SECTION A

NOTICE TO OFFERORS

1. This is a competitive 100% Small Business Set-Aside.

2. This contract is for a base period (12 months) and four (4) 12-month option periods with a six month extension in accordance with FAR 52.217-8.

3. The Receipt of Offers is scheduled for October 29, 2014, at 5:00 PM Mountain Daylight

Time (MDT) at 1300 W. Richey Avenue, Artesia, New Mexico 88210. See Solicitation Section L.

4. A Pre-proposal Conference/Site Inspection has been scheduled for August 25, 2014, at 10:00 AM MDT. Offerors who wish to inspect the proposed work site shall meet with the Government Representatives at the scheduled time and place. See Section L, Provision 52.237-1 Site Visit.

Due to FLETC being a secure facility, visitors to the Center must obtain a visitor’s pass, which requires advance coordination. Attendees must provide the following information to the procurement office by e-mail no later than four (4) days in advance of the conference.

NOTE: No cameras, video cameras, or recording devices are permitted.

5. Offerors shall submit proposals in strict accordance with Section K and Section L.

6. Facsimile offers and/or modification to offers are NOT authorized.

7. Email or telegraphic offers are NOT authorized; however, timely email modifications to offers are authorized.

8. Inquiries must be submitted no later than October 15, 2014, at 3:00 PM MDT, post the site visit, to allow adequate time for written response prior to receipt of Offerors. Send inquiries by e-mail to Stephen.Foster@fletc.dhs.gov.

9. Pay careful attention to: Section J, Attachment 27 (Historical Data) and Attachment 17 (Equipment Task), Section C.2.2 Environmental Compliance, Section C.3.1 Contractor Required Plans, Section C.5 Service Contract Work Requests, Section 6.4 Preventative Maintenance (PM), and Section C.6.5. Firearm Ranges.

10. Offerors should pay special attention to the strict security requirements contained in Section H.29 PHYSICAL AND PERSONNEL SECURITY REQUIREMENTS of the solicitation.

11. The cost of the new contractor’s move from a temporary site to a designated area will be borne solely by the new contractor and not be subject to reimbursement by the Government.

NOTE: This is a competitive acquisition. Offerors are advised to pay particular attention to Proposal Requirements at Sections L and Evaluation Criteria at Section M.

C.2.2.4.7 Payment of Environmental Fines and Penalties

The Government will pay fines or penalty charges associated with Government violations. For violations involving both Contractor and Government fault, if the parties cannot agree on respective responsibility, the CO shall issue a final decision on the matter, which shall be subject to appeal under the Disputes Clause of this contract.

C.2.2.4.8 Contract Action for Negligence

Environmental fines or penalty charges, assessed to the Contractor, associated with citations issued by Federal, State, or local officials for faulty or negligent operation or maintenance practices by the Contractor does not limit the Government’s right to take other appropriate contract action.

C.2.2.4.9 Information Requests from Environmental Regulatory Agencies

The COR, along with the Environmental Specialist serves, as the Government point(s) of contact for environmental regulatory agencies. The Contractor shall submit information requested by environmental regulatory agencies including, but not limited to, permit applications, mandatory notification requirements, mandatory reports, and proof of compliance actions required of the FLETC to the COR rather than directly to the requesting agency. The Contractor shall inform the COR of all such requests the next working day after receipt and shall provide the requested information to the COR within five (5) days of receipt of the request unless otherwise directed by the CO.

C.2.3 ENERGEY CONSERVATION PROGRAM

The Contractor shall instruct its personnel in energy conservation practices, and require them to operate utilities in a manner that precludes wasteful use of energy. Unauthorized personnel shall not adjust controls for heating, ventilation, and air conditioning systems. Only Energy Star rated appliances shall be purchased in performance of this contract.

The Contractor shall use Energy Conservation Measures and maintain records in accordance with Attachment 57 - Energy Conservation Measures.

C.2.3.1 Procurement of Energy Efficient Products

All products purchased under the contract shall be IAW Section 507 of EO 12902 Energy Efficiency and Water Conservation at Federal Facilities. The Contractor must maintain supporting documentation of meeting the EO in the purchasing file and in the technical library O&M record.

2) Perform physical relocation/reconfiguration of furnishings, furniture and equipment in response to a phone call to the Contractor trouble desk. Representative items issued from and stored in these warehouse sections include office, classroom, dormitory and training site property. Non-accountable furniture or equipment shall not be issued unless a Form FTC-ADM-43 “Property Accounting Change Report Form” (Sample in Section J, Attachment 39) is sent to the issue section. These services are intended to transport these types of items between and within buildings.

3) If accountable property is moved, obtain receipt signatures on the FTC-ADM-43 “Property Accounting Change Report” (Sample in Section J, Attachment 39).

4) Make appropriate distribution (including original signed copy) of the FTC- ADM-43 “Property Accounting Change Report” (Sample in Section J, Attachment 39) to the COR and Property Administrator within two (2) workdays of when accountable property is moved.

b) The Contractor SHALL NOT move accountable property (that is, an item that has a FLETC ID number), unless the FTC-ADM-46 “Move Order Request” (Sample in Section J, Attachment 35) is accompanied by a form FTC-ADM-43 “Property Accounting Change Report” (Sample in Section J, Attachment 39) unless receiving direction from the CO.

C.4.4.3 Assembly/Repair/Installation Services

a) The Contractor shall pick-up and deliver point-to-point from any location on the Center to any other office/classroom/training venue on the Center or within a ten (10) mile radius of the Center, in response to telephonic or written requests by the COR:

1) Assemble items received in a knocked-down condition. These services are to be performed upon Government written (Work Order or Move Request) or service call request.

2) Perform minor, first echelon repairs (such as repair of desk drawer, replacement of chair casters, etc.) to office/classroom furniture and furnishings.

C.4.5 Inventory Services

a) The Contractor shall maintain separate computerized inventories for each warehouse section and statistical records as well as produce various computer reports.

b) The Contractor shall use an off-the-shelf inventory control program compatible to the software used by the Government, currently Microsoft software, and shall operate in a paperless environment. The system shall be capable of generating multiple reports on the

g) The Contractor shall always accomplish maintenance and repairs with proper regard to preservation of life and property.

h) Maintenance and repair efforts will be initiated by the Contractor in coordination with the

COR.

i) The Contractor shall make repairs in accordance with manufacturers' specifications or guidelines, federal, state, county, and local authority (the Government has adopted the IBC, NFPA, NEC and IPC).

j) The Contractor shall make quality repairs that prevent any malfunction or reoccurrences due to poor workmanship or other Contractor inadequacies. Repaired work shall be carried to completion, including painting. The Contractor shall remove any stains or other unsightly marks upon completion of work.

k) The quality of the work and the repaired areas shall be fully compatible with adjacent surfaces or equipment.

l) The Contractor shall provide new parts and components when providing maintenance and repair services as described herein:

1) The Contractor shall ensure all replacement units, parts, components, and materials used in the maintenance, repair, and alteration of facilities and of equipment are compatible with the existing equipment on which it is to be used;

2) Are of equal or better quality than original equipment specifications;

3) Comply with applicable government, manufacturer, commercial, or industrial standards; and are used in accordance with original design and manufacturer intent;

4) If the original manufacturer has updated the quality of parts for current production, the Contractor shall ensure parts supplied are equal to or exceed the updated quality;

and

5) The Contractor shall retain the parts replaced for at least ten (10) working days after completion of the job and make these parts readily available for inspection by the COR upon request.

6) Comply with Energy Measures; see Attachment 57 - Energy Conservation Measures.

m) If materials, equipment, or components used by the Contractor are found to be unacceptable to the Government, the Contractor shall, at no additional cost to the Government, remove, replace, and rework material, equipment, and components so that the contract requirements are satisfied.

3) Inspect water softener operation, adjust and add salt as needed.

a) Building’s 26 and 38 Water Softeners require Weekly Preventative Maintenance.

4) Inspect air compressors (fixed and portable) (see Section J, Attachment 8, Portable), adjust and repair as needed.

5) Inspect Firearms Range targeting systems, controllers and all related pneumatic and electrical supply connections, replacing any worn or defective parts.

b) Quarterly: (examples of Quarterly type items – not all inclusive):

1) All Exhaust Fans one (1) horsepower (hp) and larger.

i. Replace worn belts as needed and/or adjust for proper tension.

ii. Check and record fan RPM's.

iii. Lubricate motors.

iv. Check and record fan motor amps.

2) Well pumps.

i. Clean out debris and check operation.

3) Well holding tanks (skid pans at the Range complex).

i. Drain and clean, as needed.

4) All Clothes Dryers (Electric & Gas).

i. Remove access panel and vacuum out all lint.

5) Inspect Firearms Range target lane line stripes and numbers. Repaint all faded and worn lines and numbers.

6) Drain Four-Wheel Drive water holding obstacle tanks, remove debris, and refill.

c) Semi-Annually: (examples of Semi-Annual type items – not all inclusive):

1) Smoke Detectors.

i. Activate all smoke detectors.

GENERAL OVERVIEW FOR CONTRACTOR RELATED BUILDINGS WITH

ENERGY CONSERVATION MEASURES (ECMs) PROVIDED BY THE ENERGY SAVINGS

PERFORMANCE CONTRACT (ESPC) – NORESCO CONTRACTOR AT THE FLETC ARTESIA FACILITY

General Background

All federal facilities, including The Federal Law Enforcement Training Centers (FLETC), are required to reduce their energy and water consumption.

From these laws, executive orders and memorandums, federal agencies are specifically required to

Reduce energy intensity in non‐excluded facilities by 3 percent annually or 30% by FY 2015 based on a 2003 base year (E.O. 13423)

Reduce water intensity (gallons per square foot) by 2% each year through FY 2015 for a total of 16% based on water consumption in FY 2007 (EO 13423)

Use a percentage of their electrical energy from renewable energy (wind, solar, geothermal, and biomass) – (FY13 ‐ 7.5%, FY15 – 10%, FY16 – 15%, FY18 – 17.5% and FY20 – 20%)

In order to accomplish the mandated energy savings requirements, an ESPC implemented updates enterprise‐wide for FLETC. With the ESPC contract, FLETC is able to reduce energy cost and meet regulatory requirements for reduction of greenhouse gases.

ESPC Contract

The ESPC contractor, NORESCO, installed energy savings equipment, devices and fixtures throughout many buildings at each FLETC site. With these installations, NORESCO guaranteed FLETC would see a specific energy and water reductions. In Artesia, the energy conservation methods installed included lighting, lighting fixtures, occupancy sensors and controls, air conditioning/mechanical controls, kitchen vent‐hood controls and Direct Digital Control (DDC) upgrades. The equipment installations were subdivided into groups called Energy Conservation Measures (ECMs). The terms of the ESPC performance period for the ECMs is 17 years and will close out on 08/31/2033.

ESPC Deficiency Reporting Method

To ensure FLETC is achieving the guaranteed savings and adhering to the contract requirements, NORESCO will perform an annual Measurement and Verification report (M&V) and all ESPC related deficiencies will be addressed as required. In addition to the annual M&V, for the first five (5) years of the ESPC, each site will have a monthly NORESCO visit which will assist FLETC in reviewing the deficiencies and reviewing trends. The contractor is responsible for adding all deficiencies/changes to the FLETC ESPC Deficiency List – Artesia, NM, attachment #1. The “open” items on this list will become part of each month’s NORESCO visit report generated by NORESCO. At each site, the site ESPC COR is responsible for keeping the site’s deficiency list up‐to‐date and is the official keeper of that site’s list. An update of this list is due on the first of every month.

For both contractor and FLETC controlled systems and to ensure the ECMs are being maintained properly, the Facilities Management Division (FMD) will perform internal and external audits/reviews as often as necessary to validate ESPC system operations. These reviews will provide system test and verifications as a whole, with specific attention to systems related to the ECMs.

Where deficiencies are found, replacements are made, changes are implemented and warranties are addressed, it will be necessary to track and record on FLETC’s deficiency list, attachment #1.

ESPC items found deficient will be added to the deficiency list by the ESPC COR or government designated personnel.

In accordance with the existing facilities contract, all fixtures and associated equipment pertaining to ESPC ECMs shall be maintained in working order and when found defective the repairs and replacement parts shall be equal or equivalent to the ESPC ECM installations. The replacement parts shall be approved by the FLETC ESPC Contracting Officer’s Representative (COR) prior to installation.

The Contractor(s) shall provide a cut‐sheet or specifications of replacement parts to the FLETC ESPC COR prior to approval and installation. These replacements shall be tracked and recorded using the FLETC’s deficiency list, attachment #1. For each site, the Contractor(s) COR shall provide the recorded information to the ESPC COR on the first of every month or as required.

As stated in the ESPC contract: “The Government will maintain adequate and necessary records from inspections, which will be made available during the annual M&V review. These records will contain at a minimum, the ECM’s affected, date repair and/or replacement implemented, and description of activities performed and will be provided to the contractor to be included in the annual M&V report.“

ESPC Replacement Parts

Under warranty: All ESPC replacement parts shall be equal or equivalent to the ESPC ECMs installations and approved by the FLETC ESPC COR prior to installation. All ESPC parts under warranty shall be returned for replacement to the ESPC COR in Artesia’s Building 192 or his/her designated official.

Not under warranty: The facility maintenance contractor shall be responsible for the replacement of ESPC ECMs and shall provide and install parts of equal or equivalent performance to the ESPC ECM installations. Approval shall be obtained by the FLETC ESPC COR prior to installation of replacements.

SPECIFIC BUILDINGS WITH ECMs

For Artesia, the ESPC contract is broken into four ECMs:

The following are detailed breakdowns for each FLETC Artesia ECM.

ECM‐01

Lighting Upgrades

This ECM consists of energy efficient upgrades of the existing lighting systems and controls.

NORESCO conducted a detailed survey of the lighting systems and found opportunities for fixture upgrades and lighting controls. From the survey data, NORESCO identified economically attractive lighting upgrades and controls and has installed specific retrofits for each location, taking into account the characteristics of and tasks performed in each space.

HVAC Controls Upgrades

NM Project Buildings (9 Buildings): Buildings 2, 4, 25, 26, 27, 36, 38, 75 and 76

NORESCO upgraded the existing EMCS in order to allow for the implementation of several energy saving control strategies. The scope of this ECM included nine buildings. The implementation of this measure produces a significant improvement in FLETC Artesia’s ability to manage and control its HVAC systems. As part of the EMCS upgrade, NORESCO commissioned the control systems at all nine buildings to ensure proper control system operation including scheduling, set points, and overrides.

The cost savings achieved through this ECM are primarily generated through the implementation of the following energy saving control strategies:

Unoccupied setback and setup

New uniform occupied temperature setpoint of 74°F for cooling and 70°F for heating

Supply air temperature reset

Demand controlled ventilation

Hot water and chilled water supply temperature reset

Economizer capability on the air handling units

Specifically, this ECM upgraded Buildings 2, 27 and 36 that had pre‐existing ALC systems, with

BACnet compatible controls, to communicate with the ALC front end, replaced the legacy EMCS control system in buildings 75, 76 and 25 that could not be upgraded to BACnet compatibility with up‐to‐date ALC control system, provided and installed new up‐to‐date ALC controls in Buildings 2, 4, 26 and 38, in areas, which had no existing automated controls, installed and configured to provide two‐way communications over the new multi‐site communication network and implemented new energy saving control strategies including, but not limited to: scheduling with temperature start/stop override and unoccupied temperature setback, CO2 control, outside air economizer control, variable speed operation, supply air temperature reset, and humidity control, and chilled/hot water reset and supply air temperature reset.

Heating and cooling requirements for dorm rooms are as follows:

* Heating Mode = Occupied ‐ 70 degrees (F) / Unoccupied Setback ‐ 65 degrees (F)

* Cooling Mode = Occupied ‐ 74 degrees (F) / Unoccupied Setback ‐ 79 degrees (F)

HVAC Occupancy Controls

NM Project Buildings (5 Buildings): Buildings 16, 19, 21, 33, and 35

This ECM involved the installation of occupancy controlled thermostats in 970 rooms located in

Buildings 16, 19, 21, 33 and 35. This measure generates savings by setting back room temperatures during periods when the rooms are unoccupied thus minimizing the cost of HVAC. The sources of savings are reductions in cooling, heating, and fans loads which yield electric demand, electric energy, and natural gas savings.

This ECM uses occupancy sensing controls and temperature control units to setback space temperatures and reduce fan and cooling/heating energy consumption when rooms are unoccupied. The control units replace the existing 24‐volt wall thermostats and have integrated occupancy sensors, external door switches, and passive infrared sensors. Upon the suite occupant opening the entry door, the door switch sends a signal to the passive infrared motion sensor thermostat to verify occupancy. With detection of occupancy, the Occ‐Stat enables occupied mode for occupant manual control of the HVAC thermostat. Upon the occupant exiting the suite, the door switch sends a signal to the passive infrared motion sensor thermostat to confirm and enter unoccupied mode.

Heating and cooling requirements for dorm rooms are as follows:

* Heating Mode = Occupied ‐ 70 degrees (F) / Unoccupied Setback ‐ 65 degrees (F)

Kitchen Hood Controls

NM Project Building (1 Building): Building 26

NORESCO installed equipment and controls to optimize the operation of the kitchen hoods in Building 26, Dining Hall. The hood exhaust systems and associated make‐up air units serving the kitchen area consumed a significant amount of energy because they were constant volume systems that brought in

100% outside air regardless of ventilation requirements associated with cooking operations.

In order to reduce the amount of energy consumed by the kitchen ventilation and makeup air system, NORESCO installed Melink Intelli‐Hood II Demand Ventilation Controls to allow the fans to modulate when cooking activity is low. This system includes I/O processors, keypads, temperature sensors, optic sensors, VFDs and cables. This ensures that the operation of the kitchen hoods is optimized based on the actual cooking demand, reducing the energy consumption of these systems and generating energy and cost savings for FLETC.

496. Reference Section C.6.5.1.d: Approximately how many days a year have scheduled training on the range? How many nights a year are there scheduled training sessions? How many Saturday mornings a year are there scheduled training sessions?

Government Answer: See Question #236. Night fire and remedial training normally occur between 1700-2200 Monday-Friday, five times per week; remedial training may occur on Saturday’s normally in the morning. The FLETC averages approximately, 40 remedials per year and 2 night fire trainings per week (104 annually).

497. Reference Attachment 18 - Maps: The maps provided in Attachment 18 (and elsewhere in the solicitation) are not clearly legible and there is no way to determine whether or not all of the facilities within the fenced areas of the project site are the same facilities listed in Attachment 15 Facilities List. Please provide clear references or maps on the facilities and areas the contractor is responsible for.

a. Q&A #15 – The postage equipment lease/maintenance is given as $10,000 annually and states this cost is the contractor’s responsibility under the firm-fixed price contract.

b. Please provide a breakout of what the $10,000 is attributable to.

c. What is the annual postage costs by year for the last three years?

c. Q&A #22 – Reference is made that costs associated with moving the contractor to other space will not be reimbursed by the government. Moves can be very expensive and labor intensive. The cost to move telephone land lines, internet, copy machines, etc., are also significant costs. How many times can the contractor expect to be relocated to different space during the life of the contract? Will the contractor be permitted to accomplish these moves during normal work hours or must they be accomplished after hours using overtime?

Will the contractor be provided leniency from workload in order to accomplish the moves or will they be expected to hire additional staff or use overtime to accomplish the move?

Government Answer: See Question #409. If moves are required, the Government will act in good faith to consider timeframes/deadlines and work requirements.

d. Q&A # 27 – The requirement of move requests can be a significant workload. If the government does not track moves by pieces of furniture/equipment, then please provide the average number of hours needed weekly to accomplish move requests. How many FTE’s currently accomplish this requirement? How many people does the typical move require (i.e., can one person normally accomplish the move alone or are two people needed)?

e. Q&A # 42 – What is the historical monthly/annual cost of postage? Attachment references “Lease/Maintenance” agreement costs at $10,000 annually. What exactly comprises the “lease/maintenance” costs? Does this $10,000 include all postage costs for mailings, etc?

f. Q&A #48 – Does the government currently furnish a washer and dryer for contractor use to clean rags and mop heads? If not, is the contractor permitted to furnish a washer and dryer for this purpose? Will the government furnish the utilities (electric, gas, water), for contractor furnished washer/dryer?

Government Answer: Washer and Dryer are not furnished by the Government, space would be available per Question #48, utilities noted in Question #108.

499. Attachment 27 Historical Data significantly underestimates the number and type of Contractor furnished vehicles. It would appear that the incumbent has closer to 25 trucks and five golf carts. Request the government provide a more accurate representation of contractor furnished vehicles.

Government Answer: See Question #370 for GFP/GFE. The Government does not track the total number vehicles the Incumbent Contractor utilizes. The Offeror should use business judgment in preparing to perform the services as required.

500. C.1.18.1 Project Manager and Assistant Project Manager, page C-10: Indicates APM shall have a minimum of two years’ experience in cost estimating (e.g. in maintenance/repair of facilities and management of real property, warehouse management, custodial and grounds/landscape activities). Please clarify if the two years’ experience must encompass all five categories or just one of the five listed? Requiring experience in all five areas is unduly restrictive and will present problems for bidders to find qualified personnel in the geographical area of Artesia, NM.

Government Answer: The Government requirement is cost estimating experience, the cost estimating examples listed are the estimating types that will be needed and any cost estimating experience will be considered.

501. Para C.2.2, Environmental Compliance, page C-22: Have there been any new or added environmental requirements or additional compliance on this contract from the current?

Government Answer: The environmental requirements of the current contract bare no significance to the current solicitation. Environmental requirements for the current solicitation are specified throughout the document. General compliance remains the same in that the contractor is expected to perform all services within the parameters of all Agency, Local, State and Federal environmental policies, directives, laws and regulations.

502. C.4.4.2 Transportation/Delivery Services, page C-48: Indicates requests may be urgent and require immediate response. (1) Who determines whether an immediate response or whether it can be scheduled? (2) What type move or parameters would generally require an urgent/immediate response? (3) Of the 200 monthly furniture/equipment moves indicated in Attachment 27 Historical Data, how many can the contractor expect to be non-scheduled urgent moves? (4) Are the majority of urgent moves involving major items of furniture/equipment to be moved? All of the requested information should be readily available and easily extracted from the government INFOR system or other computerized system and is needed so bidders can adequately understand and price the scope of these services.

Government Answer: (1) The Government will determine priorities in the event multiple moves are required.

(2) Unexpected classroom set ups, damaged furnishings, building maintenance moves due to damages (i.e. water damage, unexpected training needs, etc.).

503. C.4.4.2 Transportation/Delivery Services, page C-48: States the government will attempt to provide 24 hours advance notice for the following requirement. Please clarify that the “following requirement” is in reference to paragraphs a) and b).

504. C.4.4.2 Transportation/Delivery Services, page C-48: States the contractor shall ensure they have an adequate workforce in order to accommodate the Government’s moving requirements. The Government has not provided sufficient data for bidder’s to price this element of performance. Instead, only broad statements are provided such as “Requests may occur sporadically” … “may be routine and allow scheduling” … “may be urgent and require immediate response” … “may range from a single item to office of furniture, dorm rooms to entire classrooms”… “Graduations requiring 100 or up to 300 chairs” and “historical monthly moves of 200 work orders. Bidders cannot properly estimate or staff the scope based on this information. The government needs to provide an annual number of hours for move requests. This information should be readily available and easily extracted from the computerized systems that track this information or from the incumbent monthly reports.

505. C.4.5.3.a).1). Non-Accountable Equipment/Furnishing Warehouse Section, page C-52: This paragraph states that non-accountable furniture or equipment shall not be issued unless a form FTC-ADM-13 Property Accounting Change Report is sent. Should this refer instead to the FLETC Inventory Control Form FTC-ADM-80 as mentioned in Paragraph C.4.4.2.a).2) on page C-49? Please clarify.

Government Answer: FTC-ADM-43 is the required form for Property moves deemed non-accountable and accountable.

506. C.5.6 Green Cleaning, page 60: Will bleach be permitted for use for certain cleaning where green products will not work sufficiently?

Government Answer: Yes, bleach is allowed for cleaning purpose.

507. Para C.5.9.5.c) Glass Cleaning, page C-64: Indicates window screens will be cleaned. Who is responsible for purchase and replacement of damaged window screens? If contractor, are the costs reimbursable or to be included as part of the FFP?

How many screens require replacement on an annual basis?

Government Answer: See Question #186, there is currently no estimate on the number of screens replaced.

508. Paragraph C.5.9.6 Windows Coverings, page C-65: Reference is made that drapes, curtains and unique coverings that are not Government issued are not included. What is the contractor’s responsibility, if any, for those items?

Government Answer: If the window covering is not Government furnished, there is no responsibility to the Contractor (personal swags, drapes, window clings, etc.)

509. C.5.9.9 Restrooms, Showers and Locker Rooms, page C-65: Is the contractor responsible for providing shower soap?

Government Answer: Not in dormitories, this solicitation does cover all showers in the physical technique areas and shower rooms not associated with specific dormitory areas.

510. C.5.9.9.h). Restrooms, Showers and Locker Rooms, page C-66: Is the contractor to purchase and provide the replacement shower curtains or are they government furnished? If contractor furnished, please provide all various sizes of the shower curtains and type (i.e., vinyl, plastic, nylon).

Government Answer: See question #141, most curtains are vinyl and plastic.

511. C.5.11.a.4, Water Supply, page C-71: Indicates that contractor shall be responsible for all lost, damaged or destroyed bottles. How many bottles are lost/damaged/destroyed that must be replaced by the contractor on an annual basis?

General: The RFP makes no mention of the work required to support the current

Immigration & Customs Enforcement (ICE) staff, and the site visit did not include those areas. It is our understanding that ICE staff are located in Buildings 171, 172, 135, 176, 169 and 174 and that work requirements have increased exponentially in both janitorial and maintenance costs areas.

515. ICE Support:

a. We are assuming that since the RFP is silent relative to ICE support that services for these areas and ICE staff is not part of our responsibility. Please confirm.

The contractor is responsible for maintenance and repair of its grounds equipment to ensure equipment reliability to perform the required tasks.

a – Where will the grounds equipment (including vehicles) be housed on the FLETC/Artesia complex to keep the equipment from exposure to the elements that can hasten the deterioration and shorten the life span of the equipment?

b – Where on the FLETC/Artesia complex can the contractor perform preventive maintenance and repair of the grounds equipment (including vehicles) in order to maintain equipment reliability?

Government Answer: a - Current storage for these items is near building 10, and connex boxes at the range, no cover is provided by the government for this.

b – No maintenance or repair of vehicles is allowed on the FLETC.

518. Ref: Page C-95, Section C.6.5.1 Firing Ranges (Target Systems, Grounds, Facilities, Structures, Equipment, Components and Light), Para d) states under a note that "Historically there have been up to fifteen (15) trouble calls per day, two being simultaneous per day; and three parts orders per year.” which could total up to 300 per month considering 20 work days per month. TE 27 – Historical Data showed an average of 337 Trouble Call work orders per month.

a - Does the average number of Trouble Calls identified in TE 27 – Historical Data include the estimated Trouble Calls for Firing Range support?

b – In addition to Trouble Call requirements, how is preventive maintenance (PM) tasks accounted for in the historical PM numbers shown in TE 27 – Historical Data?
