QUESTIONS & ANSWERS - 2
Solicitation No. HTC711-11-R-W001
OVER-PACKING & AIR TRANSPORTATION OF PERISHABLES TO THE PACIFIC
U.S. Transportation Command (USTRANSCOM) Requirement
The following are responses to questions received regarding the presolicitation notice to Federal Business Opportunities (www.fbo.gov) for solicitation number HTC711-11-R-W001.
Q.1. Section – Instructions to Offerors/Proposal Preparation Instructions paragraph (b) – Organization of Offers states that proposals shall consist of five sections; however, there is not “Part V” outlined. Are there four or five parts?
A.1. The final Instructions to Offerors posted with the solicitation will be revised to indicate five sections. The solicitation instructions will identify the components and requirements of each section.
Q.2. Section – Instructions to Offerors/Proposal Preparation Instructions paragraph (d), subparagraph (4) states that the offeror shall send out the Past Performance Questionnaires to each offeror’s references. Where are the Questionnaires?
A.2. The questionnaire attachment has not been posted at this time since the final solicitation is not released yet. The past performance questionnaires are usually posted with the final solicitation. However, we are contemplating posting the questionnaires prior to releasing and posting the solicitation to allow additional time for respondents to complete questionnaires.
Q.3. Performance Work Statement (PWS), paragraph 3.3.6, Emergency Requirements states that emergency shipments not delivered within the 72 hour timeframe will be invoiced at the regular shipment rate. Is this in addition to the 14% shipper initiated credit referenced in paragraph 3.5.5?
A.3. The final PWS posted with the solicitation will be revised to indicate the only invoicing adjustment for late shipments, whether regularly scheduled or emergency shipments, shall be the 14% shipper initiated credit.
Q.4. PWS paragraph 3.3.6 states that delivery for emergency, non-scheduled shipments is within 72 hours after receipt of goods. Can this be adjusted so the 72 hour “clock” is not initiated until after over packing is completed?
A.4. Since we are combining the airlift with the over packing service, the Government will only stipulate a single timeline for delivery from time of receipt of goods. There will not be two independent timelines, one for overpacking and one for transportation, established in the PWS.
The Government will consider extending the overall timeline to 84 or 96 hours from receipt of goods. The change, if any, to this requirement will be incorporated in the final PWS posted with the solicitation.

Q.5. PWS, paragraph 4.6.1, ASC Remittance. We request that this fee is charged on net revenues, after agent in country costs and overpacking at origin are deducted.
A.5. This ASC will not be adjusted. The ASC is applicable to all revenues collected under this resultant contract. Offerors are informed to ensure their proposed rates are inclusive of the ASC charge.
Q.6. Regarding the additional requirement to support “ad-hoc” shipments originating from Washington state.
A.6. The Government is considering internal alternatives to remove this requirement from the scope of this contract. Offerors are reminded that the documents posted regarding this solicitation so far have been “DRAFT” only. Offerors should be aware that the effective requirements documents are only those posted with the official solicitation for services.
