up, transitions, and delivery. Non‐hand carry material will be constantly escorted by the TSP provided courier throughout transport to prevent frustration and to expedite pick‐up, transitions, and delivery.
c. The TSP shall provide copy of digital receipt of cargo within two hours after acceptance by the consignee.
d. This service applies to both domestic (50 States plus District of Columbia) and international air shipments.
Charges. When Life and Death Emergency On‐board Courier Service is provided, charge shall be as follows:
a. LDS (1) $_______ per shipment. (Rate/Value Qualifier: PS)
RIE Re‐icing required for wet ice If and when an air shipment requires re‐icing, the TSP will re‐ice cargo as required; RIE for re‐icing required for wet ice. The shipper will annotate the bill of lading with re‐icing instructions for the shipment(s). If no instructions are provided on the bill of lading, the carrier will call the transportation officer identified on the bill of lading for further re‐icing guidance. In the event of a shipment delay, the carrier will contact the shipper to discuss re‐icing measures to prevent spoilage.
RIE (1) $ _____ per pound of wet ice applied, per occurrence. (Rate/Value Qualifier: ER) (Rate/Value Qualifier: PS) Not to be used with Z11‐14.
RID RID Re‐icing required for dry ice If and when an air shipment requires re‐icing, the TSP will re‐ice cargo as required; RID for re‐icing required for dry ice. The shipper will annotate the bill of lading with re‐icing instructions for the shipment(s). If no instructions are provided on the bill of lading, the carrier will call the transportation officer identified on the bill of lading for further re‐icing guidance. In the event of a shipment delay, the carrier will contact the shipper to discuss re‐ icing measures to prevent spoilage.
RID (1) $ _____ per pound of dry ice applied, per occurrence. (Rate/Value Qualifier: ER) (Rate/Value Qualifier: PS). Not to be used with Z11‐14.
SAT (1), SAT (2) Saturday Pickup/Delievery SAT(1) $______ per hour or fraction per driver on Saturdays, subject to a minimum charge of SAT(2) $______ per driver.
RCC(1) Reconsignmment or Diversion (RCC) TSP will charge RCC(1) $______ per shipment when changed from original consignee/ destination. TSP will also be entitled to the applicable published accessorial and line‐haul rates from origin to new destination via the interception point. Assessment of line haul minimum charges shall be based on actual total miles traveled from origin via intercept point to new destination.
RCC(2) RCC2 When a shipper or consignee refuses, rejects, or requests a shipment be returned to origin, return movement shall be subject to rate of original inbound movement or to the rate applicable for return movements, whichever is less. TSP will obtain a BL from the party requesting return. Charge for returned freight shall be applicable to return/refusal/rejected shipment rate of RCC(2)$_________. Returning a shipment to the point of origin will not be interpreted as a continuous movement.
RCL(1), RCL(2), RCL
(3)
Redelivery (RCL) The redelivery charge shall be RCL(1) $_______ per hundred pounds, subject to a minimum charge of RCL(2) $_______ per shipment, and a maximum charge of RCL(3) $_______ per shipment.
RCL (4) RCL (4) The Transportation Service Provider (TSP) may establish a flat charge of RCL(4) $_______ per shipment.
** If RCL(4) is used, RCL 1, 2 and 3 cannot be used **
Z11 Cold Chain/Refrigeration Service Upon request by the shipper, a TSP will provide Cold Chain/Refrigeration Service for temperatures maintained at 32° Fahrenheit and below to protect shipment(s) from damage due to heat. Conditions and charges for this service will apply for all conveyances used by the TSP during heavyweight air (less‐than‐planeload) door‐to‐door service.
Conditions:
a. The TSP shall ensure Cold Chain/Refrigeration Service shipments are maintained within requested temperature parameters from Z11. The shipper will annotate the bill of lading with optimum temperature for the shipment(s).
b. All Cold Chain/Refrigeration Service shipments need to be constantly maintained in a controlled temperature environment, at the carrier hub while waiting for loading on an airplane or waiting for loading onto a truck for customer delivery. The conveyance shall be at the desired temperature prior to loading shipment(s).
c. The TSP shall not place any Cold Chain/Refrigeration Service shipments in direct sunlight.
d. Mobile temperature recorders shall be placed to ensure Cold Chain/Refrigeration Service requirements are met. The TSP shall use a temperature recording device to provide continuous monitoring and recording of a shipment’s temperature. Each piece shall include an active temperature monitoring device. The TSP may propose an alternate method of temperature monitoring and recording procedures. Any alternative method proposed must be able to provide each shipment with continuous temperature monitoring and recording. The TSP will be responsible to adhere to this procedure unless the contracting officer approves alternate procedures. The US Government is not responsible for any temperature recording/monitoring devices. Within 24 hours after delivery, the contractor is responsible to notify the U.S. government if a shipment exceeded the specific temperature parameters while in transit. The TSP is responsible to maintain the temperature recorded data for each shipment for a period of 120 calendar days.
e. This service applies to both domestic (50 States plus District of Columbia) and international air shipments.
3. Service failures:
a. Shipment is delivered outside acceptable temperature ranges,
b. Shipment delivered with significant visible damage with no justifiable documentation on product condition upon receipt, or
c. Shipments in which temperature recorder data indicates unacceptable temperature variance.
Z11 (1) $_______ per pound, per shipment. (Rate/Value Qualifier: LB) (Rate/Value Qualifier: PS). Not to be used with RIE or RID.
Z12 Cold Chain/Refrigeration Service Upon request by the shipper, a TSP will provide Cold Chain/Refrigeration Service for temperatures maintained at or above 33° Fahrenheit and at or below 49° Fahrenheit to protect shipment(s) from damage due to heat. Conditions and charges for this service will apply for all conveyances used by the TSP during heavyweight air (less‐than‐planeload) door‐to‐door service.
Conditions:
a. The TSP shall ensure Cold Chain/Refrigeration Service shipments are maintained within requested temperature parameters from Z12. The shipper will annotate the bill of lading with optimum temperature for the shipment(s).
b. All Cold Chain/Refrigeration Service shipments need to be constantly maintained in a controlled temperature environment, at the carrier hub while waiting for loading on an airplane or waiting for loading onto a truck for customer delivery. The conveyance shall be at the desired temperature prior to loading shipment(s).
c. The TSP shall not place any Cold Chain/Refrigeration Service shipments in direct sunlight.
d. Mobile temperature recorders shall be placed to ensure Cold Chain/Refrigeration Service requirements are met. The TSP shall use a temperature recording device to provide continuous monitoring and recording of a shipment’s temperature. Each piece shall include an active temperature monitoring device. The TSP may propose an alternate method of temperature monitoring and recording procedures. Conditions:
a. The TSP shall ensure Cold Chain/Refrigeration Service shipments are maintained within requested temperature parameters from Z13. The shipper will annotate the bill of lading with optimum temperature for the shipment(s).
b. All Cold Chain/Refrigeration Service shipments need to be constantly maintained in a controlled temperature environment, at the carrier hub while waiting for loading on an airplane or waiting for loading onto a truck for customer delivery. The conveyance shall be at the desired temperature prior to loading shipment(s).
c. The TSP shall not place any Cold Chain/Refrigeration Service shipments in direct sunlight.
d. Mobile temperature recorders shall be placed to ensure Cold Chain/Refrigeration Service requirements are met. Z14 Cold Chain/Refrigeration Service Upon request by the shipper, a TSP will provide Cold Chain/Refrigeration Service for temperatures maintained at or above 68° Fahrenheit and at or below 86° Fahrenheit to protect shipment(s) from damage due to heat. Conditions and charges for this service will apply for all conveyances used by the TSP during heavyweight air (less‐than‐planeload) door‐to‐door service.
Conditions:
a. The TSP shall ensure Cold Chain/Refrigeration Service shipments are maintained within requested temperature parameters from Z14. The shipper will annotate the bill of lading with optimum temperature for the shipment(s).
b. All Cold Chain/Refrigeration Service shipments need to be constantly maintained in a controlled temperature environment, at the carrier hub while waiting for loading on an airplane or waiting for loading onto a truck for customer delivery. The conveyance shall be at the desired temperature prior to loading shipment(s).
c. The TSP shall not place any Cold Chain/Refrigeration Service shipments in direct sunlight.
d. Mobile temperature recorders shall be placed to ensure Cold Chain/Refrigeration Service requirements are met. The TSP shall use a temperature recording device to provide continuous monitoring and recording of a shipment’s temperature. Each piece shall include an active temperature monitoring device. The TSP may propose an alternate method of temperature monitoring and recording procedures. RWD Re‐weigh and/or Re‐measure DomesticCharge assessed by carrier when weights and/or dimensions on bill of lading are inaccurate and require carrier to re‐weigh and/or re‐measure for successful movement of shipment. Cost calculated on a per shipment basis.
ADD Attempted Delivery Domestic Charge assessed by carrier when delivery cannot be accomplished on the date of the first delivery attempt. Cost calculated on a per shipment basis.
