3.1.4 HC-130 PSI Structural Specialists

The contractor shall provide and maintain for the life of this contract at least two qualified Structural Specialists. These specialists shall have at least 5 years of designing repair schemes for structural issues outside of the HC-130 structural repair manuals or similar and have documented experience with aircraft major overhaul maintenance and repair experience on HC-130 series aircraft or similar aircraft. The specialists shall be able to read and interpret engineering and technical data. The contractor shall maintain design responsibilities for non-standard repairs with final approval resting with the Government.

RFP Questions and Answers Question:

Attachment 6 - USCG HC-130J Schedule of Supplies/Services The RFP states:

CLINs 0534, 1534, 2534, 3534, 4534 (Scuff, sand, prime and paint Flap Wells for the HC-130J) are to be priced by quantity; however, the “Estimated Quantity” in Column H for this item is not included for any of the contract periods. Please provide the quantities to be multiplied by the unit price.

Answer:

The quantity for this CLIN in 2.

Question:

Attachment 6 - USCG HC-130J Schedule of Supplies/Services The RFP states:

CLINs 0537, 1537, 2537, 3537, 4537 (Contractor Provided Flight Crews for Functional Check Flight IAW CGTO 1C-130J-6CF) are to be priced by quantity; however, the “Estimated Quantity” in Column H for this item is not included for any of the contract periods. Please provide the quantities to be multiplied by the unit price.

Answer:

The quantity for this CLIN is 2.

Question:

Attachment 2 - USCG HC-130J PSI Basic Specification Card PSI-2090001 is repeated twice -- once for “Main Fuel Tank Pressure Test” and once for “Preform L/H Main Fuel Tank Pressure Test”. Confirm that the card will be applied twice. It is labeled “Main Fuel Tank Pressure Test” and there is no card labeled “Preform L/H Main…”

Answer:

It is labeled “Main Fuel Tank Pressure Test” and there is no card labeled “Preform L/H Main…”

J-PSI-0894 should be titled: “Perform R/H Main Fuel Tank Pressure Test”. The PSI card 2090001 is the same task, just for each wing.

Question:

Paint The RFP calls for stencils and decals with ALC P/N. Will those items be provided as GFP or priced separately? Will these be kitted by USCG?

Answer:

Stencils and decals are contractor responsibility. Per 4.2.12 of RFP, “This milestone will include HAZMAT disposal, material purchase and all other aspects associated with painting.”

Question:

Attachment 5 – USCG HC-130H Schedule of Supplies/Services CLIN X052 Remove and reinstall paratroop door track.

Should this be “remove and replace” instead of “remove and reinstall?” When a paratroop door track is removed it is normally due to defect and the track is replaced. The man-hours to prep and install a track are considerably different from reinstall. There is no remove and replace CLIN in the schedule and it is common to replace 1 track per aircraft when necessary.

Answer:

Yes, it should read “remove and replace” for CLIN X052.

Question:

Attachment 5 – USCG HC-130H Schedule of Supplies/Services CLIN X036 Install TO 1C-130A-3 figure 53-40-50 repairs on all aircraft annotate SCHR that TO 1C-130A-3 repairs have been installed IAW figures 53-40-55.

Recommendation:

The figures conflict and we would like to suggest 53-40-50.

Answer:

Correct, CLIN X036 should read, “… repairs have been installed IAW figure 53-40-50”.

Question:

Attachment 5 – USCG HC-130H Schedule of Supplies/Services CLIN X081 and X097 both specify the same item - “Install Cargo Compartment Refrigeration Unit -1500 Series.” Please clarify which item applies. We recommend the addition of - 1700 Series Answer:

CLIN X097 should read, “Install Cargo Compartment Refrigeration Unit – 1700 Series”

Question:

Attachment 5 – USCG HC-130H Schedule of Supplies/Services CLIN X175 Remove and replace flight control cables. Normally flight control cables are changed on condition unlike engine throttle and condition level cables. Is the intent to change all cables regardless, or will the government allow cables to be replaced when not within wear specifications? Current wording infers all cables. Should this be single cable replacement?

Answer:

The plan is to have a FFP quote for replacement of all cables applicable in CLIN X175. In the event there is a need for a single cable replacement, this will be treated as a non recurrent repair and handled IAW RFP. If this CLIN is exercised by the USCG, the expectation will be to replace all cables.

Question:

Attachment 5 – USCG HC-130H Schedule of Supplies/Services CLINs X071, X077, X177, X178, X180, X181, X184 state to replace bearings/rollers, elevator, rudder, flap, etc., Is the intent to plan on changing all bearings or is the intent to price per bearing? Will the items be changed regardless, or will the government allow them to be replaced when not within wear specifications?

Answer:

The plan is to have a FFP quote for replacement of all bearings as requested in CLINs. If the government directs contractor to exercise CLIN, then all bearings will be changed.

Question:

Attachment 5 – USCG HC-130H Schedule of Supplies/Services CLIN X309 Center wing truss mount sway brace lug CWS 178.0 & 213.0.

Does the quantity apply to each card, each tang? Add “both sides left and right”.

Answer:

This CLIN is for both sides of aircraft.

Question:

2.11 Avionics Modernization (A1U) TCTO Installation for HC-130H (p. 14) Attachment 5 – USCG HC-130H Schedule of Supplies/Services CLIN X008 A1U Implementation: The solicitation states in paragraph 2.11:

“The USCG has a need to install the A1U TCTO on several HC-130H model aircraft over the next 4 years. The initial installation will be handled on a T&M basis for validation of the TCTO. The contractor shall provide a FFP to install this TCTO on subsequent aircraft. “ Will the Government allow for this proposal to price this CLIN as T&M, rather than FFP?

Answer:

As specified in section 2.11 of the RFP, this item will be installed as T&M for the initial installation. Contractors shall utilize Attachment 12 to propose a FFP for subsequent installations.

Question:

Addendum (p. 79, 81) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (Nov 2012) RFP Section (c) of FAR Clause 52.215-5 does not indicate that the Service Contract Act and related clauses are applicable to this effort; yet Paragraph (e)(1)of the same FAR clause requires the contractor to incorporate (flow down) the Service Contract Act into any subcontract issued under this RFP.

a) Is it the USCG’s intent to have this program covered by the Service Contract Act provisions?

b) If it is determined that the Service Contract Act would be applicable, how is the USCG going to determine the appropriate Area Wage Determination for incorporation considering the offerors will be using non-government facilities at differing locations throughout the U.S. ?

Answer:

In accordance with 29 CFR 4.117(b)(1) and FAR 22.1003-6(a)(1) the aircraft will be completely torn down and undergo a major overhaul. The equipment overhauled will be restored to original life expectancy, or nearly so. The work to be performed is so extensive as to be equivalent to manufacturing and meets the requirements of references (a) and (b). The NAICS code assigned to this procurement is 336411, Aircraft Manufacturing. Therefore the Service Contract Act is exempt and not applicable to this requirement.

Question:

Inspection / Acceptance pg. 70 3rd section The RFP states: “Upon completion of each milestone the contractor shall prepare and furnish a properly completed DD Form 250, Material Inspection and Receiving Report (MIRR). The original DD Form 250 shall be forwarded to the Contracting Officer’s Representative (COR) for acceptance. One copy of the DD 250 shall be attached to the original invoice when submitted to the payment office.” Is the contractor required to complete a DD 250 for every milestone, or when the aircraft is inducted and delivered?

Answer:

DD250 shall be completed at induction and delivery not for every milestone.

Question:

4.2.11 (p. 20) Milestone 11 – Flight Operations The RFP states: “…shall satisfactorily complete a full Functional Check Flight (FCF) in accordance with the appropriate Coast Guard Technical Order (CGTO) with no record of flight discrepancies.” In lieu of “…no record of flight discrepancies”, will the Government consider a clause stating “...no record of flight discrepancies in the areas or systems included in the scope of work”?

Answer:

Yes

Question:

5.5.1 (p. 29) Pressurization The RFP states: “The contractor shall repair and seal other pressurization leaks detected during incoming pressure check in accordance with applicable OEM manuals and TOs 1C-130A-3, 1C-130J-3, 1C-130J-23 and 1C 130A 23 as applicable.” Will the repair and sealing of pressurization discrepancies other than those included in PSI work be considered as T&M work?

Answer:

If the item is not on the FFP list or on the PSI card list, then it will be handled as a non recurrent repair IAW RFP.

Question:

p. 88 Proposal Submission The RFP specifies the use of Times New Roman 12 point font, and states: “For tables, artwork and other graphics smaller font may be used for text contained within tables and graphics.” Would another font style, such as Arial or Arial Narrow, be acceptable for tables and graphics provided the words are legible?

Answer:

Yes, that is acceptable for tables and graphics.

Question:

p. 90 FAR Clause 52.212-2, Evaluation – Commercial Items (JAN 1999)

Factor II – Past Performance Factor II Relevant Past Performance of FAR Clause 52.212-1 in the RFP permits offerors to use performance on relevant programs performed by any offeror over the past 10 years. This time range is considered long compared to most Government opportunities. Changes in most management and organizational structures, personnel, experience, skills and practices, would make any experience greater than 5 years obsolete. Platform changes in systems management tools, repair practices, sources of supply, changes in aircraft configuration, repair practices, systems technology, and corrosion prevention, control, and repair processes further exacerbate the workforce obsolescence . The combination of the above could be significant to no longer consider those aged past performance citations as relevant to this program. Did the government consider the above factors in determining the 10 years range for relevant past performance?

Recommendation:

Answer:

The question and recommendation are noted and have been considered. The solicitation is not being amended in response.

Question:

I am finding many of the CLINs have multiple part numbers / items listed within the CLIN for material.

Example for C130H:

CLIN 0028 : Seals are listed for the top, center, and side

CLIN 0315 : Trailing edge panels – 30+ part numbers are listed

CLIN 0176 : Flight Control Cables – 80 part numbers are listed

Please provide clarification.

Answer:

Each FFP Depot Level Repair CLIN requires a multitude of parts to complete the assigned task. The parts described in the job guide are required for completion of the FFP task. Per section 2.4 of SOW, the FFP depot level repair list shall include all items and aircraft parts necessary for completion of the effort.

Questions:

1. The USCG, in the previous Q&A, answered that if the contractor used an off-site depaint/paint facility that they would provide the Ferry crews. If a contractor uses an off-site depaint/paint facility, at least three additional USCG ferry flights will be required from USCG crews, including one from the depaint facility to PSI facility for PS maintenance, from the PSI facility to the paint facility for paint, and from the PSI facility or E-City for post-production inspection before DD250. Who is responsible for the fuel costs?

2. Will USCG reconsider allowing G&A as part of the JTR travel reimbursement?

3. FFP menu items instructions say to bid each item as a stand-alone event. Should access costs be included with each individual item? If access costs are included with each individual item, then they will also be included in the FFP PSI menu item, which duplicates and increases the cost. For UDLM aircraft where do you put the cost for receiving, handling, and open up? We recommend a separate ground-handling and access CLIN for drop-ins and UDLM aircraft and over-and-above for access to these items.

4. Will the contractor be responsible for the preflight and any necessary maintenance at the off-site depaint / paint facility?

Answers:

1) USCG is responsible for fuel cost

2) G&A will not be chargeable to travel. Travel will be reimbursed in accordance with FAR Subpart 31.205-46 Travel Costs using GSA per diem rates. See travel on Page 69 of the RFP.

3) The FFP Depot Level Repair CLINs should be priced as being completed in PSI. If a UDLM occurs, USCG will request the FFP Depot Level Repair be completed as a FFP CLIN but understands a non recurrent repair will need to occur to pay for the access costs of a UDLM.

4) Yes, they will need to a preflight if USCG chooses to utilize 6CF CLIN but if USCG flight crews perform 6CF then USCG crews will perform preflight. Yes, if maintenance is discovered at an off-site depaint / paint facility and the DD250 has not been signed then it is still responsibility of the contractor to fix discrepancies in accordance with RFP.

Question:

For the C-130 bid, does the USCG require any proprietary or special accounting system for invoicing and parts management?

Answer:

No.

Questions:

CLINs:

0181 Remove & replace aileron rollers: For clarification purposes, is this the push / pull rollers?

0190 Replace defective conduits in fuel tanks: Conduit part number(s) needed Answers:

1. By push/pull rollers we mean the rollers that the aileron push/pull rods contact or are guided by.

2. The reference states that any conduit that has fuel in it should be repaired and purged with air. The contractor shall apply sound judgment when bidding this CLIN because all conduit is not replaced on every aircraft but this is a FFP CLIN. The contractor shall propose based on standard conduit pricing and their experience with completing this type of work. When a specific piece of conduit needs replaced, the contractor shall follow RFP guidelines to ensure LRS engineering approves of the part if it is not currently in AMMIS.
