MEMORANDUM FOR ALL OFFERORS
FROM: USTRANSCOM/TCAQ-CP
SUBJECT: Solicitation HTC711-1-4-R-C002, Charter Airlift Services in Support of the Civil Reserve Air Fleet (CRAF)
1. The FY15 Charter Airlift Services solicitation is now posted at www.fbo.gov. For security purposes, mission requirements are emailed to carriers. Teaming Arrangements are due by noon CST, Tuesday, 13 May 2014. If you are able to submit your List of Aircraft, CRAF Aircraft Basic Data Sheets and CRAF Aircraft Performance Forms (Appendix 3A’s) before this date, they will gladly be accepted as this will give us an opportunity to work ahead in reviewing submitted documents. Complete proposals are due by 1600 CST Wednesday, 28 May 2014.
2. Email questions regarding the solicitation to Lisa Winka at lisa.a.winka.civ@mail.mil, Scott Amos at scott.b.amos.civ@mail.mil and Neal Newberry at samuel.n.newberry.civ@mail.mil no later than noon CST, Tuesday, 13 May 2014 to allow sufficient time to provide answers to all prospective offerors prior to solicitation closing. In order to ensure continuity in answering any/all questions, please address emails ONLY to the persons listed above.
3. Offerors are encouraged to read the entire solicitation, (changes are identified by a vertical line in the left hand margin), with particular emphasis on Section L, paragraph 9, Proposal Preparation Requirements, paragraph 9(e)(2) includes the requirements, which are part of a teaming arrangement must be submitted as a single entity and to Attachment 1, Performance Work Statement (PWS).
4. The following is a summary of changes that have been incorporated into the Solicitation:
a. FY15 contract will be a one (1) year period of performance;
b. Revised language for the minimum guarantee;
c. Reliability increased to a 4-month rolling average with the minimum number of 20 passenger and 15 cargo missions;
d. Removal of the 60/40 rule;
e. H.16 b.(1) No Cost Cancellation;
f. H-17.b. ALLOCATION AND ORDERING OF EXPANSION AIRLIFT –
INTERNATIONAL;
g. H-26. AWARDING DOOR TO DOOR AIRLIFT SERVICE;
h. Sections L and M; and
i. Attachment 4-USTRANSCOM Contracted Ground Operations for Carrier Use.
5. The following is a summary of changes that have been incorporated into Attachment 1-PWS:
a. Page 8, Section 1.1.1. CONTRACTOR REPRESENTATIVE;
b. 1.1.4. MEAL SERVICE through 1.1.4.5. FOOD AND WATER SOURCES;
c. 1.1.5.1. CONTROLLABLE DELAYS;
d. 1.1.5.2. UNCONTROLLABLE DELAYS;
e. 1.3. CATEGORY B (CAT B) CARGO SERVICE – INTERNATIONAL;
f. SECTION 4 – GENERAL INFORMATION for International and Domestic have been consolidated into one Section; and
g. 4.1. CONTROL OF AIRCRAFT.
