Process Guide CGTO PG-85-00-290A and DOD Instruction 5230.24

LRS PSI Solicitation

In the LRS_PSI_ Solicitation it states that there shall be a contractor Non Disclosure Agreement (NDA) WITH Lockheed but I can’t find the name of the person we should contact to establish the NDA. Do you have that information?

Brittany R. Perry Contracts Negotiator, C-130 Contracts Lockheed Martin Aeronautics Company Work: 770/494-3106 Fax: 817/762-9642

SOW

Section 2.2.2/pg 9 Non Recurrent Repairs
The RFP states: “Pending receipt of disposition instructions, BER items/part/components shall be stored at the contractors facility separated from “Ready for Issue (RFI)” items.”
Would the Government consider adding a response time regarding storage in this section? Concern: Items stored for long periods of time tend to accumulate and impact supply chain repair cycles and return to Ready For Use status.
Disposition instructions will be given to contractor within 90 days of BER determination.
SOW
Section 2.4/pg 11 Parts Support
The RFP states: “However the contractor shall utilize ALC Instructions 13020.10A Local Manufacture of Parts by ALC…”
Will ALC provide the support specified in those instructions including but not limited to producing drawings, machining, and other requirements? Concern: ALC instructions may be changed due to engineering requirements or tolerances. Clarifying who will provide the information to the contractor upon effective date for implementation would add clarity.
ALC will provide drawing support but machining and other requirements are the responsibility of the contractor. Machining and other requirements can be completed by USCG personnel if deemed to be in best interest of USCG. Contractor will be notified by COR when ALC instructions have changed. MPCs, drawings, tech orders, etc. should be checked for currency by contractor prior to use. If drawing is greater than 30 days old the contractor should ask for new drawing.
SOW
Section 2.6/pg 12 Aircraft Sheet Metal Shop Support
The RFP states: “HC-130J enhanced cargo handling system inspections and repairs.”
Will the ALC provide (J) model maintenance and parts break down instructions?

Will the manuals for this equipment be provided and will the USCG have an agreement with the USAF for TMAPS access?

J model manuals are available on TMAPs. Pubs access is discussed in the RFP.

Access to proprietary data is between Lockheed Martin and the contractor.

SOW
Sections 3.1/pg 15 Key Personnel and HSAR 3052.215-70/pg 66 Key Personnel or Facilities (Dec 2003)
The RFP states: “The contractor shall provide personnel with adequate skills to perform the requirements of this SOW and ALC required on-site support efforts. Key personnel shall meet or exceed the requirements specified below.”
This section lists certain Key Personnel, for which resumes are to be provided.

Would the Government accept additional Key Personnel and their resumes to be included, which the Contractor deems essential to the successful performance of the contract?

No, please submit the required resumes.

SOW
Section 5.5.8/pg 30 Special Requirements
The RFP states: “The contractor shall enter weight and balance information in the automated weight and balance system in accordance with AWBS program guide?
Will the contractor have access to the USCG AWBS system?

Concern: Switching from contractor databases to USCG and others can lead to configuration control issues. Clarity here would be greatly appreciated.

Yes. Weight and Balance information needs to be entered and delivered in USCG AWBS format. Process Guide provided as a reference.

SOW
Section 6.0/pg 31 Reporting requirements
The RFP states: “If the PSI card has an associated ACMS cover sheet, the ACMS cover sheet shall be provided to the COR.”
Many of the routine cards have ACMS cards as a reference. Is it the USCG’s intent that every reference card cover sheet be provided to the COR?

Concern: This will create a backlog of reviews for the COR and possible delays in flow. Would the USCG consider a onetime approval and recurring approvals on “changed or updated cover sheets?”

If ACMS card is a task, then cover sheets shall be provided to COR. If ACMS card is a reference to the PSI card, then it does not need to be provided.

Back-log should not be a concern.

SOW
Section 7.0/pg 35 Government Furnished Material
The RFP states: “The contractor shall be responsible for calibration and depot maintenance of all equipment listed in attachment 8.”
Can you confirm that the contractor will have the financial responsibility for scheduling, calibration, and depot maintenance of GFM? And clarify how the decision will be made on Beyond Economical Repair issues?

Concern: Test equipment repairs generally require long periods of “out of service” time. If possible, will additional gear be available from the USCG on case-by-case basis?

Yes, in accordance with the Government Furnished Property clause the contractor shall properly maintain Government property. The contractor’s maintenance program shall enable the identification, disclosure, and performance of normal and routine preventative maintenance and repair.

BER will be determined on case by case basis between the contractor and USCG No additional equipment will be provided unless deemed to be in the best interest of USCG. The contractor should plan for long lead times for calibration/repairs. Calibrations and repairs should be in accordance with the applicable manuals.

SOW
Section 11.2/pg 41 Shipping Response Times
The RFP states: “Any component listed on Attachment (3) that requires repair or replacement shall be shipped by the contractor no later than 48 hours after discovery of need for replacement.”
Will specialty items be coded to allow the contractor flexibility to retain the end item until the “planned” milestone is completed?

Can this be 48 hours after receipt of replacement part?

Concern: Components have different configurations with regard to fittings and other items that must be removed from the old component to the new component. The new component should be fully installed and “form, fit, and function” inspected.

Shipment of non RFI component back to ALC later than 48 hours after discovery of need for replacement shall be approved on a case by case basis with the COR.

SOW
Section FAR 52.252-1/pg 88 Solicitation Provisions: Proposal Submission
The RFP states: “Proposals shall not exceed 75 pages (double sided for a total of 150 pages) on 8 ½ x 11 paper using Times New Roman 12 point font, margins are at the discretion of the offeror, this applies to the non price factors (listed below) located in Clause FAR 52.212-2 Evaluation-Commercial Items (JAN 1999).”
May a foldout page of 11x17 size be used for graphics, where such a graphic will more effectively communicate information to the evaluator?

If printed on one side of the page, would such an 11x17 foldout be counted as two (2) pages, for page limitation purposes?

For graphics 11 x 17 is acceptable and will be counted as one page if only one side of the sheet is used.

For tables, artwork and other graphics the 12 point TNR font will make the graphic difficult to fit on a page, and in most cases will not fit well with the non-text portions of the graphic. May a smaller font be used for text contained within tables and graphics, such as Arial Narrow 9 point font?
This is acceptable as long as the document is legible.
SOW
Section FAR 52.252-1/pg 88 Solicitation Provisions: Proposal Submission
The RFP states: “The apparent successful offeror shall submit a Subcontracting Plan and DHS Form 700-23 (4/11) or waiver request prior to award which will be evaluated and incorporated into the resultant contract.”
Would the Government prefer that the Subcontracting Plan and DHS Form 700-23 be included as an Attachment to Factor IV Price, and not subject to page limitations?

OR would it be preferable to include the Subcontracting Plan as an Attachment to Factor I Technical Capability, and if included there the Plan would not be subject to the page limitations?

Is this Subcontracting Plan excluded from the page count limitations? Please clarify.

Subcontracting Plans are not to be submitted with the proposal. The proposed awardee (apparent successful offeror) will be required to submit a plan prior to contract award

SOW
Section FAR 52.252-1/pg 88 Solicitation Provisions: Proposal Submission
The RFP states: “The contractor shall submit a completed SF1449 Solicitation/Contract/Order For Commercial Items, pricing, all required evaluation submittals, and completed FAR 52.212-3 Offeror Representations and Certifications – Commercial Items (APR 2011), Alt I (APR 2011) or certify that ORCA has been completed. Review the solicitation carefully as there are required fill-ins throughout the solicitation document.”
Are the required contractual terms and conditions, SF1449 and other required forms, representations, and certifications, and required fill-ins to be contained in Factor IV Price?
Factor IV is price and consists of the base and option year pricing.

Read FAR 52.212-2, Price in the RFP.

SOW
Sections SF-33 Notes, PWS 1.1/FAR Clause 52.216-19 Order Limitations/Statement of Work Paragraph 1.1
Under the notes to the SF33, the RFP States “The USCG shall order a minimum of $10,000,000 of the estimated quantities designated in the Schedule of Supplies/Services.” In addition, under Paragraph 1.1 of the Statement of Work (SOW), the RFP states, “The minimum guaranteed amount for the IDIQ contract will be $10,000,000.” However, under FAR 52.216-19 Order Limitations (Oct 1995), paragraph a) minimum order states, “When the Government requires supplies or services covered by this contract in an amount of less than $69.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.”
Based on the statements in the SF33 and the Statement of Work Paragraph 1.1, shouldn’t the provisions of FAR Clause 52.216-19, Order Limitations be modified to the minimum order value of $10,000,000.
There is no SF33 associated with this requirement.

There is a $8,000,000 guarantee at time of award. Far clause 52.216-19 is for individual task orders issued under the contract after the $8,000,000.

SOW
Attachment 5 – USCG HC-130H Schedule of Supplies/Services

Attachment 6 – USCG HC-130J Schedule of Supplies/Services

Attachment 5 and Attachment 6 to the Request for Proposal include the schedule of Supply/Services for the HC-130H and HC-130J, respectively. Within each attachment includes separate pages for each program year that includes CLINS numbered from H-CG-001 through H-CG-0359 and J-CG-001 through J-CG-0359. However, each program year contains the same CLIN Numbers.
Is the USCG’s intent to have the same exact CLIN Numbers for each year?

Concern: Having the same CLIN throughout the life of the contract sometimes causes issues with cost accounting and auditing / management of funding.

Would the USCG consider changing CLINs to reflect the following: H-CG-X001 through H-CG-X0359, and J-CG-X001 through J-CG-X0359, where X represents the year of the program, i.e. 1, 2, etc?

The Schedule of Supplies/Services will be revised to reflect 0 for the base year, 1 for Option Year 1, 2 for Option Year 2, 3 for Option Year 3 and 4 for Option Year 4.

SOW
Sections 2.2.2/pg 7 Non Recurrent Repairs

Section 4.3.2/pg 21 Government Furnished Material (GFM)

Section 4.3.3/pg 21 Component Replacement / Repair Capability

The RFP states: “in no case shall a request for GFM be submitted less than fourteen calendar days prior to the required date of delivery.”
Does this apply to the FCF and delivery phase?

Concern: A USCG component that fails during preflight/engine runs for the FCF will have to wait 14 days. If this is true, will the day-for-day delay be approved and schedule adjusted?

Yes Exceptions to this rule will be handled on a case by case basis by the COR.

General

Items found to be inoperative or uninstalled at delivery shall be documented and may be carried forward (NBNC) or corrected at the Coast Guard’s discretion. Repair of equipment documented as unserviceable (if approved by the COR) will be considered as a non recurrent repair.
Will the slave sets" be provided as GFE?

There appears to be no recognition that the contractor will by necessity be required to perform a full inspection of each aircraft at the time it arrives at their facility, including functional system checks.

The state of the aircraft will likely have changed significantly during the 180 days between the pre-inspection and induction at the facility.

We respectively request that the Government recognize this in the Statement of Work and address the processes for variances between the state of the aircraft at the pre-inspection and the state of the aircraft upon arrival at the contractor's facility.

Yes, when needed.

There is a PSI procedure card for receipt/acceptance of aircraft. If a component is installed and operational on arrival at contractor facility, it should be installed and operational upon delivery to USCG.

Pre inspections are for the benefit of ordering long lead time parts and ensuring contractor knows health of aircraft.

The contractor should realize that upon completion of the PII, the aircraft will continue to fly in an operational environment and continue to corrode and develop fatigue. The purpose of the PII is to order the long lead time parts and let the contractor gauge the status of the aircraft. Upon arrival at PSI facility, contractor shall follow Milestones and maintenance cards to handle other discrepancies. See SOW for guidance.

SOW
Section 5.5.7/para 1

SOW
Section 4.2.1
The pre-inspection shall be accomplished approximately 180 days before induction. However, paragraph 4.5 requires the first induction 120 days after contract award. This may not allow enough time to accomplish the pre-inspection task prior to first induction.
First pre-inspection will be completed as soon as possible prior to induction. Any parts that cause delays due to reduction in time will be handled on a case by case basis with COR.
SOW
Section 8.2
This paragraph states that, “the contractors repair facility shall be capable of performing all aircraft and engine workload.” The paragraph continues that, “only de-painting and painting activities may be performed by a qualified facility.” The RFP specifically allows these tasks to be subcontracted yet no other RFP tasks can be contracted. This is a requirement to benefit DRS. DRS does not have de-paint/paint capabilities.
All work except for de-paint/paint must be completed at contractor’s PSI facility.
SOW
Section 5.6

Why does the USCG provide certified NDI inspectors to perform inspections?

This is not a typical requirement for depot repair?

This gives USCG QA check that we desire to have.

SOW
Section 4.1

This paragraph states that the FFP shall include all work listed in the PSI task list?

Paragraph 4.2.5 states milestone 5 inspection cards shall be completed. Then paragraph 5.6 states the USCG will, “perform inspections.”

What specific NDI tasks in the PSI task list are accomplished by the USCG?

All NDI requiring specific NDI equipment and specifically qualified NDI personnel will be completed by USCG personnel. For example, visual inspections can be completed by contractor but an eddy current will be completed by USCG personnel.

SOW
Section 5.6

No

FAR 52.212-2

Is the relocation cost of PSI, Engine, and Propeller GFE/CFE from Elizabeth City to a new site a factor of the evaluation?
No
SOW
Pg 5
Since there are no current CONUS C-130 experienced MROs that have T-56 engine and propeller shop capability to meet the requirements as stated in the SOW, How does the USCG consider this a competitive solicitation when engines and props could be shipped and repaired off-site perhaps at a lower cost to the government?
There are qualified T-56 engine and propeller shops with the capability to meet this requirement.

The USCG requires on-site QA of engine and propeller work.

SOW
Pg 6
If a contractor does not have a paint & strip facility does this mean that the depainting and painting is not part of the evaluated PSI price or is this for a drop in aircraft off the PSI cycle of 48 months?
De-paint and paint is included in PSI cost. There is a separate FFP CLIN for de-paint and paint in the event there is a need for drop-in work.
SOW
Pg 7
Is the facility required to have a FAR Part 145 Repair Station certificate?
No

Pg 7

What are the Quality requirements? Is AS9100C inclusive of 9110 3rd party certified a requirement?
The contractor shall be Ground and Flight Risk (GFR) compliant and ISO 9000 certified. See SOW 8.2.
If the contractor does not have an on-site de-paint/paint facility, does the contractor have to verify in the proposal a subcontract with the de-paint/paint facility it intends to use in the performance of the contract?
See FAR 52.212-2 – Evaluation which requires in-depth information be submitted on depaint/paint facility.

Pg 7

Will the government reimburse the contractor for the ferry flight crews travel to and from the de-paint/paint facility or should this cost be part of the proposed PSI proposal price?

Do the Ferry crews have to meet Coast Guard flight service requirements or are other service requirements acceptable i.e. Air Force or Navy?

Ferry crews will be USCG personnel.

Pg 7

If the contractor does not have an on-site de-paint/paint facility thus causing 3 additional flights, along with the cost of the ferry crews, should the cost of the additional fuel for the 3 additional flights also be included in the price of the PSI or is the government going to assume that additional cost?
Ferry crews will be USCG personnel.

Pg 7

For depaint and paint aircraft being done off site from PSI, do we include the shipping cost back to the depaint/paint facility after the ferry flight back to the PSI facility?

Should this cost be included in the CLIN depaint H-CG-203 and should the painting of the flight controls be included in paint CLIN H-CG-204 and should those CLINs include shipping costs?

All flight control painting costs should be included in FFP for PSI. If you need to ship components, then all costs should be included in FFP.

Pg 10

Is the engineering support personnel only for standard repairs of a UDLM or if you need a DER for a non-standard repair is the DER engineer separately priced?
Engineering Support is needed for development of standard and non standard repairs. Due to USCG aircraft not being controlled by FAA airworthiness but certified as airworthy by USCG personnel, DER services are not needed.

Pg 10

Does this statement mean that the FFP CLIN pricing for repairs should include the material to make the repairs or do you want the price to replace the component?

If not, how do you know what the material cost and/or the cost to repair the component will be, until you see the extent of the repair?

Yes. FFP CLINs shall include all costs with the applicable task. Contractor’s experience should help estimate material costs. Any contractor proposed replacement of parts needs LRS Engineering approval. Any items in Attachment 3 are not included in FFP CLIN pricing.

Pg 12

What elements make up a climate controlled facility or is it IAW the TO on the T-56? Please define
Climate control is defined as completely enclosed from weather elements and capable of controlling temperature and humidity.

Pg 12

Who repairs the modules?
The USCG sends out for repair.

Pg 12

Are RFI modules provided GFP?
Yes, see attachment 3.

Section 2.8/Pg 13

It is not mentioned in this paragraph, but, since the engine is being torn down, should the assumption be that the engine has to be tested?

If so, is it correct to assume that a test cell would be required?

How is this being done currently?

Will the Coast Guard allow use of their test cell?

If so, is there a cost involved?

Yes, on the wing.

No test cell required, tested on aircraft.

Tested on aircraft.

Not applicable.

Section 2.8/Pg 13

If you do not have to have a de-paint/paint facility on site, what is the purpose behind having to have a T-56 engine shop on site when this capability can be subcontracted?

Why is the CG requiring the engine to be torn down?

Since this is a FAR Part 12 contract why can’t the engine be shipped off site for repair?

USCG wants oversight of all PSI tasks and T-56 maintenance procedures.

And to ensure flight readiness. Not every engine will be torn down. This will be done as needed.

For USCG ACMS requirements.

Using FAR Part 12 for Commercial Items does not have anything to do with whether the Coast Guard allows off site subcontractors or requires all work to be completed in one facility.

Section 2.8/Pg 13

What elements make up a climate controlled facility on the AE2100D3 or is it IAW the TO? Please define.
Climate control is defined as completely enclosed from weather elements and capable of controlling temperature and humidity.

Section 2.8/Pg 13

Is the USCG providing the Tech Orders etc. on the AE2100D3?
Yes. See TMAPS and Rolls Royce FSR/OEM

The USCG will not expect these engines to be disassembled by the contractor. Rolls Royce may visit your facility to do this.

S ection 2.11/Pg 14

This paragraph 2.11 conflicts with the statement in paragraph 2.10 that the first 2 aircraft installations will be on a T&M basis.
The first A1U installation will be on T&M basis if ordered to validate current TCTO and develop FFP. Other items completed on RMPL will need one aircraft to develop TCTO and 2nd to validate prior to FFP establishment.

Section 3.0/Pg 14

As part of the proposal submittal, will the USCG require substantiation documentation of a partnering agreement with the OEM or an OEM service center designation letter?
The proposed awardee will need to submit documentation to show they have access to the data through the OEM.

It is not required at the time of proposal submission.

Section 3.0/Pg 15

Lockheed Martin has been approached about establishing an NDA/PIA in order to view and utilize the proprietary C-130J tech data, drawings and publications. Contractors have been told by LM that it is their policy not to establish a NDA/PIA for the C-130J model data.

How is the government going to address this issue prior to final RFP?

If the Coast Guard does not provide the tech data will this be a sole source award to LM?

LM has stated this will be handled on a case by case basis. Contractor should work with LM to obtain this required document. USCG has no control over LM proprietary data.

USCG anticipates several contractors gaining a NDA/PIA with LM.

This is not a sole source award.

Section 3.1.3/Pg 16
“It is highly desired that this individual have an extensive knowledge of USCG aeronautical engineering policy as outlined in Commandant Instruction Manual CIM 13020.1 (series)”
What does this statement mean (the end of paragraph 3.1.3) and how is the USCG going to evaluate the depth of a contractor’s Production Manager’s extensive knowledge of CIM 13020.1 series on USCG aeronautical engineering policy?
As stated in RFP, this is a “desired” attribute. Please submit detailed resume that articulates their experience.

Section 3.1.4/Pg 16

Do these individuals have to be an accredited engineer?
No.

Section 3.1.4/Pg 14

Since the contractor has to maintain design responsibility, is a DER required?
No.
Section 3.1.5/Pg 16
“It is highly desirable that these individuals have an extensive knowledge of USCG aeronautical engineering policy as outlined in Commandant Instruction Manual CIM 1320.1(series).”

As stated in RFP, this is a “desired” attribute. Please submit detailed resume that articulates their experience.

Section 3.1.6/Pg 16

Please define “working as an engine mechanic?” Does the individual have to have worked in a T-56 overhaul facility or does working around T-56 engines qualify?

If a person is FAA powerplant licensed mechanic with experience on T-56 and other turbine engines what is the purpose of having to have 8 years experience on the T-56 and 3 years on the AE2100D3 engine except to add cost to the government?

No. For the engine shop chief, “working around T-56 engines” does NOT qualify. This individual shall have a minimum of eight years working as an engine mechanic on T-56 engines with at least three years of experience on the AE2100D3 engines.

The purpose is to have an engine shop chief with experience.

Section 3.1.6/Pg 16

In paragraph 3.1.6, how is the USCG going to evaluate the leadership skills and how is the USCG going to evaluate the depth of a contractor’s Engine Shop Chief’s extensive knowledge of CIM 13020.1 series on USCG aeronautical engineering policy?
As stated in RFP, this is a “desired” attribute. Please submit detailed resume that articulates their experience.

Section 4.2.1/pg 18

Will the Coast Guard provide a detailed pre-inspection schedule for each tail number by CG Air Station for the next 5 years so the contractor can develop the cost for the pre-inspection (H-PSI-0001) which has to be included in the PSI basic pricing IAW CLIN H-CG-0001?
No. See references (DVD) and Attachment 7 with applicable tail numbers, locations and flight hours.

Section 4.2.2/pg 18

Why is milestone 2 absent from attachment 1 and 2 for de-paint and paint?
There is not a specific PSI task card for de-paint.

Is the de-paint & paint effort included in the PSI basic work specification and should it be priced in CLIN H-CG-0001?
Yes. See 2.1 of the SOW.

Section 4.2.2/pg 18

If de-paint and paint is accomplished at a subcontracted facility and there is an aircraft discrepancy which requires maintenance work prior to flight back to the Prime contractor’s facility, will the USCG pay for the mechanics travel to the de-paint facility and T&M for the work on the aircraft?
These repairs will be handled on a case by case basis and if deemed necessary, they will be handled as a Non Recurrent Repair and the applicable travel CLIN will be utilized if necessary.

Section 4.2.10/pg 20

Will the depaint/paint facility be required to have a written and approved ground and flight risk plan in order to be GFR compliant?
Yes. See Section 8.2 Contractor Facilities.

Section 4.2.10/pg 20

If a subcontracted facility is used for de-paint, does the 220 calendar days start accruing when the aircraft arrives at the Prime’s facility or does it start when the aircraft arrives at the de-paint facility?
220 days starts accruing at beginning of milestone 2 (upon arrival at contractor’s facility or subcontracted de-paint facility)

Section 5.4.3.3/pg 27

“All operations shall be accomplished indoors…” Please define environmentally controlled facility?
Climate control is defined as completely enclosed from weather elements and capable of controlling temperature and humidity.

Section 5.4.3.4/pp 27-28

Shouldn’t sealing be accomplished prior to painting?
Yes. RFP has been changed.

Section 5.6/pg 30

Since the PSI requires numerous NDI inspections and since the USCG is going to supply Government Certified NDI inspectors, should the NDI inspection hours included under the current PSI-B contract CLIN for the basic inspection, now be removed from the FFP proposal CLIN H-CG-001 on the new contract?
Yes, please do not include cost of actual NDI. Set up (panel removals, cleaning, etc.) will still be responsibility of contractor.

All NDI requiring specific NDI equipment and specifically qualified NDI personnel will be completed by USCG personnel. For example, visual inspections can be completed by contractor but an eddy current will be completed by USCG personnel.

Section 7.0/pg 35

Is the USCG providing any GFP for the T-56 engine shop or prop shop?

No.

Section 8.2/pg 37

Will the personnel, especially the NDI/QA, be available at the winning contractor’s facility within the 120 days after contract award and input of the first aircraft under this contract?
Yes.

Section 8.2/pg 37

If an outside subcontractor is used for de-paint and paint do they also have to be GFR compliant within 120 days of contract award?
Yes.

Section 8.2/pg 38

Since this is primarily a FAR part 12 contract, why do all the repairs modifications and other efforts have to be performed at a single site, when strip & paint is allowed to be out-sourced, if it could be cost advantageous to the government to out-source other efforts such as props and engines?
USCG requires QA oversight on all processes and procedures associated with PSI.

Using FAR Part 12 for Commercial Items does not have anything to do with whether the Coast Guard allows off site subcontractors or requires all work to be completed in one facility.

Section 8.2/pg 38

Please define environmentally controlled paint hanger?
Climate control is defined as completely enclosed from weather elements and capable of controlling temperature and humidity.

Section 8.2/pg 38
