However, the LH CLINs in the out years now total 69 FTEs. Please provide clarification on CLINs 0002 LH and 0003 LH for the out years. Should offerors conclude that the level of effort is to increase in the out years? If so, will the government provide clarity on which LCAT / Location is expected to increase per Technical Exhibit 3. If this is an incorrect assumption, will the government confirm if the increase in level of effort based on the total number of hours for CLINs X002 and X003 is an error? If an error, please provide clarification on which CLINs should be reduced by the appropriate number of hours to bring the total level of effort back within the anticipated 68 FTEs for CLINs X002 and X003.Attachment 9 is revised per solicitation amendment 0004.
2Attachment 8 and Attachment 9TechnicalTechnical Exhibit 3 of the PWS specifies 19 FTEs for Option Years 1, 2, 3 and 4. Question #18 of Amendment #3 identified an equivalent man year as 1880 hours. 19 FTEs at 1880 hours translates to 35,720 man hours. Attachment 9 CLIN Table identifies 37,600 man hours for CLIN 0003 which is a delta of 1880 hours. Will the government update Attachment 9 CLIN 0003 in Option years 1, 2, 3, and 4 to reflect 35,720 hours?Attachment 9 is revised per solicitation amendment 0004.
3Attachment 8 and Attachment 10TechnicalTechnical Exhibit 3 of the PWS for TO1 updated the locations for the geographic combatant command support services. However, these changes were not carried through to Attachment 10. Is it the government’s intent to update Attachment 10 or can offerors modify on their own the pricing by location tabs to reflect the updated TO1 locations?Attachment 10 is revised per solicitation amendment 0004.
4ContractWill the total evaluated price (TEP) include both CLIN 0001 and 0004 in the base year? These CLINS are assigned the identical workload with CLIN 0001 having a 12 month POP of September 16, 2019 to September 15, 2020 and CLIN 0004 having an 11 month POP of October 16, 2019 to September 15, 2020. Is it the government’s intent to double count 11 months of the DSCA, Joint Staff OSD Policy AM&E SME support services in the TEP?See see the requirements outlined in the solicitation and respond accordingly.
Attachment 9 Task Order 1 CLIN StructureContractIDIQ/Task Order 1Task Order 01 CLIN 004 specifies a period of performance of October 16, 2019 - September 15, 2020 in the column labeled "SUPPLIES / SERVICES", but a 12 Months quantity in the columns labeled "QUANTITY" and "UNIT". Can the government please clarify whether an 11 month vs. 12 month POP is required for Task Order 01 CLIN 004? Additionally, Task Order 01 Technical Exhibit 3 does not specify any FTE as aligned to CLIN 004 in the workload tables. Can the government please advise as to the workload associated with Task Order CLIN 004?This was corrected in Attachment 9 via solicitation amendment 0003.
