Discussion / Question

SOW_17_March_2017,

4.6 Transition-In Plan

Is it the Government’s expectation that all positions be fully staffed with employees working by the end of the 30 days?

If yes, will the Government be providing interim authority to work for employees who have not yet received their BI or SSBI favorable adjudication because the Government states it takes 60-90 days for the security process?

Or is the Government expecting the contractor to have either submitted the security paperwork for all positions by the end of the 30 days?

A. Due to the lengthy Background Investigation (BI) process, the Government does not expect to have all positions fully staffed by the end of the 30 days. A full BI is required before employees can begin working.

4.6 Transition-In Plan, bullet 7, page 10

Can the Government please validate that the type of GFE and GFI the contractor will have to receive is covered in SOW para 6.1 and 6.2? Are there any other GFE or GFI the contractor receives?

For the Government-Furnished Information (GFI):

The clerical staff will receive limited access to the specific data systems required to conduct their assignments (for example access to the calendar to schedule interviews and GES (Global Enrollment System).

To be able to conduct required queries and utilize database require courses and ability to complete / pass the designated courses.

For the Government-Furnished Equipment (GFE):

The clerical staff will be provided with computer access, printer access, scanners, desk phones, etc. as per the job requirements. The materials to perform the functions should be at the designated site. Most locations have several work stations to conduct the required functions and not assigned to a specific individual as there may be various shifts.
