SUMMARY OF CHANGES

A. CHANGES TO THE PERFORMANCE WORK STATEMENT

The Performance Work Statement(PWS) is changed and re-dated to 13 April 2011. The changes in the PWS are marked by red text. Additionally, the following addresses the specific changes to the PWS:

1) In response to Q.1. in Questions & Answers response #8 posted on 13 April 2011, PWS paragraph 3.4.3 is revised FROM:

“Korea: After shipments clear host nation customs, the shipments shall be transported to US Army Garrison Yongsan to undergo the joint plant quarantine inspection. The plant quarantine inspection is conducted to identify any pests within the shipment. The contractor should allow 24 hours for the inspection process, but it is typically finished within 3 to 4 hours. Produce found with pests must be either fumigated or disposed of.”

TO:

“Korea: After shipments clear host nation customs, the sample pallets shall be transported to US Army Garrison Yongsan to undergo the joint plant quarantine inspection. The shipments consigned to locations other than Yongsan are not required to be transportred to Yongsan, but delivery cannot be completed until the plant quarantine inspection of the sample pallets is completed and cleared. The plant quarantine inspection is conducted to identify any pests within the shipment. The intent of the sample pallets and the pest inspection is to ensure that every type of produce entering Korea is inspected for pests per the Status of Forces Agreement (SOFA). The contractor should allow 24 hours for the inspection process, but it is typically finished within 3 to 4 hours. Produce found with pests must be either fumigated or disposed of.

If inspection of a particular product within the sample pallet finds unauthorized pests, the entire shipment of that product would need to be fumigated or disposed of.”

2) PWS paragraph 3.6.4 is revised FROM:

“Monthly Report: The contractor shall provide each customer and the CO with a monthly report, through e-mail, that includes the following information: date and time Government goods received, shipment date, date of delivery, TCN, Airway Bill number, time delivered at end location, recipient name, consignee location, customer agency information (DeCA, DLA, Prime Vendor), weight in lbs per shipment, shipment cost, and general shipment remarks, as necessary. Submit reports via email by the 15th of each month.”
