ADDENDUM TO 52.212-2

EVALUATION CRITERIA

The Government will award an order resulting from this solicitation to the responsible vendor whose quotation conforming to the solicitation will provide the best value to the Government, price and other factors considered.

Relative Importance of Factors:

The evaluation factors for this requirement are Past Performance and Price. Past Performance is significantly more important than Price.

Factor 1 ‐ Past Performance:

Past performance information submitted will be evaluated by the Government to determine how relevant a recent effort accomplished within the last 36 months from the RFQ issue date is to this services requirement. Relevancy will be determined by work projects similar in scope, similar magnitude of effort, similar complexity as that of this requirement.

Quotes which have been determined to NOT possess current/recent or relevant past performance will be evaluated as “neutral” and not be evaluated favorably or unfavorably on past performance.

There are two aspects to the Past Performance evaluation, the Past Performance Relevancy Rating and the Past Performance Confidence Assessment Rating.

The Government will evaluate Past Performance for projects submitted with the quote and apply one of the ratings identified in the below table, after assessing the relevancy of the recent efforts completed by the vendor to that of the solicited effort.

Past Performance Relevancy Ratings

Very Relevant – Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant – Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant – Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant - Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

The Government will then assign a Past Performance Confidence Rating, as defined in the table below, for each vendor by conducting a review of past performance evaluation information submitted with the quote and any other relevant past performance information available as obtained by the Agency.

The Government reserves the right to contact any reference to discuss past performance. The Government is not limited to reviewing past performance information for only those contracts submitted as part of the quote and may access PPIRS reports for additional past performance information or send out PPQs to obtain relevant past performance information.

Past Performance Confidence Assessment Ratings

Substantial Confidence - Based on the quoter’s recent/relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort.

Satisfactory Confidence - Based on the quoter’s recent/relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.

Neutral Confidence - No recent/relevant performance record is available or the quoter’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The quoter may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence - Based on the quoter’s recent/relevant performance record, the Government has a low expectation that the quoter will successfully perform the required effort.

No Confidence - Based on the quoter’s recent/relevant performance record, the Government has no expectation that the quoter will be able to successfully perform the required effort.

Factor 2 – Price:

The Government will evaluate the total price, including option and extension of services option pricing at time of award.

Any deviation or exception taken to the PWS may result in removal of quote from award consideration.
