Program. The Contractor shall implement the plan in each Government-furnished and Contractor-operated facility. The final plan shall be submitted to the CO for approval fifteen

(15) days prior to contract start date, or as otherwise directed by the CO. The Contractor Fire Prevention and Protection Plan shall be implemented on the contract start date. The Contractor shall update the plan as changes occur and shall submit a copy of the proposed plan to the CO for approval thirty (30) days prior to the proposed effective date of the updated plan.

C.3.1.10 HAZARDOUS MATERIAL SPILL PLAN

The Contractor shall develop a detailed spill plan with site map (See Section J, Attachment 18 and 44) for each facility that stores hazardous materials. The plan shall be submitted to the CO for approval fifteen (15) days prior to contract start date for approval, or as otherwise directed by the CO. The Contractor shall submit updates to the COR/CO for approval at least three (3) days prior to implementation of such updates, unless the updates are required immediately for safety or to avoid injury or damage; in such an event, the updates may be implemented immediately and furnished to the COR/CO for review and approval.

C.3.1.11 SUMMARY of SERVICE PLANS and REPORTS (DELIVERABLES)

Section J, Attachment 42, summarizes the reports and plans and the frequency when the report is due. During contract performance, the Contractor shall promptly update any required plan or report changes by written submission to the CO within forty-eight (48) hours of the change. The COR/CO may request the written submission of any required plan or report at any time during contract performance.

All Contractor required plans that are updated/changed/revised shall be submitted within thirty (30) days after the exercise of the option to renew and whenever the methods, procedures, or controls used are changed by the Contractor. All changes to any Contractor required plan must be approved by the CO. The Contractor shall comply with the existing approved plan, until any changes or revisions to a new plan is approved by the CO.

C.3.2 WORK CONTROL and RECEPTION

The Contractor shall schedule all work in accordance with the frequencies specified in the appropriate Section C and shall control and perform all work so as not to cause interference with Government work or work being performed by other contractors. All work schedules shall be submitted prior to performing the work for CO approval in accordance with the specification.

The Contractor shall operate and maintain a Trouble Telephone/Work Reception Desk function during the hours of 0700 to 1700 Monday through Friday, excluding Federal holidays, to receive and process requests and discrepancies reported. The trouble desk will be located in a Government furnished space.

C-94 cannot be removed. Carpet tiles will be Government furnished.

13) Correct, replace, or repair vinyl floor covering.

14) Correction of leaks in bathrooms and other piping in dorms and student centers.

15) Un-stoppage of P-traps, toilet, and shower drains.

16) Adjustment and replacement of all flush valves on urinals and commodes, set flows for proper operation.

17) Inspect all glass (that is, windows, mirrors) and replace if broken or cracked.

18) Maintain all steps and exterior walking surfaces in a safe, aesthetically pleasing and usable condition.

19) Inspect and replace hardware, and other trim throughout buildings as needed.

20) Inspect and replace toilet seats, floats and flappers, valve stems, faucet washers, p-traps, and mixing valves.

21) A minimum of ninety (90) percent of the washers and dryers in Buildings 2, 7, 18, 34, and 38 must be operational at all times; additionally, the Contractor shall maintain a bench stock of parts/pieces/components to include, but not limited to, pumps, hoses, timers, and belts for various types of equipment (that is, Whirlpool, Estate, Speed Queen).

22) Maintenance/Repair of both Commercial and Residential washers and dryers located in Buildings 7, 18, 34, and 38 will be the responsibility of the Contractor; with any replacement to be determined by the Government.

23) The Contractor shall provide after hour services as needed.

C.6.5 FIREARM RANGES

C.6.5.1 FIRING RANGES (TARGET SYSTEMS, GROUNDS, FACILITIES,

STRUCTURES, EQUIPMENT, COMPONENTS, and LIGHT)

The Contractor shall:

a) Be responsible for the maintenance and repair of all the Firing Range targeting systems, inclusive of outdoor ranges eighteen (18) each, shoot houses three (3) each, and

Contractor in the Government provided office. The Technical Library, if required by this contract, shall remain in place, in acceptable working order, at the Contractor's office at completion (or termination) of the contract. Upon contract completion or termination of the contract the Contractor shall make the library available to the follow-on contractor during the Phase in/Phase out period. The exiting Contractor shall ensure the Technical Library is in an organized and maintained state prior to turning over to the follow-on contractor.

H.37 SALVAGE

a. All Government-owned material and equipment which are removed or disconnected, but are not specifically indicated or specified for reuse shall remain the property of the Government if determined by the COR to be of value. Such items shall be delivered by the Contractor to the location on FLETC designated by the CO, when and if circumstances arise which warrant doing so.

b. All recyclable commodities collected, processed and sold by the contractor shall be managed as property of the Government. All proceeds for commodity sales shall be turned over to the COR in the form of a check made payable to the Federal Law Enforcement Training Center – Recycle Program, and with required records and receipts.

278. Reference C.7 Provide the annual IPMP report from 2013.

Government Answer: The IPMP was developed in 2014, and is a new requirement for the Performance Work Statement (PWS).

279. Reference C.7 Can Soil sterilant be used in other areas besides the fence line?

Government Answer: No.

280. Reference C.7 are there on site fuel pumps for the grounds equipment?

281. Reference C.7 are there on site maintenance facilities for the grounds equipment?

Government Answer: If the Offeror is referring to a garage or maintenance bay that services grounds equipment, then no. There is not a contractor on-center that provides this type of maintenance for lawn equipment.

282. Reference ICE Detainees – Although not mentioned in the solicitation or during the Site Visit, will the Contractor have any responsibilities to be performed related to the ICE Detention area or the individuals housing units within the area?

Government Answer: See Amendment 000004.

283. Reference Section L Past Performance Volume in a prime sub approach is the requirement for references up to 6 per team member?

Government Answer: The Offeror must submit at least 3 but no more than 6 past performance references regardless of approach.

284. Reference Section L, Past Performance Volume is there a page limit to this volume?

Government Answer: See Question #234.

285. Reference Section L Past Performance Volume, please confirm the page formatting for this volume (single spacing, Time New Roman 12 pt, 1” margins).

Government Answer: Yes, continue the same formatting approach.

286. Is the shop area provided to the contractor fully stocked with the appropriate power tools (i.e. drill press, band saws, table saws, welding equipment, etc.)?

Government Answer: No, these are the responsibility of the Contractor to provide.

287. Upon review of Section J, Historical Data, we did not see the current contract value disclosed. May this be disclosed?

Government Answer: The current contract’s, HSFLAR-11-C-00001, information can be found on Federal Business Opportunities website.

288. There is mention of INFOR/EAM in the PWS C.3.4, but very little information is provided for this system. Upon researching this system, it was noticed that many versions are available. Could further elaboration for this system be provided?

Government Answer: Version 11.0 Build 201402.

289. Review of GFE did not identify a computer system for the INFOR/EAM program. Are we to assume that the Contractor will furnish a computer system for this program? If so, what are the specifications to operate this system?

Government Answer: No, the computer for this system is provided by the Government.

290. Variable Air Volume control units (VAV) frequently require replacement. Our review of the Air Handler Units and the VAV’s does not indicate the VAV manufacturer and model.

Could this information be provided for pricing?

Government Answer: There are several makes and models of VAV’s on the FLETC, Delta, Trane, Johnson, and Honeywell to mention a few. Some are straight air volume control, some have electric re-heat, and some have water re-heat.

291. Section J, Historical Data, indicated the average ARSP is projected to be 600 per month in 2015. Are there any projections for the following option years?

Government Answer: Not at this time.

292. Performance Work Statement C.2.1.13, Respiratory Protection Program and Fit Testing, cited OSHA 29 CFR 1910.120. Upon verifying the requirements of this program, we discovered the regulation for the program is OSHA 29 CFR 1910.134. Is this correct?

Government Answer: Per Section C.2.1.13, the Contractor shall provide required respiratory protection and annual fit testing for employees potentially exposed to airborne hazardous substances IAW 29 CFR 1910.120 and 134.

293. During the site visit and bus tour, we were driven by the current contractor’s facility and area. There appeared to be separate materials storage units adjacent to the facility and upon review of Section J, GFP, GFP, we did not see storage buildings listed. We assume that the contractor is furnishing required storage out buildings. Is this correct?

Additionally, is there an identification to how much of the current contractor’s facility is utilized for material, supplies, parts storage? Is the current facility an “open bay” structure or is it constructed with multiple spaces, and if so how many spaces?

Government Answer: Building 10 has a large two story open bay area in the back (north side), the bottom floor is a shop area, and the second floor is storage. There are 4 office spaces on the ground floor.

294. The solicitation stated that the contractor awarded this contract will at their expense move from the current contractor facility to a different location. We failed to see a timeline for this relocation. Has that location been identified so that we might examine the square footage and additional storage requirements and forecast pricing?

Government Answer: See Question #22 a). See replacement page C-5 under Amendment 000004. Square footage and storage will be comparable unless otherwise noted.

295. Section J, Historical Data, listed under Driver Training Ranges and Four Wheel Drive Course…”Repair/replace pumps twice per year”, yet it doesn’t clarify what type of pumps. Could clarification be provided?

Government Answer: There are 2 (two) separate course’s that utilize pumps, 1 (one) course uses Emerson 10.0 HP, 208/230 – 460V 3Ø motors with Berkeley B1-1/2 TPM pumps (or equivalent). The other range uses AO Smith 2.0 HP, 230 1Ø Jet pumps (or equivalent).

296. During the phase-in period, will the Government provide a location for the phase-in team to conduct activities?

Government Answer: See Question #22 a).

297. Ref: Page C-75-76, Section C.6.2 Maintenance and Repair, states "Individual replacement and component parts valued at $500.00 or less are to be supplied by the Contractor, those parts valued over $500.00 shall be purchased after Government approval, and the Government will reimburse the cost greater than the initial $500.00 (for example, a part purchased at $501.00, the Government will reimburse $1.00), there will be no markup for overhead, profit, etc.

a. - Please provide the historical data on the number of occurrences the Government paid for replacement and component parts over $500.00 during the last two (2) years.

Government Answer: There is no historical data available.

298. Ref: Page L-4, Section L, under Section II states "One (1) Compact Disc (CD) mirroring the entire proposal is required.” Please advise what the Government requires to have the contractor include on the one CD.

a.– Is the Government requiring the one CD to include Volume I – Technical Proposal only?

b. – What file format must the contractor use to meet the CD requirement, .pdf, etc.?

Government Answer:

a. The CD must mirror the entire proposal; all inclusive.

b. The preference is searchable Adobe Portable Document Format (PDF) for

Technical, Past Performance, and the detailed discussion information of Pricing. Excel is preferred for pricing spreadsheets.

See Question #231.

299. Ref: Page L-6, Section L, under Price Volume lists the submission requirements for financial and pricing information to be submitted by the offeror. Ref: Page L-4, Section L, under Section I states that the contractor will submit (a) completed and signed RFP SF 33 (Section A) with a cover letter delineating any exceptions taken to the RFP terms and conditions and (b) completed Representations and Certifications (Section K). We could not find solicitation instructions on where to include the Section B – Price Schedule.

a. – Are we correct to assume that the Section B – Price Schedule is to be submitted with the Price Volume?

Government Answer: Yes

300. Ref: Page 79, Section C.6.2.2 Electrical, states “The Contractor shall maintain and/or make necessary minor alterations at the Governments request to electrical equipment and distribution systems (less than six hundred (600) volts) beginning at the secondary side of the utility step-down transformer.”

a. – Does the Government have all required electrical equipment and distribution systems properly marked to meet ARC Flash requirements?

b. - If so marked, how many pieces of electrical equipment and distribution systems are at

FLETC?

Government Answer:

a. To date, the equipment is properly marked as per ARC Flash Requirements.

b. See Attachment 16.

301. Ref: Page L-3, Section L, under Submission of Proposal, subparagraph c) states

“Offerors may use certified, registered, or express mail procedures.”

a. – Can the offeror hand deliver its proposal submission package to the address listed in the above-referenced subparagraph c)?

302. Ref: Page C-83, Section C.6.3 Painting states "Major interior or exterior painting of a facility exceeding one thousand five hundred (1,500) square feet of surface areas is NOT included in the scope of work of this contract.” Under a current facility operation and maintenance contract, painting in excess of 200 square feet is considered work covered by the Davis Bacon Act (DBA).

a. – Is painting is excess of 200 square feet on this contract considered DBA work?

b. – If so, will the Government provide the most current DOL General Wage Decision for the Artesia, NM area?

Government Answer: a. No, see Question #163.

b. The current WD for Eddy County is WD No. 2005-2511/REV No. 18 dated July 25, 2014. Attachment 55-SCA WD 2005-2511 is the most current version.

303. Ref: Page C-87, Section C.6.4.3 Generator Maintenance provides the maintenance requirements for generators located on the FLETC complex to include conducting operational tests.

a. Will the Government provide the fuel for the generators to meet the contract maintenance requirements?

Government Answer: Not for portable generators, fixed generators are fueled by natural gas or propane backup. The Government pays for the fixed generator fuels, Contractor supplies fuel for the portable generators.

304. Ref: Page C-81, Section C.6.2.4 HVACR Systems, Para (c) and Page C-85, Section C.6.4.1 Scheduling, (c) both make reference to the Government-provided InforEAM software relative to Preventive Maintenance (PM) taskings.

a. What version of InforEAM system that is currently in use at FLETC?

Government Answer: See Question #288.

305. Ref: Page C-22, Section C.2.2.2 Environmental Management System (EMS) states “The EMS shall incorporate practices to increase energy efficiency, reduce fuel consumption, conserve water, reduce hazardous material usage, as stated in the Executive Order (EO) 13423, Section 2 Paragraph (a), (d), and (e). Other efforts identified in the EO the contractor may support such as Section 2 Paragraph (c), (f), (g), (h), and Section 3 Paragraph (a), will aid the FLETC in meeting the requirements.”

a. Does the current version of InforEAM software provided by the Government have the capabilities to support the tracking of water usage, fuel consumption, electrical usage, etc. to assist in complying with EO 13423?

Government Answer: Not as it is currently used. The Government tracks water and other utility usages separately.

306. Ref: C-17, Section C.2.1.7 Ignitable, Corrosives, Reactive and toxic Materials, states “ The Contractor shall comply with FLETCs Directive 70.09 and Safety Data Sheets (SDSs) for the transportation, storage, and use of all hazardous materials used in the performance of this contract. The Contractor shall comply with the National Fire Protection Association (NFPA) 30 Flammable and Combustible Liquids Code for the storage and use of flammables and combustibles.”

a. Will the Government provide adequate storage containers for these type materials?

Government Answer: The Government does provide containers for these types of materials.

307. Ref: Page C-31, Section C.3.2 Work Control and Reception, states “All work schedules/requests shall be submitted prior to performing the work for CO Approval (emphasis added) in accordance with the specification.” Under Section C.3.3.1 Non- Maintenance Related Service Calls and Section C.3.4 Facility Maintenance Related Service Calls, the contractor is tasked to create a Service Call Request Number or Work Order Number, as appropriate, without notifying or submitting the requests prior to performing the work for CO approval. There seems to be a conflict when to secure CO approval prior to performing work.

a. Please clarify when CO approval is required prior to performing the work.

Government Answer: C.3.2 is referencing scheduled routine work, which initially will be established. The submitted question is combining distinguished paragraphs C.3.2, C.3.3.1, and C.3.4. C.3.3.1 and C.3.4 - A service call is work that is unscheduled non-routine services under this contract.

See replacement page C-31 under Amendment 000005.

308. Ref: Page H-28, Section H.37 Salvage, Para b., states “All recyclable commodities collected, processed and sold by the contractor as required in Section C.8 of this PWS shall be managed as property of the Government. All proceeds for commodity sales shall be turned over to the COR in the form of a check made payable to the Federal Law Enforcement Training Center – Recycle Program, and with required records and receipts.”

a. We could not find Section C.8 of the PWS. Please clarify.

b. Since the contractor is providing the bulk of materials and supplies, why would the proceeds be turned over to the COR?

Government Answer: All materials and supplies that are acquired by the Contractor for performance of this work statement are considered Government Property. Pursuant to Public Law 103-329, section 608, recycling revenues will be retained by the facility and may be used as deemed appropriate by the FLETC Director.

309. Ref: Page C-40, Section C.4.1.3 states that the contractor is responsible for the maintenance and repair of the Government furnished equipment and for reporting needs for major repair.

a. Can the Government provide an annual repair and cost history of repairs?

Government Answer: See Question #243.

310. Ref: Page I-11 and I-12, 52-222-99 Establishing a Minimum Wage for Contractors (DHS FAR Class Deviation 14-03) (Jul 2014), Para (a) states “The minimum wage required to be paid to each service employee, laborer, or mechanic performing work on this contract between January 1, 2015 and December 2015, shall be $10.10 per hour.”

a. Is the offeror to price the $10.10 minimum wage, where applicable, in the Base Period considering an effective date of January 1, 2015 and in all contract option periods of the contemplated contract?

Government Answer: This is the minimum wage for non-Collective Bargaining Agreements (CBA) or Department of Labor Wage Determination labor categories.

311. C.2.1.5 Safety Training, Page C-17: How many hours of initial training and annual training for contractor employees are required?

Government Answer: Regulatory driven by craft or tasking.

312. C.2.1.6 Safety Meetings, Page C-17: Are safety meetings conducted during regular working hours?

Government Answer: This is at the Contractor’s discretion.

313. C.2.1.12 Medical Monitoring Program, Page C-18: Which craftspeople are exposed to hazardous substances in the course of their duties?

Government Answer: Regulatory driven by craft or tasking based upon a Job Hazard Analysis conducted by the Contractor. See OSHA Publication 3071 (2002 revised).

322. Attachment 27, FACILITIES, identifies FIREARM RANGES BENCH STOCK, Estimated $5,000.00 of bench stock on a yearly basis. Please explain what this Bench Stock is and is the contractor to include this in our price proposal?

Government Answer: This bench stock is various parts and components needed to make immediate repairs to the targeting systems. This is a Firm-Fixed-Price (FFP) contract.

323. Attachment 27, ROADS/CROSSWALKS/SIDEWALKS/PARKING LOTS, is the contractor responsible in the fixed priced portion of the contract for the striping, curbing and pothole repairs identified?

Government Answer: Yes, see Section C.6.10.

324. Attachment 27, DRIVER TRAINING RANGES and FOUR WHEEL DRIVE COURSE, states “Repair/replace pumps twice per year. Please identify what these pumps are used for and the motor size, HP and specifications of such pumps.

331. Please provide a list of RAMCOR’s current subcontractors?

Government Answer: The Incumbent Contractor has used several subcontractors throughout the life of Contract No. HSFLAR-11-C-000001. The Government is only aware of one reoccurring subcontractor for Pest Control and that is Tonex.

332. C.5.8.4 Non-Emergency, Time Sensitive, or Special Event Service, Page C-62: Are VIP visit and special event cleaning under the fixed price portion of contract? If VIP visit and special event cleaning are under fixed price portion, please provide historical data for the number of hours per year.

Government Answer: Yes, these special events vary, the approximation is 80 hours a year a used for these special events.

333. C.5.9.6 Window Coverings: Is the contractor required to pay for the replacement of blinds or window coverings?

Government Answer: Yes, replacements, not new requirements.

334. C.5.9.11 Interior and Atrium Plants (Government Plants), Page C-66: Is the contactor responsible for personal plants that Government employees may have on their desks, etc.?

335. C.5.11 Water Supply, Page C-70: Is the contractor required to pay for the bottled water for delivery points at FLETC?

Government Answer: See Questions #24 and 35, this is the requirement.

336. C.6.2 Maintenance and Repair, Page C-75: Please provide a total estimated cost for replacements of doors, windows, plumbing/electrical fixtures, tiles and other items within the scope of replacement items for facility maintenance.

Government Answer: Individual replacement and component parts valued at $500.00 or less are to be supplied by the Contractor, those parts valued over $500.00 shall be purchased after Government approval, and the Government will reimburse the cost greater than the initial $500.00 (for example, a part purchased at $501.00, the Government will reimburse $1.00), there shall be no markup for overhead, profit, etc.

Costs associated with installation are the responsibility of the Contractor. This is a Firm-Fixed-Price (FFP) contract.

337. C.6.4.3 Generator Maintenance, Page C-87: Does the Government or Contractor pay for the fuel for generators? If the contractor is responsible for the fuel for the generators, what was last year’s usage?

Government Answer: This is the responsibility of the Contractor. Generators are used to heat or cool the various scenario trailers or ranges. The Government does not have this information available.

338. C.7.2.3 Mulch/Bark/Sand/Gravel, Page C-118: Is the contractor responsible for the cost of replacement mulch/bark/sand/gravel?

Government Answer: Yes.

339. C.7.5.5 Special Events, Page C-129: It is noted that an average of one (1) special event occurs each month, what is the estimated time to prepare the grounds for the special events?

Government Answer: The Government attempts to provide no less than 24 hours’ notice, but will provide earlier if capable.

340. In an analysis of the historical data provided of PM’s and WO’s there appears to be a significant decrease in average monthly PM’s and WO’s from 2012 through 2014. Have facilities and/or equipment been taken offline that caused this decrease?

Government Answer: Facilities were taken off line-they have since been brought back on line.

Government Answer: There have been several subcontractors used by the Incumbent Contractor under Contract No. HSFLAR-11-C-000001 throughout the contract’s period of performance. The Government does not have a direct relationship with these companies nor keeps a list of subcontractors used.

344. Are 11x17 foldouts allowed for the technical proposal?

Government Answer: If the question is referencing a sheet protector, yes. Standard letter size paper should be 8.5 x 11.

345. Can graphs/ charts be in any smaller font than Times New Roman 12?

Government Answer: See Question #231.

346. Please verify that the (CD) copy of the proposal should include Technical, Past Performance, and Price all on the same CD. Is PDF acceptable?

Government Answer: See Questions #233 and 298.

347. Is there any on site staffing requirements for the buildings?

Government Answer: The Trouble Line is to be manned during all core business hours. The warehouse will be manned during all core business hours.

349. Are electronic signatures acceptable?

Government Answer: Contractor’s signature will be accepted in accordance with FAR Part 4.102.

353. Section L-5, “Personnel Qualifications” : Are there any alternatives to submitting a resume, such as: detailed job description or resumes of corporate personnel over the contract who would possibly be filling in if one of the key personnel is not on site?

Government Answer: Offerors should follow the requested information of Personnel Qualifications on Page L-5. Offerors shall identify the education, experience, and qualifications of all key personnel proposed. Key personnel are Project Manager and Assistant Project Manager(s).

Government Answer: The Technical, Past Performance, and Price Volumes are part of Section II of the proposal. Section I consists of a completed and signed RFP SF 33 and completed Representations and Certifications. The recognition of amendments should follow the SF 33.

355. Reference PWS paragraph C.5.11 Water Supply; In light of the limited number of buildings actually visited during the Site Visit:

a. Please identify the building number that currently houses the three hundred and fifty

(350) five (5) gallon bottles of water.

b. Is the procurement of the water a reimbursable expense for the contractor or a direct bill to the government?

c. If it is the responsibility of the contractor, what is the historical quantity purchased per year?

d. Who is the current supplier of the water?

Section J, Attachment 28, Integrated Pest Management Plan; In reviewing the IPMP, we do not see a copy of the State of New Mexico Pest Control License/Certification for the company currently performing Pest Control. Please provide the name of the Pest Control company currently performing this function.

Government Answer: The Oncoming Contractor will be held to the standards/specifications of the requirements of the Performance Work Statement (PWS) of the resulting contract of Solicitation HSFLAR-14-R-000003.

358. Reference PWS paragraph C.6.4.1.h; Please confirm that Building 36 (Language Arts Building as per Attachment 15) actually utilizes an Air Handling system that utilizes pre-filters and HEPA filtration.

Government Answer: The building air handling units utilize pre-filters and a metal box style secondary filter, none of which are HEPA rated.

359. Reference PWS paragraph C.6.5.2.2., Indoor Firing Range Maintenance; Please identify the quantity and type of filters used in the Aercology and Hoffman Vacuum Systems found at the indoor range.

Government Answer: a. Each of the Model tvac-104-51 Hoffman Vacuum Systems the Government currently have are maintained utilizing HEPA Filters manufactured Gardner Denver of Georgia, Part Number: HF00896168.

b. Each Aercology System has 12 each cylindrical pre-filters in each unit. The ones currently in use are manufactured Donaldson Torit, part number: P190817-016-

436. There are also 4 each square 24” X 24” X 11.5” HEPA filters in each unit. The ones currently in use are also manufactured by Donaldson Torit, part number:

360. While attempting to staff the facilities maintenance function of the contract, we see that the estimated hours shown on the INFOR/EAM work orders provided, do not correlate with RS Means. (the variation seen is anywhere from one-half of the means estimate to as much as three times means). Please provide a complete set of checklists for all equipment to be maintained.

364. The existing CBA’s have provisions for wage and benefit increases effective 10/1/14. Are offerors to propose these new wages and benefits effective 10/1/14 reflected in the CBA’s or the lower 2013 wages and benefits currently in effect?

Government Answer: The Offeror should use business judgment when submitting a pricing proposal. The wages in effect are stated in the CBA’s.

365. Please provide Attachment 15 and Attachment 16 as Excel spreadsheets. The data as provided does not permit the offeror to make an accurate assessment of the assets listed.

366. Ref. Section L, Instructions to Offerors, Section II (page L-4), second paragraph: This paragraph states that offerors are to provide “Five copies of each volume …”. Please clarify:

a) Are offerors are to submit each subfactor of the Technical Volume in a separate binder, i.e. five copies each of four separate subfactors for a total of 20 binders in all for the Technical submittal.

Government Answer: Section L, INSTRUCTIONS, CONDITIONS AND NOTICE TO OFFERORS, Section II, Second Paragraph, Page L-4 states, “The Offeror shall supply a separate volume for each factor titled “Technical”, “Past Performance”, and “Price”. The Technical Volume shall clearly delineate and separately address each non-price technical factor: “Technical – Method of Operation”, “Technical – Quality Control”, “Technical – Management and Administration”, “Technical – Personnel Qualifications”. Each volume shall identify the factor by cover page. Five copies of each volume are required.”

Five copies of the “Technical” volume are required.

Each non-price technical factor: “Technical – Method of Operation”, “Technical – Quality Control”, “Technical –Management and Administration”, and “Technical – Personnel Qualifications” is the Technical Volume. The Technical Volume shall clearly delineate and separately address each non-price technical factor.

Solicitation HSFLAR-14-R-00003 does not identify “subfactors”.

Government Answer: Five copies of the “Technical” volume are required.

Each non-price technical factor: “Technical – Method of Operation”, “Technical – Quality Control”, “Technical –Management and Administration”, and “Technical – Personnel Qualifications” is the Technical Volume. The Technical Volume shall clearly delineate and separately address each non-price technical factor.

c) Also, please clarify the number of copies required for the Past Performance Volume and the Price Volume. Are offerors required to submit five copies of each of these volumes as well?

Government Answer: Yes, five copies of each volume are required. The volumes are “Technical”, “Past Performance”, and “Price”.

d) Additionally, the one “CD mirroring the entire proposal” – are offerors to include all sections of the proposal: Price, Technical, and Past Performance together on the one

CD?

Government Answer: Yes, see Questions #233 and 298.

367. Phase-In Two weeks may not to acquire all required materials, vehicles, tools, etc. for full performance. Will the Government take this into consideration if all items are not on site on the first day of full performance?

Government Answer: See Question #117.

368. General

During the site visit, we observed the current condition of all the exterior structures, grounds, and roadways. Is the current site conditions considered an acceptable quality level by the government?

Government Answer: The Oncoming Contractor will be held to the standards/requirements as stated in the Performance Work Statement (PWS).

369. General

The main buildings that the site visit toured were building 1, building 2, and Range 8.

Buildings 1 and 2 appeared to be in a maintainable condition. Are all building systems, structures and components (painted structures, piping, insulation, finish-work, air handlers etc…) considered to be in a maintainable condition per the government standard? Will the government provide assistance and work with the contractor to bring any out of scope buildings up to a maintainable level? Given that the contractor is required to cover the first $500.00 of any and all replacement materials, parts, and supplies, buildings that are considered not to be in a maintainable state could pose a significant risk and negative cost impact to the contractor.

Government Answer: To the Governments knowledge, all of the buildings on the FLETC are in a “maintainable condition”. Any discrepancies found shall be assessed based on the structure, age, use, etc., on an as needed basis.

370. General

Section J indicates the incumbent contractor utilizes 12 contractor vehicles. The incumbent contractor was on the site visit and it was indicated that the incumbent contractor utilizes approximately 25 vehicles plus multiple golf carts. Given this information, does the government supply vehicles for contractor use? The GFE list did not appear to be included in section J.

Government Answer: See Attachment 2, all vehicles supplied by the Government are listed.

371. General

Is there a notification system so the Contractor is kept apprised of any additions/upgrades of facilities that may become a cost-impact to the Contractor after the Warranty period expires?

Government Answer: See Section C.1.22 ADDITION/REMOVAL of

BUILDINGS/FACILTIES.

373. C.5.11

Is the water listed in this section contractor supplied or just contractor procured by requisition through government purchasing avenues?

Government Answer: This is the Contractors responsibility to provide per the PWS C.5.11 and should be included in the FFP.

374. Section J, GFE/GFP Listing

Section J does not contain a GFE/GFP inventory listing. Can the Government provide this?

Government Answer: See Attachment 2.

375. C.5.9.5 Can a boom truck or lift be driven adjacent to buildings for elevated window cleaning and exterior repairs?

Government Answer: Yes, any damage caused by the lift shall be repaired at the Contractor’s expense, i.e., sprinklers, improved lawns, gravel, etc.

376. C.5.11

Is the water listed in this section contractor supplied or just contractor procured by requisition through government purchasing avenues?

Government Answer: See Questions #24, 35, and 373.

377. C.6 HVAC information

The majority of the facilities maintenance onsite seems to stem from maintaining the HVAC systems. Can the Government supply information as to the current staffing levels for HVAC work? Does the government believe that the current staffing levels provide adequate and timely maintenance?

Government Answer: The Offeror should use business judgment in determining the number of FTEs. The Government respectfully declines to respond to the second part of the question.

378. C.6.5.2.1

Will the government supply a HEPA floor vacuum to clean the ranges in addition to the Hoffman Vacuum System? Our experience shows the equipment best utilized to clean ranges of this nature is a walk behind HEPA vacuum such as the Ruwak DS1220EX used in conjunction with an automatic scrubber such as the Clark Focus II rider machine.

Government Answer: No. The only vacuum system authorized for use is the Hoffman Vacuum System.

379. 6.5.1(i) There are approximately fifteen to twenty (15-20) heaters; fuel types include propane or kerosene. The Contractor shall be responsible for maintaining full fuel tanks. Is the contractor responsible for the purchase of this fuel?

Can the Government provide historical data on after-hours service calls (frequency, nature, time spent in resolution)?

Can the government supply an estimated project count per year that will require above $500 in parts?

383. C.6.2(f) We realize that the first $500 of any component repair/replacement will be incurred by the Contractor and not reimbursed by the Government. If an entire system (water softener, water heater, generator) is to be replaced is the first $500 still solely the responsibility of the Contractor?

Government Answer: Entire systems have been historically replaced by Service Contract Work Request (SCWR) and the cost is reimbursed by the Government if due to age or defect.

384. C.6.2.2

Can the Government provide an estimate on the number of T-12 lamps that will need to be replaced with T-5s as they require repair/replacement?

Government Answer: T-12 lamp replacement shall be with T-8 type bulbs, new fixtures shall be T-5. See Question #155.

385. C.6.4.1

Is there not already a preventive maintenance schedule in place in the Government's CMMS? Can PMs be scheduled or rescheduled at the Contractor's discretion?

Government Answer: Yes, see C.6.4.1 Scheduling.

386. C.6.10 The RFP states that crosswalks, curbs, and parking lots will be repainted at least semi-annually. Is there a required frequency for repainting roads, driving courses, firing ranges, and running tracks?

Government Answer: Annually at a minimum.

387. C.6, C.7 Does the Government have any plans to enlarge the facility maintenance storage area/shop (Bldg. 10) or add any additional facilities to accommodate a workforce commensurate with the scope of this contract requirement?
