Canada Visa Software Requirements
1.0 USCIS Live Scan Expansion – USCIS is proceeding with development work for Temporary Resident Biometrics Project (TRBP) - Canada Visa Software.
2.0 USCIS requires revisions to the Application Support Center (ASC) Live Scan System software to process biometrics collection on behalf of Canada. The software must be able to identify Citizenship and Immigration (CIC) transactions as separate and distinct from other USCIS transactions used to process US and UKBA applicants at ASCs.
3.0 The software used for Canada will run on the same USCIS ASC platform, namely the hardware, operating system software, communications hardware/software and peripherals for Biometrics Collection. The Contractor shall develop software changes for the Live Scan Systems at the ASCs, to enable the systems to capture and transmit Canada visa applicant biometrics.
Further clarification of requirements is expected and will be provided by the government Project Manager through technical meetings and information exchanges between the contractor, CIC and USCIS technical subject matter experts. The requirements are as follows:
3.1 General Requirements
R1 The USCIS Biometrics Collect Solution must identify biometric transactions collected on behalf of CIC as discernible from other USCIS, DHS, UKBA, etc. transactions.
R2 The US Biometrics Collect Solution must be able to uniquely identify a transaction collected by the ASCs on behalf of CIC.
R3 The USCIS Biometrics Collect Solution must transmit CIC Biometrics Transactions only to CIC.
R4 CIC Biometrics Transactions, in whole or in part, must not be used for any additional purpose, or transmitted/shared/disseminated to any other organization.
R5 The USCIS Biometrics Collect Solution must collect biometrics on a transaction basis, where all information for an applicant is captured and submitted in whole in a CIC Biometrics Transaction file (transaction packet).
R6 The USCIS Biometrics Collect Solution must prevent the user from having multiple open collection sessions at one time.
R7 The USCIS Biometrics Collect Solution must relay the CIC Biometrics Transactions as near real time as possible so that they can be transmitted to CIC in as near real-time as possible.
R8 Ability for the user to cancel a session at any time prior to completing.
R9 The USCIS Biometrics Collect Solution must delete all collected information when a session is cancelled.
R10 All dates and times will be displayed as local date/time but will be recorded in the Collect
Solution using Coordinated Universal Time (UTC) also known as Greenwich Mean Time
(GMT).
3.2 Capturing Biographic Data
R11 Ability to capture data from the Biometrics Instruction (BI) letter in 2D barcode format.
R12 Ability for the user to modify data captured from the BI.
R13 Ability for the user to record the CIC#:
• Mandatory
• Format alphanumeric
• 13 characters
R14 Ability for the user to record the Surname (Last Name):
• Mandatory
• Must be alpha and may contain hyphens, spaces or apostrophes
• When 1 character in length, must be alpha – no hyphens, spaces or apostrophes acceptable
• 1 - 50 characters
R15 Ability for the user to record the Given Name (First Name):
• Optional
• If present, must be alpha and may contain hyphens, spaces or apostrophes
• 1 - 50 characters
R16 Ability for the user to record the Date of Birth:
• Must be valid date format: YYYYMMDD
• Length is 8 numeric
• The system must enforce a standard date edit:
• Month must be between 01-12
• Day must be between 01 and 31
• If month = 01 then day must be between 01-31
• If month = 02 then day must be between 01-28 or 01-29 for a leap year
• If month = 03 then day must be between 01-31
• If month = 04 then day must be between 01-30
• If month = 05 then day must be between 01-31
• If month = 06 then day must be between 01-30
• If month = 07 then day must be between 01-31
• If month = 08 then day must be between 01-31
• If month = 09 then day must be between 01-30
• If month = 10 then day must be between 01-31
• If month = 11 then day must be between 01-30
• If month = 12 then day must be between 01-31
R17 Ability for the user to record the Country of Birth:
• Must be captured as provided in the BI letter.
R18 Ability for the user to record the Sex:
• Must be captured as provided in the BI letter
• Must be equal to one of the following:
• Male
• Female
• Unknown
R19 Ability for the user to record the Nationality:
• Must be captured as provided in the BI letter.
R20 The USCIS Biometrics Collect Solution must record the USCIS ASC Operator:
• 6 alphanumeric characters
• Must be unique
R21 The USCIS Biometrics Collect Solution must record the Biometrics Collection
Date/Time:
• YYYYMMDDHH:MM:SS
R22 The USCIS Biometrics Collect Solution must record the Biometrics Collection Location:
• USCIS ASC Site Code Table
R23 The USCIS Biometrics Collect Solution user can only continue after the captured biographical data is validated.
3.3 Capturing Fingerprints
R24 The USCIS Biometrics Collect Solution must allow the user to capture as many fingerprints as possible up to ten.
R25 The USCIS Biometrics Collect Solution EFCD must capture flats as one (1) slap (four (4) fingers) of each hand.
R26 The USCIS Biometrics Collect Solution EFCD must capture the right hand and the left hand.
R27 The USCIS Biometrics Collect Solution EFCD must capture both flat thumbs (in one (1) slap) simultaneously.
R28 Ability for the user to record the reason they are unable to capture the fingerprint.
• Possible Values:
• Amputation
• Bandaged
• Physical Limitations
R29 The USCIS Biometrics Collect Solution must allow the user to continue only when a value has been recorded for digits that cannot be captured.
R30 The USCIS Biometrics Collect Solution must notify the user when fingerprints are low quality.
R31 Ability for the user to override a low quality fingerprint.
R32 The USCIS Biometrics Collect Solution must record the NIST’s NFIQ quality score for each captured fingerprint.
R33 The USCIS Biometrics Collect Solution must record, for each fingerprint, the
Segmentation Coordinates that were derived to assess the presence or absence of the individual fingerprints [that were segmented from each slap].
R34 The USCIS Biometric Collect Solution must capture fingerprints that conform to standards developed in the Interface Control Agreement by USCIS and CIC.

4.0 ENTERPRISE SERVICE BUS INTERFACE Meeting Support
• As part of the Canadian Visa Project (CVP) the contractor will work closely with the Enterprise Service Bus (ESB) team to plan for the sending of biometrics, biographic and transactional data from the Livescan Systems to the ESB, define and clarify interface requirements, including collaboration on developing an Interface Control Agreement (ICA), design and develop an interface and provide testing support throughout the lifecycle. The Contractor will need to participate in weekly IPT meetings as well as join ad hoc meetings with the ESB Team.
5.0 DELIVERY
The Contractor shall coordinate with the USCIS Biometrics Division Program Office to provide testing for the CIC software and to install the software revisions on the Live Scan System in the USCIS Lab.
