QUESTIONS AND ANSWERS
for
SOLICITATION: HTC711-14-R-C002
CHARTER AIRLIFT SERVICES IN SUPPORT OF
THE CIVIL RESERVE AIR FLEET (CRAF)
Q1. How is the proposal and additional documentation to be submitted?
A1. Please submit the following: 1 original paper copy of proposal, 1 paper copy of proposal, and an electronic version of proposal (with 82's, 83's and CFP) on a CD.
Q2. Regarding the B-Pages attachment. Looking at the Item No. 0065, 0073 and 0074, the rates for the round trip is listed as .44955m which is the FY14 rate, should they be listed as .45888 which is the round trip rate from Appendix A (2) Charter Cargo Service Per Ton Mile?
A2. The current FY14 rates were used for estimation purposes – once the FY15 rates are finalized and negotiations are complete, the B-pages will awarded based on the final
FY15 rates.
Q3.Will a word version of the 'Evidence of Insurance' document published?
A3. Yes. A Word version of the document was posted to FBO on 1 May 2014.
Q4. Request the MS Excel –based files for the CRAF Aircraft Basic Data sheet 82 and CRAF
Aircraft Performance Data Sheet 83.
A4. The Excel version of these documents can be found on FBO under the FY15
Solicitation. It is the 2 nd attachment titled, “Atch 8a and b - Aircraft Basic and Performance
Data Sheets.”
Q5. If a carrier operates both passenger and cargo aircraft, and offers 30% of its passenger aircraft, but less than 15%, or none, of its cargo aircraft, will it be ineligible for any award? Or will it only be eligible for passenger awards but not cargo awards? Or will it still be eligible for cargo awards in addition to passenger awards since it did submit 30% of its passenger fleet despite not submitting 15% of its cargo fleet?
A5. CRAF eligible carriers are required to commit the applicable percentage to each category. Carriers would not be eligible for contract award if the minimum percentage is not met.
