HSBP1016R0030 – AMENDMENT TWO – Questions and Answers from Site Visit

HSBP1016R0030 Amendment TWO – Q&A Page 1 of 3

Q1: At each site will the Contractor be responsible to make the decision regarding what is classified as a weed and should be eradicated, or will the Government provide information regarding what is considered a native plant which is to be protected and what is construed as noxious/non-native vegetation that is to be removed and controlled?

A1: Grounds shall be maintained as identified during site visits with the exception of any area containing species currently listed as Threatened and Endangered by U.S. Fish and Wildlife Service.

If any species are identified, using above referenced criteria, at any location Contractor shall immediately notify CO for action.

Q2: At each site that contains a car wash, what is the extent of the Contractors responsibility for cleaning (i.e., we witnessed a large amount of mud and dirt which has accumulated within the bays and the drain boxes)?

A2: Cleaning requirements for the car wash area are contained in the Performance Work Statement (PWS) Section 4.2.8, with the following additional information to be added:

Carwash vacuums shall be emptied and cleaned as needed to ensure optimal performance.

Q3: At each site that contains a horse corral, what is the Governments acceptable manner of weed control? (i.e., herbicides and pesticides are not allowed within the horse corrals)

A3: Weeds shall be controlled by mechanical means (weed eaters).

Q4: At each site that contains grounds keeping near a natural, or man-made, water-way what is the Governments preferred method of weed abatement and control?

A4: Weeds shall be controlled by mechanical means (weed eaters) or by chemical approved by regulatory agency with oversite of water way.

HSBP1016R0030 Amendment TWO – Q&A Page 2 of 3

Q5: During the site walk we noticed a few facilities where the existing flooring was in minor to major disrepair. In this condition the Contractor would not be able to perform any floor care maintenance other than sweeping of the floors. Would sweeping only in these areas be an acceptable practice?

A5: Specific areas that the Contractor feels would fall into this category should be addressed within the offeror proposal, with accompanying recommendations for resolution.

Q6: Upon award of this contract would the incumbent’s personnel who perform the daily maintenance tasks be able to transition to the new Contractor? We ask this as during the walk through we noted a few facilities that were very well kept and had end users that were satisfied with the current conditions and processes of the existing contract personnel.

A6: The Executive Order – Non Displacement of Qualified Workers under Service Contracts (JAN 2009), is in effect for this contract action. The following is policy related to the Order:

Policy. It is the policy of the Federal Government that service contracts and solicitations for such contracts shall include a clause that requires the Contractor, and its subcontractors, under a contract that succeeds a contract for performance of the same or similar services at the same location, to offer those employees (other than managerial and supervisory employees) employed under the predecessor contract whose employment will be terminated as a result of the award of the successor contract, a right of first refusal of employment under the contract in positions for which they are qualified. There shall be no employment openings under the contract until such right of first refusal has been provided. Nothing in this order shall be construed to permit a Contractor or subcontractor to fail to comply with any provision of any other Executive Order or law of the United States (ref: www.whitehouse.gov).

Q7: What are the specific requirements for accessing NAS North Island? (i.e., will the Contractor personnel be required to obtain specific Contractor base badge. Also being at the flight line is there a requirement for additional security badging. Will the Contractor personnel be required to have FOD/DOP (Foreign Object Damage/Dropped Object Protection) training)?

A7: Naval Air Station North Island (NASNI) does have a requirement for their own specific badge and pass access for Contractor personnel working on the base. All information will be http://www.whitehouse.gov/

HSBP1016R0030 Amendment TWO – Q&A Page 3 of 3 provided at award, along with additional specific training requirements to be met for flight line services.

Q8: Would the Government be able to provide a plot map for each site which requires grounds maintenance, and also include an estimate of acreage or square footage for the intended areas of work?

A8: Building and location data, including square footage, can be found in the various attachments contained within the solicitation documentation under HSBP1016R0030 at www.fbo.gov. Plot maps will not be provided and all areas should have been thoroughly reviewed during the site visit actions.
