A27. No – the old OBVSS contract was terminated 30 September 2012.

Q28. The PWS does not indicate how many busses, by location, have OBVSS installed. For each of the seven locations of Attachment 1 of the PWS, how many busses have no current OBVSS equipment needing to be removed?

A28. For Korea – The numbers are stated in the PWS, however about seven of the older buses at Daegu have already been replaced with newer buses which have no OBVSS installed

Q29. Is OBVSS removal and installation to be accomplished at government facilities of the seven locations of Attachment 1 of the PWS? Or may the busses be taken to a contractor facility for removal and installation work?

A29. No, work is to be done at the TMP facilities [to take the buses off site would require a great deal of coordination and a Military or TMP driver].

Q30. Would the government clarify the training requirement of paragraph 2.5 of the PWS. Specifically:

Q30a. How many individuals are to be trained at each of the locations?

Q30b. Usually only 1 or 2 per location.

Q36. Is a proposed installation schedule required as part of the RFP response?

A36. Yes, the proposal submittal requirements have been amended to reflect this clarification.

Q37. Could the Government procure this solution through GSA Schedule 70? If not, which contract vehicle will be used for procurement?

A37. The requirement is being solicited using full and open competition procedures in accordance with FAR Parts 12 and 13.

Q38. I did not see a requirement for a particular labor wage scale. Is there a wage scale requirement for this RFP?

A38. No, a wage scale is not required.

Q39. Will any weekend work be possible? Because of the physical separation of all the sites, time will be required to travel to and mobilize at each site.

A39. According to the PWS at Section 2.3, removal and installation of the OBVSS shall be during normal working hours which are provided. Any deviations to this scheduling shall be coordinated with the Government COR prior to any work being initiated.

Q40. Can this RFP be set aside for SDVOSB? If not, will disabled veteran status be used in the proposal evaluation?

A40. There is no set‐aside for this procurement.

Q41. Paragraph 2.4 of the PWS states, “The existing OBVSS equipment is listed in Exhibits 1 and 2 of this solicitation package,” but we are unable to locate these two Exhibits.
