1) Who is the approving authority for approved sources? The question was originated by Para C.1.2.11 of the Scope of Work, which says “C.1.2.11 The contractor shall provide all foods (produce, meat, vegetables, etc.) from approved sources“.

Who determines “approved sources”?

Information provided in the PWS, paragraph C.2.0 indicates the U.S. Army Veterinary Service, as provided in AR 40-657/NAVSUPINST 4355.4F/MCO P10110.31G” determines approved sources. Approved sources are those sources listed in the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement which can be found at the web-site/hyper link provided in paragraph C.2.0.

2) How does the current headcount system work that must be provided by the contractor?

The question was originated by Para C.1.2.9.1. Of the Scope of Work. Yes, related to the POS system. What is the make and model of the POS presently in place?

Current system employs an NCR Model No. 1024 terminal and uses Aloha Enterprise service and software. The make and model of the current POS is provided for information purposes only. The contractor is not required to provide the system brands currently used under the current contract. However, contractors are required to meet requirements of C.1.2.9.

3) Who is currently included in “other authorized users“?

The question was originated by the following paragraphs in the statement of work:

Para C.1.2.1. “All other business opportunities shall be approved in advance by the Contracting Officer’s Representative (COR)”

Para C.1.3.5. “PATRON FEEDBACK: Local U.S. Army Garrison-Garmisch USAG-Garmisch) residents routinely partake in meal services on a walk-in basis.

Feedback from patrons is highly encouraged and should be considered as part of the Quality Assurance. Patron feedback will be noted for the contract file and a copy will be provided to the Contractor.”

Para C.1.5.1. “Any authorized guest who enters the facility shall be offered the complete menu during the designated hours of operation. Breakdown action to remove food from the serving areas shall not start until stated closing times”.

The RFP does not define “other authorized users “The RFP paragraphs cited by the vendor are self explanatory. The primary purpose of the dining facility is to provide meal services for GCMC participants. Patrons referenced in paragraph C.1.3.5 and business opportunities referenced in C.1.2.1 are secondary and shall not adversely impact the meal service offered to GCMC guests.

4) Who sets the walk in price per meal period? Is it the same as the contract?

The contract sets the meal price for all dining facility guests and patrons. Per C.1.2.1. of the performance work statement, "The Contractor shall operate the MCDH located in Building 263, Artillery Kaserne. The Contractor shall use the facility to support the GCMC guest meal services. All other business opportunities shall be approved in advance by the Contracting Officer’s Representative (COR)."

5) If the contractor provides a fourth menu entrée as desired in Technical Exhibit 2, then does it have to be fish?

Fish is not a minimum requirement under standard entree items. Fish is not required to be a fourth entree offered as a service level enhancement providing expanded choice.

*Technical Exhibit 2 will be revised accordingly.

6) Will the winning bidder be provided a starting inventory at the start of the contract at no expense to the contractor?

The Contractor will be provided at no cost an initial inventory of GFP as listed in TE 3.

GFP such as tables, chairs, trays, plate dispensers, and racks as listed in Amendment 0004 will also be jointly inventoried by Government and contractor at the start of contract performance.

7) Will the government purchase, at government expense, replacement items, e.g., cups, glasses, silverware, and trays, upon request of the contractor in order to maintain appropriate inventory levels?

No, it is the contractor’s responsibility to replace all GFP. (See Sections C.3.0, C.4.6 and Technical Exhibit 3 of the PWS).

8) The winning bidder has no costs or financial responsibility related to the items listed in Amendment 0004?

The successful offeror (this is not a request for bids) is responsible for maintaining, repairing and replacing Government furnished property. The RFP clearly delineates both Government and Contractor responsibility for GFP.

9) Are salad bar displays part of GFE?

Yes, they are included in the “but not limited to items” included in Technical Exhibit 3.

10) Composition of the Menu. We have not found a description what the minimum food items are a menu has to consist of. (e.g. Nutrition, so many choices etc.)

Could you please clarify?

Menu standards and guidelines are provided in Technical Exhibits 2 and 4 of the request for proposal.

11) Grease Separator. Is the Grease separator part of the sewer system? And if yes are we right in the assumption that the Government maintains and cleanse it?

The grease separator is part of the sewer system and maintained by the Government. RFP Amendment 0006 will revise PWS paragraph C.3.2.6.2 accordingly.

12) Custom Fees for local German based companies. When buying food (either locally or through the northern Europe subsistence prime vendor program) is that going to be without custom fees for German companies or do they have to pay customs and VAT?

Please refer to DFARS clause 252.229-7001 of the RFP which addresses custom and VAT fees. Please also see CCE 225-4000 AUTHORIZATION TO PERFORM SERVICES IN GERMANY (March 2005) which states contractors must comply with German law.

13) Is Building 264 included under the contract?

REVISED ANSWER: Building 264, a small outbuilding, is available for contractor use for temporary storage of non-hazardous byproducts and biowaste procuded in the performance of the contract. RFP Amendment 0006 will revise PWS paragraph C.3.1.1 accordingly. RFP Amendment 0006 will revise PWS paragraph C.2.3.8 to state the contractor is responsible for collection and removal of biowaste.
