532. Page C-11, C.1.19 Non-Key Personnel – How does this designation differ from all other personnel under this contract?
Government Answer: All personnel other than the PM or APM are considered
Non-Key.
533. Page C-11, C.1.19.2 Grounds Labor – Are all grounds labor personnel considered non-key personnel or is it just the Grounds supervisor/lead?
Government Answer: All Grounds personnel are considered Non-Key.
534. Page C-11, C.1.20 Tradesmen General – Since these positions/trades do not currently fall under C.1.18 Key Personnel or C.1.19 Non-Key Personnel, what is their designation?
Government Answer: They are considered Non-Key.
535. Per page C-5 on Amendment 000004 – “the trouble desk is located in Building 171” which is in the ICE compound – has this been relocated to Building 187? Government Answer:
Yes, the Trouble line is now located in Bldg. 187.
536. Page C-75, C.6.2 b) 1) i. – “Major repair or replacement is defined as: Complete or sectional roofing replacement.” With the painting requirement, any area over 1500 square feet will fall under the IDIQ contract. What is the area in square feet that will be considered for complete or sectional roof replacement/repair under this contract?
Government Answer: There is no square footage to define “complete or sectional” as building roofs vary in size.
• Does the Government anticipate any scheduled roof replacement for any of the buildings under this contract? If so, when and which buildings?
Government Answer: Not under this Contract, roof replacements will be completed under another Contract.
• Please provide historical data for roof replacements across the Center.
Government Answer: Bldg. 2 in approximately 2012, Bldg. 50 in 2014, Bldg.
32 in 2014, Bldg. 26 and Bldg. 5 are being repaired presently.
537. Page C-100, C.6.6 c) Insect, Rodent and Bird Control – “Regardless of whether pest control operations are being performed by the Contractor or a subcontractor, all workwill be supervised by a commercially licensed and appropriately certified supervisor and in accordance with the requirements of the FIFRA and NMDA regulations”.
a. Please confirm if the “commercially licensed and appropriately certified supervisor” has to be part of the contractor’s staff, or can the Subcontractor provide the supervision?
Government Answer: This can be sub-contracted, supervision can be provided by the sub-contractor.
538. Per CLINs 5004, 6004, 7004, 8004, and 9004 – Can the Government update the Schedule
B by reducing CLIN 0008 accordingly?
Government Answer: These CLINs are estimated not-to-exceed. No adjustments will be made to the CLINs.
539. Page H-12, H.29.2 1) Will the Government forgo the Contractor credit and criminal background investigation requirement on incumbent employees?
Government Answer: The contractor is responsible for managing the submission of personnel requests for background investigations in accordance with the solicitation
(see H.29.2).
540. Would cross-reference compliance matrices and appendices be included in page count of
Technical Volume (170 pages)?
Government Answer: See Question 232.
541. Page L-3, Section I – Requested number of Section I
Please clarify how the Government expects to receive the Section I with the proposal package:
a. In one binder (or any file fasten method) that includes five (5) copies of SF 33/five
(5) copies of SF 30/one (1) copy of Section K (Reps and Certs)/one (1) copy of cover letter
b. In five separate binders (or any file fasten method) that includes one copy of SF
33/SF 30/Section K/cover letter
Government Answer: See Question 366.
542. Will the Government please consider providing the revised RFP in its entirety?
Government Answer: Each amendment contained replaced placement pages, therefore a revised RFP in its entirety will not be provided.
543. Per Amendment 000003, Q&A Question #23 – Will the $500 threshold apply for the maintenance/repair of the Government-furnished vehicles (Hidro-Grubert Cherry
Picker)? Computers as well?
a. What is the warranty status for each of the GFP/GFE (non-building) items?
Government Answer: No warranty statuses exist for current GFP/GFE, computers provided by the Government will be repaired/replaced as needed by the Government.
544. Per Amend 000004 Q&A Question #61 and Attachment 51 – The estimated average number of water bottles per year is 3,600. Per attachment 51 the historical data estimates 75 bottles/wk or 300 bottles/month or 3,600 (or 3,900 at 75 bottles/wk for 52 weeks) bottles annually? Please confirm if the ICE requirement is inclusive in the stated 3,600 bottles/year.
Government Answer: See Question 61.
a. Additionally, since water (and other support requirements) consumption is directly related to the entire AFRC population (ICE personnel and undocumented immigrants), can the Government please provide the current AFRC population as well as the projected populations for the POPs which require ICE support?
Government Answer: There are no projected populations for the ICE support, AFRC population can be up to 696 residents at one time, this population fluctuates.
545. Per Amend 000004 Q&A Questions #65 and #68 – Are all 1200 estimated dorm rooms on the FLETC outfitted in the same way? For example, window A/C units, toilets, etc.
Government Answer: All individual dorm rooms are outfitted the same, 1003-1005
(currently ICE dorms) are exceptions due to community restrooms/shower rooms, AC units are split systems.
546. Per Amend 000004 Q&A Question #81 – Per the GFP/GFE not listed but that which the
FSS Contractor may have access to – Does the other on-site contractor inventory and maintain this equipment, inclusive of PMs and general repairs? Or will this fall under FSS contract requirements?
Government Answer: Yes, the other on-site contractor will inventory and maintain these properties/equipment.
547. Per Amendment 000004 Q&A Questions #82 & #128 – How is the FSS contractor to get reimbursed for agency (FAM, BIA, etc.) mail? If not reimbursed, what is the purpose of
Attachment 33 – USPS Acct Sheet? Also, if not reimbursed, please provide more historical data beyond the 1 month provided.
Government Answer: Attachment 33 is a required report for Government accounting purposes and Partner Organizational information for the Government.
548. Per Amendment 000004 Q&A Question #95 – The question is in reference to CFE, however, the Government Answer seems to reflect a mix of CFE and/or GFP/GFE items on
Attachment 2 – Asset Inventory. Please clarify.
a. Is the “One (1) 1985 GMC Truck 7000 a CFE or GFE item? The two (2) Clark
Forklifts and one (1) Power Tennant Scrubber 7400G are listed on Attach – 2
Asset Inventory, but not the GMC Truck – Please confirm it is also a GFE item.
Government Answer: The GMC Truck is also GFE this has been included in the inventory.
549. Per Amendment 000004 Q&A Questions #109 & #237 – Can the Government please include all the computers (including laptops), monitors, and printers that will be supplied to in support of the FSS Contract? E.g. Infor/EAM systems, SASS, Radionics, etc. Please include this information on Attachment 2 Asset Inventory.
Government Answer: The Government provided Computer assets listed in
Question 109 are those provided, the Radionics laptop can be checked out through the MCB. These assets are inventoried through another division and cannot be added to the official Facility Contractor Asset Listing.
550. Per Amendment 000004 Q&A Question #125 – The Government estimates 10 bottles of propane per year. Please clarify if the propane bottles are different than the three 30-pound propane tanks and can hold significantly more propane fuel. Government Answer: It is estimated that three tanks per month are used with the forklifts which is approximately 36 bottles/tanks a year.
551. Per the update to Attachment 27 & Amendment 000004 Q&A Question #127 – Historical
Data and Q&A Question #15:
a. Can the Government provide a copy of the Agreement and Postal Bond
Requirements?
b. Can a Subcontractor to the Prime Offeror be the Postal bond holder?
c. Can the Government also update H.26 to reflect the Postal bonding requirement?
d. Is an Irrevocable Letter of Credit acceptable form of Postal bonding?
Government Answer: The agreement is between FLETC and the U.S. Postal
Service. The Prime will be the bond holder. For the amount see Question 127. See
Section C.4 for the bonding requirement. Irrevocable Letter of Credit is acceptable.
Bond is subject to U.S. Postal service approval.
552. Per Amendment 000004 Q&A Question #157 – Please clarify the estimate of 10 irrigation/sprinkler/bubbler systems replaced per season is not inclusive of those replaced on the Driver Training range and the 4 wheel course.
Government Answer: No, this question was for landscape purposes and did not include the Driver Training range or 4 wheel course.
553. Per Amendment 000004 Q&A Question #158 & Amendment 000005 Question #438 – Was the test and treatment of the closed loop system completed in 2013 and/or 2014? If not, will the next treatment be completed under a Service Contract Work Request (SCWR) as well?
Government Answer: 2013.
554. Per Amend 000005 Q&A Questions #303 and #337 – Please clarify the responsible party of fuel cost for fixed and portable generators. Will the Government pay for the fixed and the contractor pay for the portable generators?
Government Answer: The Government will cover the fuel cost for fixed generators, the Contractor will pay for fuel needed for the portable generators.
555. Per Amendment 000005 Q&A Question #330 – The Government Answer refers back to the original Question. Please answer.
Government Answer: See Question 99.
556. Amendment 000005 Q&A Question #440 – Is the contractor able to schedule and manage the PMs in the absence of the task sheets or access to Infor/EAM? Does the Government have a prescribed method of issuing task sheets in the event Infor/EAM is not accessible?
Or is solely up to the Contractor?
Government Answer: The INFOR/EAM is managed by the Contractor, in the event the INFOR/EAM system is not accessible, previous task sheets (PM’s) would be the only records listing required tasks for performance.
557. Per Amendment #000006 Question #505 and Page C-49, C. 4.4.2 a) – What are the differences in “Property Changing” process (i.e., move request of furniture or equipment) between accountable and Non-accountable property?
Government Answer: Accountable property must be tracked between inventory managers and PMD, Non-Accountable property must be tracked as part of this performance requirement. Paperwork for all moves allows for tracking by all involved with furniture or equipment moves.
558. Amendment 000002, Attachment 2 - The asset value of the Polaris ATV is set at $400 – when will the Government consider replacement over repair for these items (qty 2) and others fitting into the same value dilemma?
Government Answer: There is no intended date to replace these items at this time.
559. Can the Government confirm that the x-ray equipment is included in Attachment 2 – Asset
Inventory? If so, which item is it?
Government Answer: The X-ray equipment is not included in Attachment 2, it has a separate maintenance agreement.
560. Per Amendment 000004, a revised Attachment 2 – Asset Inventory was provided. However, A revised Attachment 2 – Asset Inventory was also provided in Amendment 000002 – what is the difference between the two?
Government Answer: All generators in Attachment 2 are GFP, those listed in
Attachment 23 are currently attached to direct scenario/training venues and are in use, the additional generators are for back up purposes.
561. Can the Government confirm the number of Portable Generators? Is it qty 8 as listed on
Attachment 23 or is it qty 11 as listed on Attachment 2?
Government Answer: There are 11 Generators
562. What are the 10 Motorola Dock Cradles used for on Attachment 2 – Asset Inventory? Why the difference in value - $400 or $1500?
Government Answer: These dock cradles belong to the UPS tracking handheld terminals. These are used for tracking incoming shipments and packages. The value difference is due to depreciation and one cradle being replaced after initial service.
563. Attachment 15 lists the Miscellaneous Non-Building Facilities as the following 3 items:

Approximately 12 Dalco Storage Sheds
Approximately 15 FEMA Travel Trailers
We are responsible for the Porta-Potties but no mention of the Storage Sheds or the
Travel Trailers were made (which were removed from the original Attachment 2) – Will we have any responsibilities when it comes to these non-building facilities?
Government Answer: Yes, the asset inventory list removed items with depreciated value or non-value but are still within the building maintenance requirements
(Dalco Sheds and Travel Trailers).
564. Attachment 15 - What are our responsibilities for the Portable Explosive Locker at the
Range?

Government Answer: There are no known responsibilities for this building.
565. Attachment 27, Historical Data and Attachment 20, Fire Extinguisher Listing – Under
Historical Data, it states that there are approximately 850 fire extinguishers on center but the total on Attachment 20 equals 744. Please confirm the number of fire extinguishers.
Government Answer: There are approximately 850 fire extinguishers within the
Government system, approximately 744 are assigned to specific buildings. Annual requirements exist for all 850, monthly requirements exist for those in the approximate 744 assigned locations.
566. Section J, Attachment 28, Appendix A “Integrated Pest Management Strategies” – In each pest management outline, item #10 “Manpower Requirement for IPM Strategy” is not answered. It states: “See ..” Will the Government please update the IPMP with the answer to item #10 for each outline?

Requirement for IPM Strategy” should have read TDB as this a new requirement and there is no historical data to derive manpower requirements from.
567. SF33 and Optional Form 336 Continuation Sheets: Numerous changes have been made to these forms. Request the government please provide new forms which include all the changes incorporated in the amendments.
Government Answer: A revised Section B is attached.
568. The ICE requirements added go through 9/30/2015. Will these requirements exist only for the base and first option years?
Government Answer: All ICE requirements are optional CLIN’s that may be exercised at the Government’s discretion. This is the best estimate as is currently known.
569. Please provide the following clarifications on the ICE Buildings/Facilities:
a) Can the Government please confirm that the ICE buildings are #131, #135, #169, #170, #171, #172, #173, #174, #176, #186, #1003, #1004, and #1005? If there are others, please provide.
Government Answer: These are the current FLETC buildings provided to ICE, new buildings are being leased for the ICE Facility. Any additional services or new buildings not addressed in this solicitation will be addressed after award via negotiation.
b) Who will be responsible for servicing and maintaining these buildings/facilities beyond 9/30/2015?
Government Answer: These are property of the FLETC, the Contractor will maintain.
c) Should these facilities be included under the regular Firm Fixed Price CLINs after
9/30/2015 or will they no longer be a requirement on this contract? This is unclear, since section C.5.1 states that buildings 1003, 1004 and 1005 “are not to be serviced” and “separate contracts cover these buildings.”
Government Answer: 1003, 1004, and 1005 have new cleaning requirements as noted in Amendment 00004, all maintenance falls under the performance of work. Any increase or decrease in service requirements not addressed in this solicitation will be addressed after award via negotiation.
570. Attachment 15 – Facilities List: Building 176 is listed as one of the ICE building on
Attachment 51, but is not included in Attachment 15 (as provided with Amendment
0001). Building 175 is listed twice on Attachment 15, however, we don’t want to assume the second listing is supposed to be Building 176. Can the Government please provide a corrected Facilities List?
Government Answer: Yes, see attached.
571. C.4.3.2(5)(2), Post Office, page C-47: This section states “The Government will provide approved mail boxes, Pitney Bowes mailing scales, and an approved safe for storing stamps and cash.” Can the Government please provide the make, model and weighing capacity of

Facility Support Services each scale the Government is providing so offerors can adequately price the requirement for the quarterly calibration mentioned in C.4.7?
Government Answer: The Pitney Bowes scales are MP49, capacity unknown.
572. C.5.11.a)1, Water Supply, page C-70: This section states, “The Contractor shall procure, store, and maintain an inventory of three hundred and fifty (350) five (5) gallon bottles of water on site.” The current subcontractor providing the bottled water has indicated that the incumbent contractor is only storing 50 bottles of water on site, as it is easier to maintain and keeps down on the theft of the bottles, which reduces costs and has been a problem in the past. Would the Government consider revising this requirement to fifty (50) five (5) gallon bottles of water?
Government Answer: Revised C.5.11 attached.
573. C.6.2.4.d Heating, Ventilation, Air Conditioning, and Refrigeration (HVACR) Systems, page C-82: This section indicates there are five (5) buildings that have either hot water closed loop systems, chilled water closed loop systems or both. How many of the building listed have pot-feeders? Please provide the specifications of each pot-feeder along with each pot-feeders cycle time.
Government Answer: All buildings listed have pot-feeders, the Government does not have the individual specifications or cycle times, pot feeders are sized to the system they are attached to.
574. Paragraph C.6.2.4(d) Heating, Ventilation, Air Conditioning, and Refrigeration
(HVACR) Systems, page C-82 states that “Tests and treatment on the systems were done in
2012 and have been maintained since.” We believe this may be an inconsistent statement. Incumbent staff have indicated that no tests or water treatment of the systems has been performed since 2011 and that there are contaminants. Please clarify.
Government Answer: The Government relies on the Contractor to keep them appraised on the conditions of all systems, up to the time of this solicitation, no issues had been disclosed with the Government.
575. Paragraph C.6.2.4(d) Heating, Ventilation, Air Conditioning, and Refrigeration
(HVACR) Systems, page C-82 states the contractor shall monitor and maintain water treatment levels in all closed loop systems. We know that closed loop systems are less likely to become contaminated so what is the required frequency for this work, i.e., monthly, quarterly, annually?
Government Answer: Annual testing should be the minimum (at system/s start up), testing should also be done when any repairs are made to the closed loop systems.
576. Paragraph C.6.2.4(d)(2) Heating, Ventilation, Air Conditioning, and Refrigeration
(HVACR) Systems, page C-82 states the Contractor shall make preliminary test on all closed loop systems and provide a written report to the government COR within thirty (30 days) of contract award. Please confirm that if the preliminary test report indicate repairs needed to bring the systems into compliance will exceed $500 then the work will be covered under a reimbursable Service Contract Work Request?
Government Answer: The Contractor would be responsible for the first $500.00 per building, the Government would cover the cost above the $500.00 per building.
577. Paragraph C.6.2.4(d) Heating, Ventilation, Air Conditioning, and Refrigeration
(HVACR) Systems, page C-82: What is the current frequency of PM’s on these systems?
Government Answer: See Attachment 17.
578. C.6.5.2.2.(a)(7) Indoor Firing Range System Maintenance, page C-100: Indicates that the Hoffman Vacuum System filters are to be replaced. Who furnishes these filters, contractor or Government?
Government Answer: The Contractor would be responsible for the first $500.00.
579. C.7 Grounds Maintenance, page C-117: Are there facilities on-site for storage of contractor furnished grounds equipment such as lawn mowers, blowers, string trimmers, etc? Are they indoor or outdoor covered areas?
Government Answer: There are connex box spaces available, additional space will be the responsibility of the Contractor.
580. Amendment 0004, Q&A #95: The answer provided does not match the question asked. The answer indicates (1) 1985 GMC Truck 7000, (2) Clark Forklifts, and (1) Power
Tennant Scrubber 7400G, and no carts are provided by the Government. It appears the answer provides Government furnished items instead of contractor provided items. Can you please provide an answer to the question submitted?
Government Answer: See Questions 95 and 225. It is up to each offeror to determine what items they need, above what is GFP, to meet the requirements in the
Performance Work Statement.
581. Amendment 0004, Q&A #109 Computer Assets: The answer is confusing and can be construed several different ways:
a. Are 3 computers and one printer being provided at both Bldg 187 and Bldg 1006 or is it three computers and one printer distributed between those two locations?
Government Answer: Two of the computers and printer are in 187, one computer is located in 1006.
b. Are 2 computers and one printer being provided at Bldg 30?

Government Answer: One stand-alone computer and printer are provided for the UPS handheld tracking terminals and one computer is provided for
Government communication and SAMS access.
c. Or, will there be one computer at Bldg 187, one at Bldg 1006, and one at Bldg

d. At what building is the printer located?
Government Answer: One printer is located in 187, one located in 30.
582. Amendment 0004, Q&A #125(c): What size (i.e., gallons) are the estimated 10 bottles of propane per year for the forklifts?
Government Answer: 35 lbs. tanks.
583. Amendment 0004, Q&A #130: The answer provided refers bidders back to Amendment
0003 Q&A #15 which does not answer the questions asked. Please provide answers to the questions in Q&A #130.
Government Answer: Amendment 00003 Q&A 15 provides the Government’s best estimates of costs. It is up to each offeror to price their proposals as they deem necessary.
584. Amendment 0004, Q&A #136: Who empties the government provided trailer? Does the contractor have to make arrangements for its disposal?
Government Answer: The Contractor empties this trailer, arrangements for disposal will be up to the Contractor.
585. Amendment 0004, Q&A #154: Please provide the quantities of F40, F28, T-12 and T-8 fixtures so bidders can adequately estimate this cost.
Government Answer: See Questions 154 and 155.
586. Amendment 0004, Q&A #165: InforEAM training - The Government has said it will not provide training on the system. If a successor contractor is not able to hire incumbent staff familiar with the InforEAM system, how does the Government expect a new contractor to know this system without providing initial training? We have not heard of an instance where the government is unwilling to providing initial training on its systems to a successor contractor.
Government Answer: Each offeror is responsible for providing staffing to meet the requirements of the Performance Work Statement. It is not the responsibility of the
Government to train contractor staff.
587. Amendment 0004, Q&A #257: The Government indicated that the postage meter currently being utilized is a DM475. This machine comes with several additional features, such as:
Enhanced Accounting, PC Interface, Report Printer, Differential Weighing, Barcode
Scanner, Weighing Platforms, Stands, etc. Are any of these additional features currently required? If so, please provide the exact specifications of each additional item as this will result in additional costs. As stated in Q&A #15, values provided are approximates, therefore contractors cannot assume that a new lease will be $10,000. In order to adequately price this requirement, the exact specifications and features of the postage meter must be provided.
Government Answer: The features needed would include; weighing, (large and small envelopes/packages for applying correct postage), reporting capabilities, accounting capabilities and metering/refilling of postage. The machine shall be licensed by the United States Postal Service and postal inspections will be conducted by the USPS. Enhanced accounting, PC Interface, additional weighing platform, barcode scanning not required.
588. Amendment 0005, Q&A #330: This question asked “When purchasing materials and supplies, does the Government provide the contractor with a tax exempt number?” Government Answer: See Question #330. The answer refers bidders to the wrong answer. Please clarify.
Government Answer: See Question 99.
589. Amendment 0005, Q&A #337: Indicates fuel for generators is the responsibility of the contractor. Q&A #303 indicates the contractor provides fuel for only the portable generators. Please confirm that the contractor only furnishes fuel for the portable generators and not the fixed/stationary generators.
Government Answer: Yes, fixed generators are fueled with natural gas and are the responsibility of the Government.
590. Amendment 0006, Q&A #498b: This question asked if the postage meter had to be leased from Pitney Bowes or if another vendor would be acceptable. The answer does not adequately address the question. If another vendor has a machine that is comparable to the
DM475 and it is compatible with the Pitney Bowes scales, will that machine be acceptable? Or is the Government requiring the lease be through Pitney Bowes for the
DM475?
Government Answer: The meter machine shall be licensed by the United States
Postal Service and compatible with MP49 Scales. Other vendors with the capabilities noted in question #587 and licensed by the USPS will be acceptable.
591. Currently the Government is requesting Contract Identification information within the
Past Performance Volume that limits an offeror’s response due to the inclusion of several criteria that are not necessarily applicable to the relevant type of work performed previously, nor is it relevant to all functional areas on the FSS Contract.

Past Performance template citing Size, Scope, and Relevancy which will allow Offereors to include specific building information where applicable? Or will the Government add the scope and relevance componenets onto the current Past Performance volume:

592. Under the ICE Historical Information (pages 4 and 5 of the attachment) several areas of performance are listed as taking place “Bi-Weekly” but the averages state
“2 x week”. In our experience bi-weekly usually means every other week. Of particular concern is the shampooing of dorm halls. Is it really the Government’s intent to have these carpets shampooed twice a week? It is not typical to shampoo carpets that frequently and it could potentially ruin the carpet. Over-wetting can cause the carpets to shrink, can ruin the glue, and you also run the additional risk of mold and mildew problems. We believe this is an oversight and should read “Bi-
Monthly” and “2 x month”, but would like to clarify before including this exorbitant cost in our proposal (the cost for this one requirement as written would run approximately $225,000/year). Government Answer: This requirement is 2x per month.
593. Additionally, CLIN 5002 (the ICE Custodial CLINs), indicate that shampooing carpet services are to be provided twenty-four hours/seven days a week (24/7). Is it the Governments intent to have the contractors price a 24/7
(nights/weekends/holidays) operation for shampooing these carpets?
Government Answer: This requirement is for after hour emergency services to be provided 24/7, not routine cleaning.
