About this file

This is a Notification of Funding Availability (NOFA) Explanation of Change document issued by the Executive Office of Housing and Livable Communities for the HLC0000123 Winter Bed NOFA procurement (BID Number: BD-27-1076-OCDDE-HS003-133443). The NOFA seeks proposals for seasonal emergency overnight shelter and warming center services with one-time funding for newly added capacity operating from November 15, 2026, through April 30, 2027. A virtual bidders' conference is scheduled for October 7, 2026, at 1:00 PM, with written questions due by 3:00 PM on the same date. Responses to the NOFA are due October 16, 2026, at 3:00 PM, and award announcements are anticipated by October 30, 2026. Eligible respondents are municipalities partnered with established homelessness service providers or nonprofits with municipal partnerships serving individuals without children who meet HUD's homeless definition. Priority service regions include Greater Boston, Western Massachusetts, Greater Worcester, Bristol and Plymouth Counties, and Upper Merrimack Valley.

The total procurement value is approximately $15 million in one-time state appropriation with no renewal options, distributed through cost-reimbursement grants with individual maximum obligation amounts subject to appropriation and funding availability. Eligible one-time costs include material goods such as cots, mattresses, and linens, seasonal staffing, and administrative costs capped at 10 percent of other requested funding. Clinical supports for medical and behavioral health services are ineligible. Funded programs must provide supportive services including housing search, case management, behavioral health connections, and employment readiness assistance, and must participate in the Homelessness Information Management System and the local Continuum of Care's Point In Time Count. Document revisions were made on September 23, 2026, to add the missing scope of services, replace the budget with corrected formulas, and correct the submission checklist. Additional revisions on October 9, 2026, added the Question-and-Answer Document with all submitted questions, answers, and a bidders' conference recording link, and corrected the submission checklist title.
