(b) Basis for Award. The Government intends to evaluate offers and award a contract to one responsible offeror as a result of the solicitation. This acquisition will be conducted as a Best Value, Performance-Price Trade-Off (PPTO) source selection IAW FAR Parts 12, 15.101-1, DoD source selection procedures, and the trade-off process identified below. To receive the award, offerors must (1) be deemed responsible IAW FAR Part 9, (2) conform to all required terms and conditions, (3) represent a best value to the Government, price and other factors considered.
(c) Competing offerors’ past performance history will be evaluated on a basis approximately equal to cost or price considerations. The offeror’s proposed technical plan will be evaluated on an Acceptable/Reasonably Susceptible of
Being Made Acceptable/Unacceptable basis.
(d) The following criteria will be used to evaluate the factors identified above:
(1) Part I – Business Proposal. Each offeror’s Business Proposal will be evaluated to determine if it complies with all terms and conditions of the solicitation. Business proposals shall be submitted in accordance with the instructions to offerors and will be evaluated as Acceptable Reasonably Susceptible of Being Made Acceptable, or
Unacceptable. These ratings are defined as:
Acceptable Proposal meets the Government’s minimum requirements.
Reasonably
Susceptible of Being Made
Acceptable
Proposal has minor errors or weaknesses which can be easily corrected through communications or clarifications.
Unacceptable Proposal fails to meet the Government’s minimum requirements.
(2) Part II - Technical. Each offeror’s written Technical Proposal will be evaluated on an Acceptable, Reasonably Susceptible of Being Made Acceptable, or Unacceptable basis at the subfactor level as defined in paragraph (1) above. Offeror’s proposals must receive an Acceptable rating for all of the following technical subfactors in order to be eligible for award:
(i) Technical Subfactor 1 – Technical Approach. To be rated Acceptable, the offeror must submit an approach which describes how it will satisfy the tasks of the PWS, and:
(A) The offeror’s approach to obtain the most cost effective rates for each shipment msut demonstrate it should achieve the maximum weight category possible and optimal consolidation at the Nodes and Hubs, based on destination.
(B) The offeror mustdescribe how it will assemble and provide Secure File Transfer Protocol (SFTP)
Flat Files that can be pushed and pulled by a Government IT system (electronic Retrograde Management System
(eRMS) and Global Freight Management (GFM)) via the offeror’s web portal and feed systems. The offeror must also demonstrate it has the IT ability and compatibility to communicate with Government IT systems in order to successfully:
(I) Receive shipping information from and create/return a Pickup Request Orders/Airway Bills
(PRO/AWB)
(II) Void/cancel a shipment
(III) Reprint PRO/AWB
(IV) Track/trace and maintain real time In Transit Visibility (ITV)
(C) The offeror must demonstrate it has the ability to successfully schedule trucks from shipment notification to pickup with PRO number in hand. The offeror demonstrated ithas the capability to provide the correct equipment types (i.e. oversized capabilities, flat beds, lowboys) when needed. The offeror must provide a sound approach to avoid delays at origin pickups and deliveries on Government installations.
(D) The offeror must provide a sound approach to capturing a one for one material receipt once material is received at a Hub or Node location in accordance with PWS paragraph 1.3.2.4.1.
(E) The offeror must submit a realistic plan for accomplishing Quality Control in accordance with
PWS paragraph 1.3.1.2. The Quality Control Plan must provide a sound approach to ensure Proofs of
Shipment/Proofs of Delivery (POS/POD) are posted within the allotted timeframes stated at PWS paragraph
1.3.2.8.1.1, and it ensures the name of receiver, date, and time on the POD are provided for each shipment.
(ii) Technical Subfactor 2 – Staffing. To be rated Acceptable, the offeror must submit a sound staffing approach and staffing matrix which demonstrates adequate personnel resources to perform the PWS tasks, and indicates the offeror has the ability to effectively recruit, train, and retain adequate personnel resources to sustain acceptable performance.
(iii) Technical Subfactor 3 –Cybersecurity. For any offeror-identified NIST standards that will not be implemented, the offeror has explained how the required security control identified in Appendix L of the PWS is not applicable to this requirement, or how an alternative control or protective measure is used to achieve equivalent protections. The offeror's explanation provides assurance that implementation of their information systems security without a specific control (or controls), or use of an equivalent control should be effective in protecting DoD information from unauthorized disclosure.
(3) Part III - Past Performance. Using the Past Performance questionnaires submitted by the offerors’ POCs, other information independently obtained from Government or commercial sources, and relevancy ratings on recent efforts, the Government will assign an overall confidence assessment for each offeror. The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to perform the effort described in this RFP, based on the offeror’s demonstrated present and past performance.
The evaluation team will first determine the recency each past performance effort submitted. To be considered a recent effort, the effort must be currently on-going, or have been completed within 3 years of proposal submission.
After referenced efforts have been determined recent, the evaluation team will determine the relevancy of each past performance effort submitted.
The following definitions will be utilized to determine the relevancy of each past performance effort:
RATING DESCRIPTION
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
After the government has determined the recency and relevancy of each past performance effort the Government will assign the offeror a single past performance confidence assessment rating as defined below. This rating reflects the
Government’s confidence in the offeror’s ability to successfully perform the requirements of the solicitation based on recent past performance efforts.
RATING DESCRIPTION
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence
(Neutral)
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Offerors with no recent/relevant performance record shall receive the rating “Unknown Confidence”. This rating is treated neither favorably nor unfavorably in any trade-off decision.
Offerors may be asked to respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system.
In evaluating past performance, the Government will give greater consideration to past performance efforts deemed most relevant to the effort described in this solicitation.
Past performance which cannot be validated by a source other than the offeror will not be considered in the Past
Performance Confidence Assessment.
(4) Part IV - Price.
(i) Prices submitted will be evaluated for completeness and reasonableness but will not be rated. Prices will be determined fair and reasonable using one or more techniques set forth in FAR 15.404-1(b)(2). The
Government will also conduct a price realism analysis to determine whether the prices proposed reflect a clear understanding of the requirements. For evaluation purposes, the Government will evaluate the offeror’s total evaluated price (TEP). The TEP will consist of the total prices for Base Years 1 and 2, and all options, including pricing for a six month extension in accordance with FAR 52.217-8, Option to Extend Services. The Government will calculate the, and Option periods 1 through 3, to include the 6 month extension of services. The extended price totals are calculated by multiplying the estimated shipments by the price per pound.
(ii) The price for Base Year 1 and Base Year 2 will be the grand total of all extended prices in column G of the Pricing Template, Attachment 4. In order to protect the contractor and Government against significant market fluctuations, the Government will adjust unit prices for each option period using the IHS Global Insight Index (GII)
Pricing and Purchasing Industry Forecast percentages listed below. The index categories from GII will be for North
American Industrial Classification System (NAICS) codes: 484122, General Freight Trucking Long-Distance Less than Truckload, and 484121, General Freight Trucking Long-Distance Truckload, weighted at 35% and 65% respectively.
The Government will escalate
Base Year 2 prices by the Option Year 1 GII
(2.63%) to determine Option Year 1 rates and grand total. The resulting Option Year 1 rates will be escalated by
Option Year 2 GII (2.90%) to determine Option Year 2 rates and grand total. The resulting Option Year 2 rates will be escalated by Option Year 3 GII (2.90%) to determine Option Year 3 rates and grand total. In accordance with
FAR 52.217-8, Option to Extend Services, the resulting Option Year 3 rates will be used for calculating the grand total price for that extension.
(iii) Options: Evaluation of options shall not obligate the Government to exercise the option(s). If the
Government extends the contract pursuant to FAR 52.217-8, Option to Extend Services, such extension shall be at the rates in effect under the contract when the option is exercised. For the Total Evaluated Price (TEP) calculation, pricing for a 6-month extension of services period will be based on the prices of the final Option Period.
(e) The Government will first review all proposals to ensure compliance with the solicitation instructions. Next the
Government will evaluate price and rank all proposals from lowest to highest price. Technical Capability will then be evaluated for the lowest priced offeror. If the offeror receives a Technical Capability rating of Acceptable or
Reasonably Susceptible of Being Made Acceptable, the Government will evaluate the offeror’s past performance.
Proposals rated as Unacceptable under the Technical Capability factor are not eligible for award and, therefore, such rating will result in the offeror being eliminated from further consideration. If the lowest priced proposal has a
Technical Capability rating of Acceptable and a Substantial past performance confidence rating that proposal will be determined to represent the best value for the Government and the evaluation process will stop at that point. Award will be made to that offeror without further consideration of any other offers.
(f) If the lowest priced proposal has a Technical Capability rating of Acceptable or Reasonably Susceptible of Being
Made Acceptable but does not have a Substantial past performance confidence rating, Technical Capability will then be evaluated for the next lowest priced offeror. Technical Capability and Past Performance evaluations will continue one offeror at a time, in ascending order by price, until an offeror is determined to have Acceptable or Reasonably
Susceptible of Being Made Acceptable Technical Capability and Substantial past performance confidence assessment rating, or until all offerors are evaluated. If no offeror receives a Substantial confidence assessment rating the Source Selection Authority will make an integrated assessment best value award decision.
(g) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations, unless a written notice of withdrawal is received before award.
