A draft RFP is projected to publish on May 3rd with evaluation using a best value tradeoff process. Clearance requirements and contractor interfaces will be defined at the task order level.

Will DoD kindly explain what is meant by the term “non-personnel services contract”?
A determination will be made and addressed in the RFP. We anticipate building a process to evaluate compliance for each evaluation TO. "Conflict of Interest: Evaluators should strive to eliminate biases or vested interest in the evaluation outcomes. Evaluators or contracted firms should recuse themselves from an evaluation if they played any role in planning or supporting the execution of the program or could be perceived to benefit from the program being evaluated." (DoDI 5132.14, January 13, 2017)
This will be a multiple award IDIQ. The precise number of awards will be be determined during the source selection process.

Is the Government considering any conflict of interest between Functional Category 1 on Security Cooperation Support and Functional Category 3 on Monitoring and Evaluating Security Cooperation Programs?
Can the government confirm that this is a multi award IDIQ and if yes is there any determination yet how many awards there may be?
Is the government planning to use an ad hoc contract vehicle or any other specific contract vehicle?
A personal services contract is characterized by the employer-employee relationship it creates between the Government and the contractor’s personnel. There will not be an employer-employee relationship established under this IDIQ or any subsequent task orders.
Additional definition of "Security Cooperation Support" is provided on page 13 of the IDIQ draft PWS. (Part 5, Specific Tasks, 5.1 Functional Category 1 - Security Cooperaiton Support)
The Contracting Officer and Contracting Officer Representative (COR) are responsible for preparing the Quality Assurance Surveillance Plan.
Personnel security clearances may vary depending on the task order. The Facility Security Clearance will be at the SECRET level.
We intend to use tradeoff procedures. Evaluation criteria will be stated in the solcitation.
Will DoD please confirm whether all contractor personnel working on Task Orders will be required to have at least an active Secret clearance? Or does this requirement only apply to embedded contractor personnel?
What criteria will the DoD use to evaluate responses to this PWS?
11 Industry Day Contract Is the government planning to use FFP, Labor Hours, T&M or Cost Plus type Task Orders, or a combination of several?
The Government plans to issue an IDIQ contract. Tasks orders may be FFP, T&M or Labor Hour. Small business participation is planned.
12 Industry Day Contract Does the government intend to issue the first TO together with the IDIQ? If not, are there going to be Labor Categories for quotation at the IDIQ level?
Yes, the intent is to issue actual task orders with the base IDIQ. We plan to provide estimated workload data for consideration by vendors.
13 Industry Day Technical Is the Government implying that the contractor personnel should have only AM&E quals over SC quals? Or there is a need for both considering the three functional areas?
Answers below for each funcntional category:
Functional Category 1 (Security Cooperation Support): AM&E and SC - Mix of AM&E, SC, Program Management, Budgeting, Logistics quals. Ex. SME support should be a mix of expertise to support GCC fusion cells.
Functional Category 2 (AM&E Training): AM&E and SC - AM&E and Training/Course development expertise.
Functional Category 3 (Evaluations): AM&E - Primarily AM&E qualifications
14 Industry Day Technical Does the government plan to have Key Personnel at IDIQ level, Program Director or other IDIQ level Management and Technical leads?
We may identify some personnel as "key" personnel but we do not intend to evaluate resumes as part of the technical evaluation. Resumes may be requested after contract award.
15 Industry Day Technical Apart form the locations and units is the government intention to also provide some specific programs that the contractor may support, asses, monitor and evaluate within the scope of the solicitation?
Will be addressed in the individual task orders.
17 Industry Day Contract Will there be a small business utilization requirement for the other than small prime contractors? We intend to have small business participation in some capacity yet to be determined.
18 Industry Day Contract/Technical
For those businesses without facility clearances at time of the submission, will there be an opportunity to bid on the solicitation and be sponsored to obtain a facility clearance? This is especially important to access new players that have appropriate technical qualifications, especially small businesses, who may not have had an opportunity to obtain a facility clearance.
There is no intent to sponsor a facility clearance. The Facility Security Clearance will be at the SECRET level.
19 Industry Day Contract Can the government confirm its intention to issue a multiple award IDIQ contract for this work?
The Government plans to issue an IDIQ contract. Tasks orders may be FFP, T&M or Labor Hour.
20 Industry Day Contract Can the government provide more detail on the anticipated contract structure, specifically the scope, total contract ceiling, and number of Task Orders under the master IDIQ?

If we understand your question, vendors will be able to submit proposals for each of 3 functional categories. The Government still needs to determine if there is any potential conflict among the functional categories for a single vendor.
23 Industry Day Contract Will a contractor selected to support the high level SC program management role/task be restricted from bidding on the SC evaluation work that it could theoretically evaluate or oversee?

At the PSC "New Frontiers in Assessment, Monitoring, and Evaluation (AM&E)” event in October of 2018, OSD mentioned the possibility of releasing multiple IDIQs to cover the range of task areas anticipated for the final solicitation. Is this approach still under consideration? Will there be separate multi-holder IDIQs for each of the three Functional Categories?

26 Industry Day Technical Can USD(P) and DSCA provide an approximate percentage of labor allocation anticipated across the Functional Categories? We will provide estimated workload data for task orders.

Can USD(P) and DSCA elaborate on which functional areas will require Secret or Top Secret (including SCI eligibility) personnel security clearances? Or, will functional areas two or three require embedded Contractor personnel?

While security clearance requirements for personnel will be determined for each task order, Part 5.1.1 SME of the draft PWS states: “Much of this expertise will be embedded experts at the GCCs, who will require appropriate security clearances.” Is there a minimum clearance level required for personnel embedded at the GCCs?

32 Industry Day Technical Can USD(P) and DSCA provide an update on which COCOMs have developed IDDs and how many personnel have been trained?
All COCOMs piloted IDD development for FY20 and are developing them now for FY21 planning. The IDD process will continue to evolve based on feedback from the CCMDs.
33 Industry Day Technical Which training materials have been used to train these personnel?
January 5, 2018 Guidance which included an IDD template and a "Freedonia" example.
A new IDD templates was released in early 2019 and an IDD guide is currently under development with updated examples.
34 Industry Day Technical Will USD(P) and DSCA make public the results of the initial security cooperation evaluations? If so, how will they be shared?
Per the DoDI 5132.14, "To promote transparency of DoD’s security cooperation programs, completed evaluations by the centralized evaluation office will include a separate summary for posting on DoD’s public website (www.open.defense.gov) unless the USD(P), in consultation with other DoD Components, determines that disclosure of the summary information could be expected to cause foreseeable harm to the United States or a partner nation."
35 Industry Day Technical According to DoDI 5132.14, “AM&E is required for all significant security cooperation initiatives.” Can USD(P) and DSCA further define what constitutes significant security cooperation initiatives?
SSCIs are intended to provide a comprehensive and integrated look of security cooperation programs in a given country. SSCI is defined as "multiple SC activities planned over multiple years in support of a specific SC objective."
36 Industry Day Technical How will the work be shared between DSCA and USD(P)? While the sources sought notice defines DSCA’s role under Section 382 of the NDAA, it does not define USD(P)’s role.
Per the DoDI 5132.14, "The USD(P) is responsible for the oversight and management of the security cooperation AM&E enterprise." This includes formulating policies and processes to standardize and synchronize DoD Component AM&E efforts, maintain and oversee a centralized evaluation office, and annually determine priorities for independent evaluations. DSCA is the primary stakeholder for the Program Management TO, USD(P) Security Cooperation is the primary stakeholder for the Evaluation and Security Cooperation Support TO, and DISCS is the primary stakeholder for the AM&E Training

37 Industry Day Contract/Technical How will future contractors be expected to coordinate with the current DSCA contractor providing AM&E support through the
TEAMS BPA?
We do not know this information at this point.
38 Industry Day Technical How will the contractor be expected to interface with the current monitoring system?
Current monitoring systems are inadequate to task. The contractor is expected to, "Support(ing) performance monitoring of security cooperation programs and activities, including establishment of monitoring methods, development of metrics, data collection and analysis." (PWS pg. 2, Section 1.3 Objectives)

At the AM&E Industry Day, four potential task orders were laid out covering Evaluations, SC Support, AM&E Training, and Program Management. Can USD(P) and DSCA clarify under which of the three Functional Categories the SC Support Task Order would be issued?
Evaluations will be under Functional Category 3.
SC Support will be under Functional Category 1.
AM&E Training will be under Functional Category 2.
Program Management will be under Functional Category 2.
40 Industry Day Contract
Would USD(P) and DSCA consider releasing the names of attendees from the March 26, 2019 Industry Day, so that offerors may expand teaming based upon firms that have demonstrated an interest in this solicitation?
We will not release the names of attendees without the consent of attendees.

Would USD(P) and DSCA consider urgently determining what level of Facility Security Clearance (if any) will be required at the time of the offer (and updating the FBO entry)? This important factor helps inform teaming arrangements for small and non-small businesses alike.

What is the precise scope of “AM&E Training” in this section? As written, this section implies that in addition to “security cooperation AM&E topics, ” the required training includes all aspects of, including but not limited to, AM&E [emphasis added] of institutional capacity building/defense institution building. Is this interpretation correct?

What is the precise scope of “ Evaluations” in this section? Does the government intend to include AM&E training performed per section
1.4.2 as one of the “security cooperation activities” to be evaluated in this functional category?
No. Per the DoDI 5132.14, "Maintains and oversees a centralized evaluation office to coordinate and facilitate the conduct of independent evaluations of significant security cooperation initiatives and to provide DoD-wide guidance, tools, and templates on all aspects of AM&E..." SSCI's are defined as multiple SC activities planned over multiple years in support of a specific SC objective.
44 Industry Day Contract How does the government intend to handle pricing; for example rate card at the IDIQ level? Pricing will addressed in the RFP.

51 Industry Day Technical What is the proposed Gov’t concept for a fusions cell in terms of people and skills?
Fusion cells in the GCCs will be responsible for providing day to day assessment and monitoring support. Individuals should have a rudamentary understanding and functional expertise in full spectrum planning for security cooperation. They will be supported by available experts - from government, FFRDCs, or consultants-- as required. The five areas to be considered include: strategy, doctrine, and plans; defense systems; enablers;
personnel; and institutional support.
