RFP, B. Submission Requirements3/41Reference section states: "This documentation can be in the form of a written narrative, but in no instance shall the documentation exceed ten (10) pages." Request the government increase the page limit to no less than 15 pages given the breadth and depth of information requested to be submitted in the technical approach.Remains that same.
RFP, II.9 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS - COMMERCIAL ITEMS (JAN 2017), (c) (2) 52.222-4110/41Please identify the dates of service required to be used for calculation of leave accrual under 52.222-14 and applicable Wage Determinations for any incumbent contract staff. This information is critical for bidders to determine accurate actual labor costs for labor hour pricing at the various geographic locations.Start dates below:

If the $21.53 includes both wages and benefits, please identify the two compensation components separately as required by the clause.Base labor rate not including benefits.
Attachment B and List of Wage DeterminationsN/AThere are locations listed on Attachment B without corresponding WDs identified on the WD list and vice versa, please clarify. Attachment B includes references to contract staff in these locations: Hidalgo, TX (line 43); Williston, VT (line 46) and Detroit, MI (line 48) - those locations are not on the List of Wage Determinations. These locations are on the List of Wage Determinations with no corresponding listing on Attachment B: Houston George Bush Instercontinental Airport, TX (WD 15-5233 (Rev. 3)) and Mission, TX (WD 15-2519 Rev. 6).List of Wage Determinations has been updated to Hidalgo, TX and Williston, VT. Detroit Airport.

On Attachment B, Line 23 is for Houston George Bush Instercontinental Airport, however it was accedentally reduced in size and hidden. Apparently the Hidalgo, TX location covers the Mission, TX area so the Mission, TX wage determination has been removed from the list.

SOW Attachment C, List of Locations and List of Wage DeterminationsN/AWilliston, VT and Detroit Metropolitan Airport are on the Attachment C, List of Locations but not on the List of Wage Determinations, please clarify.Revised.
SOW Dated 17 FEB 2017, 2. Scope1/17Please verify the document referred to in the referenced section as "Attachment A. FY2017 Clerical Support Locations" is the document attached to the FBO posting entitled "CBP Trusted Traveler Locations SOW_Attachment_C."Cerical error. References to Attachment A and Attachment C are the same document titled "SOW Attachment C"
SOW Dated 17 FEB 2017, 4.1 The Contractors at Trusted Traveler Programs ECs5/17Please clarify this statement in the referenced section: "The following support assignments are specific to activities at the Blaine, El Paso, San Luis, and Nogales Enrollment Centers." Does this statement mean that only the staff at the listed ECs perform the tasking listed in 4.1.1 through 4.1.21? If yes, how is their tasking different than that at the other locations? It will include all locations where clerical positions are needed. At this time, we can only relate to the current locations that have clerical staff. The needs are mainly the same for all future locations added to the contract.
SOW Dated 17 FEB 2017, 4.3 Reporting, Training and Customer Service7/17Please clarify the reference to ISO certification in this statement: "4.3.5 Document work processes and communications regarding procedural changes to keep contract staff up-to date and in preparation of ISO certification." Is an ISO certification required for the contractor or is the reference to an ISO certification being sought by CBP?The contract company will need to have the ISO certification.
SOW Dated 17 FEB 2017, 4.1 Transition-In Plan9/17Please clarify the reference to contractor purchased assets in this paragraph: "Location or assignment of Contractor purchased, Government owned assets, including facilities, equipment, furniture, phone lines, computer equipment, etc." What assets will the contractor awarded this contract be expected to purchase and how frequent will purchases be required? How will the contractor be reimbursed for those purchases? The function is being done at CBP facilities, and using CBP equipment (furniture, phone lines, etc.).
SOW Dated 17 FEB 2017, 8.1.1 Normal Operations12/17Please clarify this statement in the referenced section: "The Contractor will staff the Trusted Traveler Programs ECs from approximately 7:00AM—10:00PM (hours to be determined by the individual EC or Williston Vetting Center supervisor based on need)." The majority of locations listed in Attachment B have only one FTE assigned with annual hours equal to 2000 which equates to an 8 hour day. 7:00AM - 10:00PM is 15 hours/day. Are contractors required to provide 15 hours/day of coverage for all ECs?The hours are based on the needs of the location that they are assigned to. It is an 8 hour day based on the hours most needed by the location. For example, if the EC location works 7am -10pm and the main hours of operation are 9-5, those may be the hours needed for the clerical staff to answer phone calls and interact with the public.
