APPENDIX 1.10

GLOBAL HEAVYWEIGHT SERVICES

Defense Logistics Agency (DLA) Defense Commissary Agency (DeCA) TASK ORDER

REQUIREMENTS

1.0. DeCA/DLA Troop Support, Movement of Medical and Perishables Cargo

1.1. Appendix 1.9 is only applicable to carriers who have been awarded Task Orders by DLA Troop Support Medical (TSM), DLA Troop Support Perishables, and/or DeCA Perishables.

1.2. For DLA Troop Support Medical, the contractor shall provide:

1.2.1. For the US to Germany lane:

1.2.1.1. Daily Pre-Alerts shall consist of:

a. What has been delivered to Frankfurt

i. Number of pallets

b. What will be delivered to USAMMCE in the next 24 and 48 hours

i. Number of trucks

ii. Number of pallets with associate master airway bill and shipment tracking numbers

iii. Estimated delivery time(s)

1.2.2. Online Tracking Tool: DLA TSM customer enters vendor provided tracking number and can generate:

a. Last know location

b. Estimated or actual delivery date

c. Proof of Delivery (who signed for materiel at USAMMCE on completed delivery)

1.2.3. Signed proof of deliveries (available upon request).

1.2.4. The contractor shall submit the DLA TSM SITREP every Tuesday and Thursday NLT 4PM EST with updated shipment tracking. The contractor must provide the levels of Airway bills so the government can determine if the shipment is a split shipment.

1.2.5. After Duty Hours Pickup. If DLA Troop Support Medical requests cargo pick up after normal duty hours (1700 hours) or if packaging, and/or documentation errors delay pickup beyond normal duty hours, the day of pickup will not count against the carrier. Additionally, if during the re-weighing/re-measuring process, the carrier identifies discrepancies causing shipper paperwork changes that initial day of movement will not be held against the carrier. The contractor is not required to pickup cargo without proper and complete paperwork (i.e. Bill of Lading).

1.3. For perishables only, the contractor shall be responsible for the receipt and acceptance of dry, chilled, and frozen subsistence items from the DLA Prime Vendor and DeCA Product Supplier and provide subsequent door-to-door transportation services. Services provided include door-to-door transportation, the preparation of subsistence for air transport (over-packing), transportation from the contractor’s over-pack facility to the destination consignee, conducting export documentation requirements, obtaining customs and agricultural clearance (sample pallets may be required to clear customs at certain destinations e.g. Japan, Korea and Philippines), compliance with inspection requirements, compliance with Status of Forces Agreements (SOFA), sorting, fumigation (if required), and destruction (if required).

09 March 2022 Contractor’s facility must adhere to acceptable sanitation, pest management and Occupational Safety and Health Administration (OHSA) food safety practices. The contractor’s over-packing facility shall be located within 20-mile radius of SFO (San Francisco), LAX (Los Angeles), and SEA (Seattle) for DLA Shipments; and within a 20-mile radius of SFO (San Francisco), and LAX (Los Angeles) for DeCA shipments.

1.3.1. Receiving of Supplier Product at Over-Pack Facility. The contractor maintains liability for the quality of the product from inspection and acceptance from the prime vendor until inspection and acceptance at the final destination.

1.3.2. Documentation for Over-Pack Invoicing. Accessorials associated with over-packing will be invoiced as an e-Bill linked to the invoice for the bill of lading (reference Accessorial table below). When billing for over-packing accessorials, carriers will be expected to weigh the cargo upon receipt from the Product Supplier /Prime Vendor to obtain the original/net scale weight.

This scale weight will be denoted on the original DD250 and signed, OR printed on a receipt and signed. The over-pack rate (per lb.) will ONLY apply to the scale weight of the product as it is received. Over-packing accessorials will not appear on the bill of lading and cannot be added or rolled up with the transportation charges.

The contractor shall be responsible for sorting, consolidating, and palletizing product received to prevent damage, preserve shipment integrity, and adhere to agricultural clearance requirements. Over-packing includes all necessary processes needed to make shipment ready for air transport.

Dry cargo products may require packaging to protect contents from spoilage so the carrier must coordinate with the shipper and over-pack contractor on the level/type of packaging required and what cold chain accessorial (Z11-Z14) will be cited on the bill of lading, if applicable. Over-packing may require corner boards, plastic wrap, gel packs, ice packs, and/or insulation to further maintain contents at the temperature outlined on the bill of lading, if applicable.

DRY (1) $_______ per pound of product (NOT final air worthy shipment weight), per shipment.

(Rate/Value Qualifier:

LB) (Rate/Value Qualifier: PS).

This accessorial will be invoiced as an eBill that is linked to the invoice for the bill of lading. This accessorial will not appear on the bill of lading and cannot be added or rolled up with the transportation charges.

CHL Chill and Produce Over-packing

The contractor shall be responsible for sorting, consolidating, and palletizing product received to prevent damage, preserve shipment integrity, and adhere to agricultural clearance requirements. Over-packing includes all necessary processes

FRZ Frozen Goods Over-packing

The contractor shall be responsible for sorting, consolidating, and palletizing product received to prevent damage, preserve shipment integrity, and adhere to agricultural clearance requirements. Over-packing includes all necessary processes needed to make shipment ready for air transport.

Frozen products require packaging to protect contents from spoilage so the carrier must coordinate with the shipper and over-pack contractor on the level/type of packaging required and what cold chain accessorial (Z11-Z14) will be cited on the bill of lading. Over-packing will require some form of ice packs, dry ice, and/or insulation to further maintain contents at the temperature outlined on the bill of lading.

FRZ (1) $_______ per pound of product (NOT final air worthy shipment weight), per shipment.

BGS Bagged Salad Over-packing

The contractor shall be responsible for sorting, consolidating, and palletizing product received to prevent damage, preserve shipment integrity, and adhere to agricultural clearance requirements. Over-packing includes all necessary processes needed to make shipment ready for air transport.

Bagged salad products require packaging to protect contents from spoilage so the carrier must coordinate with the shipper and over-pack contractor on the level/type of packaging required and what cold chain accessorial (Z11-Z14) will be cited on the bill of lading. Over-packing will require

This type of over-packing is similar to Chill, due to the weight characteristics of bagged salad, a separate accessorial was created.

EXP Expedited Service

EXP is an accessorial service shipper can request to have the selected TSP guarantee delivery before the country-to-country RDD established under the task order.

When the required delivery date (RDD) is less than country-to-country RDD established under the task order, EXP is required to be annotated on BL. The shipper will annotate the remarks section of the bill of lading with, “Expedited service is required for this shipment as the RDD on this bill of lading is less than the RDD established under the task order.” TSP must ensure BL is annotated with EXP request for charges to apply.

If the RDD is less than country-to-country RDD established under the task order and the requirement for EXP has not been annotated in the remarks section of the BL, the TSP is relieved from meeting the RDD and shall deliver the shipment IAW the RDD established under the task order.

This accessorial can be used with any other accessorial identified on the task order.

A charge for expedited service shall be EXP(1) $_____ per pound per shipment, subject to a minimum charge of EXP(2) $_____ per shipment.

The request for this accessorial will appear in the remarks section of the bill of lading. If the RDD is less than country-to-country RDD established under the task order and the requirement for EXP has not been annotated in the remarks section of the BL, the TSP cannot charge the shipper for expedited service.
