C.1.0. GENERAL INFORMATION
C.1.1. BACKGROUND:
The George C. Marshall European Center for Security Studies (GCMC) is an international educational institution funded by the United States Department of Defense and the German Ministry of Defense. Its mission is to create a more stable security environment by advancing democratic defense institutions and relationships; promoting active, peaceful security cooperation; and enhancing enduring partnerships among the nations of North America, Europe and Eurasia and beyond.
The GCMC’s College of International and Security Studies (CISS) conducts a variety of unique programs involving to date guests from 62 countries. Programs are taught in three (3) languages: English, German and Russian.
Programs range in duration from one (1) day to sixteen (16) weeks. The GCMC’s Program Language Training Center Europe (PLTCE) conducts language training for US and International government and civilian employees serving in the field. In addition to these programs, the GCMC routinely hosts Distinguished Visitors and conducts special events.
The Marshall Center Dining Hall (MCDH) is a dining facility providing for the nutritional needs of the GCMC guests seven (7) days a week. The MCDH supports the mission by providing a first class restaurant style environment allowing the GCMC guests to continue dialogue outside the classroom environment. This model is different from the US Army Dining Facility system and should more closely emulate food service operations found in Colleges and Universities as well as business and industry dining facilities.
The GCMC establishes a yearly program calendar. Programs may overlap and may simultaneously not be in session. As a result, the number of guest meals will fluctuate. The GCMC issues task orders based on the best estimate of meals required. The GCMC will guarantee 80% of the total quantity of meals ordered per CLIN under a task order. When the GCMC requires meal services in amounts of less than 100 meals per day an approved concept for reduced rate operations is acceptable.
C.1.2.0. SCOPE OF WORK:
C.1.2.1. The Contractor shall operate the MCDH located in Building 263, Artillery Kaserne. The Contractor shall use the facility to support the GCMC guest meal services. All other business opportunities shall be approved in advance by the Contracting Officer’s Representative (COR).
C.1.2.2. The Government owns the facility and contracts out 100% of the food service operations. Anything not directly specified but necessary to carry out the intent of this contract and the complete and proper execution of all services, shall be performed by the Contractor as if it had been specifically described.
C.1.2.3. The Contractor shall provide daily high quality, appetizing, and nutritious breakfast, lunch and dinner meals of variety to each guest on a cost per meal basis. The Contractor shall invoice for the greater of actual meals served or 80% of the total quantity ordered per CLIN under a task order.
C.1.2.4. The Contractor shall provide available carry-out meals and box lunch meals for offsite feeding of guests.
A minimum of 36 hours notice and meal count will be given for box lunch meals. Meals will be picked up by guests or GCMC personnel. The Contractor shall invoice for the box lunches not to exceed the quantity ordered under the task order.
C.1.2.5. The Contractor shall provide meals for Distinguished Visitors, seminars and invited guests of the GCMC Director in the small dining room with a designated mess attendant to periodically service the needs of the customers. The Contractor shall also arrange tables to support specific seating requirements; arrange table settings as required; provide water at each table; provide hot beverage service and ensure desserts are readily accessible in the small dining room; remove trays as necessary, and, on a case-by-case basis as mutually agreed to by the Facility Manager and COR, open the serving line and salad bar in the small dining room. The meals provided under this paragraph are not considered Special Events as defined in C.2.0. as they do not require special menus.
C.1.2.6. The Contractors may support periodic extra contractual events (retirement parties, farewell gatherings, etc…) approved by the COR. The COR will coordinate as soon as possible but no later than three (3) working days prior to the event taking place. An approved service request outlining the special events specific requirements and point of contact (POC) will be provided to the Contractor. The Contractor shall work with the requestor regarding costs for services and invoicing and payment procedures.
C.1.2.7. The Contractor shall assume full contract responsibility for all of the requirements of this contract after meal service is complete for the current MCDH contract. The Contractor shall perform phase in activities with appropriate coordination with the incumbent contractor and the COR. A phase-out plan shall be developed and provided to the COR within 90 days of award of this contract.
C.1.2.8. The Contractor may elect to provide Contractor personnel meals. The meals provided are at no cost to the Government and will not be counted as meals served for the purposes of this contract.
C.1.2.9. The Contractor shall provide all necessary non-personal services, materials, and equipment to host a fully operational and comprehensive point of sale/automated headcount system for the MCDH, to include procuring and maintaining a commercial internet connection capable of handling the requirements of such a system.
C.1.2.9.1. The minimum capabilities of the system shall include the ability to:
C.1.2.9.1.1. accept and process cash, credit, and debit card sales;
C.1.2.9.1.2. produce diner identification cards for those diners whose meals are funded by the GCMC;
C.1.2.9.1.3. use those cards as part of an automated headcount system;
C.1.2.9.1.4. produce a variety of real time reports, complying with industry standards, which will enable invoices to be quickly and easily reconciled; including sorting information by class and event; and C.1.2.9.1.5. serve a minimum of 250 customers per hour.
C.1.2.9.2. The Contractor shall provide access to the system to all appropriate people in the GCMC, including the

C.1.3.0. QUALITY ASSURANCE SURVEILLANCE PLAN:
C.1.3.1. GENERAL: Since many of the GCMC guests are of a highly susceptible population, Quality Assurance is critical. It is imperative the Contractor provides the GCMC guests safe sanitary food. As a result, great emphasis is placed upon the Contractor’s Quality Control. The KO will appoint a Contracting Officer’s Representative (COR) for surveillance of the day to day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the contractor after contact award. The government will inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract.
The COR will inspect by watching actual task performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, and otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The COR will use the contractor’s work schedule or modified version thereof, to record surveillance results. Results of the surveillance then become the official record of the Contractor’s performance.
When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the KO a Contract Discrepancy Report (CDR), Technical Exhibit 6, for issuance to the contractor. The contractor shall respond to the CDR in accordance with instructions provided and return it to the COR within 10 calendar days of receipt.
C.1.3.2. GUEST FEEDBACK: The GCMC guests’ satisfaction is of the utmost importance. Various channels to include sensing sessions, surveys, and customer comment cards will be used by the Government to solicit feedback.
The COR will forward copies of customer feedback to the Contractor as received. The COR may partner with the Contractor Facility Manager to answer all comments and provide a response as required. Cards written in Russian by guests will be translated by the Government. The Government reserves the right to change or alter the Comment Cards as necessary to facilitate program or course changes. See TE 5 Sample Dining Hall Survey/Customer Comment Card.
C.1.3.3. PERFORMANCE INSPECTIONS: The Government will use a variety of surveillance methods to evaluate the Contractor’s performance. The Government may unilaterally change the type and frequency of inspections, as necessary. The Government reserves the right to inspect the facility at any time. The COR or designated alternate will perform the inspections. The COR or designated Quality Assurance assistant (QAa) will sample food items during meal service in order to ensure food quality. All inspections will be recorded in writing and maintained in the COR contract files with a copy provided to the Contractor.

Should the Contractor not concur with the minutes, the Contractor shall state any areas of non-concurrence in writing to the Contracting Officer within seven (7) calendar days of receipt of the signed minutes.
C.1.3.8. CONTRACT NON-CONFORMANCE: The COR and medical services personnel will report in writing to the Contracting Officer any contract discrepancies resulting in unacceptable performance. The plan shall specifically address the Contractor’s strategy to provide quality services, continual process improvement and for correcting deficiencies as required. QCP must identify the processes and procedures the Contractor will use to track compliance with the Safety, Accident Reporting and Health Plan, and the process and procedures that will be used to correct violations. Upon acceptance by the KO, Contractor’s QCP may be used for QA purposes.

Reports with full details of the accident involved, including statements of witnesses shall be provided to the COR once they become available for distribution.
