HSSCCG-14-R-00027

Amendment No. 2 USCIS Response to Questions

Question: Is the Government requesting the offeror and each of its subcontractors provide a complete breakdown of proposed SCA labor rates?

USCIS Response: No.

Question: Does the Government require the offeror and each of its subcontractors to provide a complete breakdown of its proposed Exempt labor rates?

USCIS Response: No.

Question: The Government states that the offeror shall price the option periods by assuming that the minimal WD hourly wage and fringe benefits established by the DOL will apply to the option periods and will be subject to Equitable Adjustments. Please confirm that the offeror is permitted to propose escalation to the Exempt labor category rates as well as to the proposed FFP CLINs since they will not be subject to the Equitable Adjustments.

USCIS Response: Offerors are only permitted to escalate exempt wage rates and any Other Direct Costs. Both FFP and non-FFP labor CLINs will be adjusted in the future for any impacts from changes in DoL wages and benefits in accordance with FAR 52.222-43 as stated in the solicitation.

Question: What additional detailed pricing information is required in addition to the information included within Attachment C (Group A or Group B)?

USCIS Response: No additional information is required.

Question: 5, Attachment C. LH-Base tab - Is the offeror permitted to enter a composite team rate for each labor category or is the offeror required to submit a separate entry for each labor category by team member as well as day and night shift?

USCIS Response: No composite team rates are to be proposed. Offerors are to propose a separate fully burdened labor rate for each labor classification for each prime and subcontractor.

Question: 3, 127/139 B. Section B Price Information Instructions/Factor 2 Price (Evaluation) - Per instructions we recognize Attachment C as baseline pricing requirements for submission. Does the government require additional pricing details by labor category bid as a separate price submission, and if so, are standard cost pools of base rate, fringe, overhead, G&A, and Fee percent’s/dollars requested? If required, is there a naming convention for Price Detail submission file?

USCIS Response: No additional information is required. Attachment C, Schedule of Services, Excel spreadsheets, TAB LH-Base, requires a fully burdened labor rate for each labor classification for each prime and subcontractor for only the labor hour CLINs.

Question: Group B: FFP-All Years tab, Need to expand Ext. Price column - too narrow to read the number

USCIS Response: Group B FFP-All Years column F has been expanded.

Question: Group A: FFP-All Years tab, Need to expand Ext. Price column - too narrow to read the number

USCIS Response: Group A FFP-All Years column F has been expanded.

Question: Group B: FUP-OY3 tab, the CLIN numbering is inconsistent for CLINs 9 and 10 compared with the other years

USCIS Response: CLIN 3009AA has been added and the formula in cell E47 has been edited to add CLIN 3009AA.

Question: Group B: FUP-OY3 tab, CLIN 3009A (or 3009AA) is missing for CSC

USCIS Response: CLIN 3009AA has been added and the formula in cell E47 has been edited to add CLIN 3009AA.

Question: Page 127, Section B states “the offer (prime) shall complete the SF1408 checklist referenced at Section VIII, Attachment A. This was not provided in the Final RFP, should we use the one from the draft?

USCIS Response: The SF1408 checklist is provided as an attachment to this amendment.

Question: Attachment C, Labor Hour pricing Tabs for CLIN X006. The Government has included a column to calculate Overtime based on 6% of total hours entered by the Vendor for CLIN 6AA and 6AB. However, this assumes that all proposed labor cats in CLIN 6 are non-exempt. Since Overtime is typically not applied to exempt personnel this formula/calculation seems to be incorrect and cannot be changed in the template. Should a zero dollar amount be entered for the OT rate? If so, there is still a formula that automatically calculates the OT hours but it will not result in a price change. Will the Government please provide clarification as to how the vendor should complete this table for exempt personnel?

USCIS Response: The note box has been edited to require the offeror to identify exempt and non-exempt labor categories. A zero dollar amount can be entered in the proposed overtime rate column G for exempt employee. Column H formulas have been modified to reflect zero hours if no overtime rate is proposed for an exempt employee.

Question: In the Schedule of Services for Group B excel file (Schedule_of_Services_14R00027_Group_B_(CSC-VSC)_v6_20_14.xls), tab “FUP-OY3” it appears that 3009AA (CSC) is not represented on the tab. It would make sense that the volume would be the same for 3009B (VSC), but there is no place to enter OY3 FUP for CSC. Please advise.

USCIS Response: CLIN 3009AA has been added and the formula in cell E47 has been edited to add CLIN 3009AA.

Question: Attachment C: the excel table labeled “CLIN X0002 FFP-All Years” for the base period shows a quantity of 12 months for Clin 0002 however based on Q&A these CLINS/Subclins should have a 10 month period of performance. Since these tables are locked will the Govt provide a revised excel document?

USCIS Response: Yes, revised Excel files for Groups A and B are attached that reflect 10 months full performance for the Base Period.

Question: Attachment C: the excel table labeled “CLINS 3, 4, 5 FUP-Base” shows the volumes as estimated annual quantities with the total column titled “ext. annual price”. This seems to conflict with a 10 month base period. Should the annual quantities be revised for a 10 month base period? This table is locked and does not allow editing.

USCIS Response: Yes, revised Excel files for Groups A and B are attached that reflect 10 months full performance for the Base Period.

Question: Attachment C: in the excel template there is a table/worksheet labeled “CLIN 6 LH-Base”. Column F has a formula that assumes a 12 month period of performance however the Government has indicated that the base period is only 10 months. Does the Government intend to issue a revised template?

USCIS Response: Yes, revised Excel files for Groups A and B are attached that reflect 10 months full performance for the Base Period.

Question: I did not see a revised SF1449 that reflects the changes in the “Summary of Changes” document issued July 3rd. Should we annotate the form issued with the original RFP or if it was included in one of the July 3rd files, please direct me to it. Thank you, USCIS Response: Updated pages 2 and 3 of the SF1449 are provided as an attachment.
