AMENDMENT 0002
The purpose of this Amendment is to:
1. Extend the due date for proposals to 23 June 2010 at 0900 local Japanese Standard time. The hard copy proposals must be received at the Procurement office by this date and time in order to be considered.
2. Update section 4.3 of the PWS to include Andersen Middle School’s soccer field. Section 4.3 of the PWS is updated as such:
Leve1 1: Turf shall be cut and maintained at a uniform height between one inch (1”) and not more than two inches (2”) from the ground throughout the contract performance period. This applies to the football field at Guam High School and the soccer fields at both Andersen Middle School and McCool E/M School.
3. Incorporate all questions received from vendors with the Government’s answers. All questions and answers are shown below:
Q1. Does DoDEA have a base listing of various sizes and types of materials and/or supplies that are typically maintained at each school? (i.e.: a/c filters, light bulbs, etc.)
A1. No, currently DoDEA’s requirements are being performed under the Navy’s BOS contract, and the BOS contractor currently maintains the supplies and information.
Q2. Does DoDEA have any historical data on the numbers and types of Work Orders for routine maintenance ($1500 threshold or below)?
A2. Yes. See attached PDF.
Q3. Can DoDEA furnish a listing of existing contractors and subs that currently provide maintenance services?
A3. Yes. See attached excel spreadsheet.
Q4. Please provide information on the bus dispatch offices (scope of work, type of systems and square footages) for Andersen and Navy Base Guam. Will the contractor be required to maintain the bus staging and parking areas as well? If so, to what extent and how large is the area?
A4. The contractor will be required to maintain the bus parking area and bus dispatch offices. Below are the square footages of the areas requiring maintenance:
Andersen Dispatch – 702 Sq Ft.
Navy Base Dispatch – 1000 Sq Ft.
Q5. Can DoDEA provide approximate areas for grounds maintenance? (i.e.: acreages for grass mowing areas, sports fields, etc.
A5. Yes. Please see below for the approximate areas for grounds maintenance:
Andersen Schools to include soccer field………13 acres
Andersen Bus Parking/Staging Area…………...1/2 acres
Guam High School (all other areas)…………....7.45 acres
Guam High School baseball field……………...1.76 acres
Guam High School soccer/football field………2.7 acres
McCool E/M School…………………………..17.76 acres
McCool E/M School soccer field………………1.25 acres
Q6. Item 3.13.1.5 indicates that contractor “….shall not commence work on any project until all required coordination and permits are obtained.” Does this refer to permits from Joint Region/NAVFAC/CE? Or will DoDEA self manage the permitting processes? (It was indicated in the pre-proposal conference that DoDEA facilities are separate and apart from base installations).
A6. The contractor will need to secure permits from NAVFAC / CE and/or the appropriate agency before any work can begin.
Q7. Item 3.18.2 (Computer Equipment): Draft PWS indicates that contractor is to “Provide labor, cables, wireless connections, hardware, software and services necessary to ensure reliable Internet connectivity between contractor employees and Government representatives…..” . Does this mean that none of the schools currently have wireless connectivity? Installation of any computer equipment within military facilities on base normally involves N6 command to ensure One Net conformance for force protection purposes. Will the contractor be responsible for this coordination? Also, if hard wiring is required, will this be provided by DoDEA or will all the associated costs be borne by the contractor? Finally, does this item include providing DoDEA representatives with laptops or other hardware and software? If so, how many will be required for each school?
A7. Yes, the schools do have wireless connectivity. DoDEA is not on One Net, we have a separate internet provider and coordination will be the responsibility of the contractor. All connectivity hook-ups are the contractor’s responsibility. Only software will be provided to the contractor representatives as required at three per school and three at the Guam District Superintendent’s Office.
Q8. Section 4.4 (Sports Fields – Routine): Please provide total areas to be maintained. Is there any historical data available for the types and amounts of organic fertilizers presently used? Will the contractor be required to dispose of natural debris (leaves, etc.) at military landfills? Who will be responsible for cost?
A8. See question 5 for info on total areas. Currently there are no fertilizers presently used as this is a new requirement. Contractor can dispose of natural debris on base but will need to coordinate with AF Civil Engineers for the Andersen facilities and NAVFAC for the Navy facilities. It is my understanding that contractor is responsible for all cost such tipping fees. At both landfills (Navy & AF) there are chippers/mulchers for green waste.
Q9. Section 6 (Exterior Site Works Program): Item 6 – Exterior Sports Equipment includes overhead canopies. Will any of these canopies require disassembly during contingencies (heavy weather)?
A9. Yes, if winds of 40 mph or greater are anticipated.
Q10. Item 9.4.4 (Chemical Waste Collection Systems): Please provide more information on this system. Does this include any systems within classroom laboratories? If so, how many?
A10. Currently, all chemical waste is disposed of via DZSP 21 Hazmat, coordinated via NAVFAC Environmental.
Q11. Item 10.5 (Chemical Dispensing Stations and Teacher Demonstration or Work Stations) Please provide the number of stations per school and the system manufacturer as well as the types of Chemicals typically used.
A11. Guam High School, Andersen Elementary School and Andersen Middle School do not have any stations.
McCool Elementary Middle School currently has 18 Teacher Demonstration / Work Stations and 9 Teacher Movable Work Stations. For these stations, only general household chemicals are used.
Q12. In reference to Section L, page 177, “…the offeror shall send 3 copies of the Technical Proposal and 1 copy of the Price Proposal”. Do these totals include the originals of each proposal ( i.e. 1 original and 2 copies of the Technical Proposal and 1 original Price Proposal)?
A12. The offeror shall send 1 original and 2 copies of the Technical Proposal, and 1 original price proposal.
Q13. Please confirm that the scope description of the Quality Control Plan is included in PWS subsection 3.7.
A13. Yes, the scope description of the contractor’s Quality Control Plan is included in PWS subsection 3.7.
Q14. Are there any liability or insurance requirements, in addition to RFP Section I, CLAUSES INCORPORATED BY REFERENCE; 52.228-5 -- Insurance -- Work on a Government Installation?
A14. Only FAR 52.228-5 applies at this time to this requirement.
Q15. How many work orders for each category under this PWS were completed last year and what were the actual costs associated with each work order?
A15. See attached PDF and excel spreadsheet.
Q16. Please provide the work order historical information for last year?
A16. See attached PDF and excel spreadsheet.
Q17. Due to these unanswered questions that have an impact on our proposal and final pricing, can the proposal submission date and time be extended?
A17. Yes. The solicitation due date has been extended to 31 May 2010. All hardcopy proposals must be received at the DoDEA Pacific Procurement Division by this date to be considered for contract award.
Q18. The actual CLIN breakout is not consistent with the RFP Performance Requirements in sections 4.0 - 15.0. The question is:
Where is the CLIN, or where do you apply the pricing for the following?:
a. Contract Management
b. Initial Survey
c. Project Manager
d. Quality Control Plan
e. Asset Management
f. Warranty Database
A18. There will not be a separate CLIN for any of the above listed items, as they are all considered other direct costs, and should be incorporated in your pricing as such.
Q19. The RFP requires a minimum of 5 Past Performance references. Can this total include both the prime and sub-contractors?
A19. Yes, however at least 3 Past Performance references must be for the prime contractor.
Q20. In reference to Solicitation HE1260-10-R-5001, Guam Total Maintenance Services, Section L, Submittal Requirements, Factor 4 – Seed Project, could the Government please clarify the information to be included in this section? Is it the Government’s intention for the Seed Project pricing information (detailed cost breakdown) to be included in Volume I/Technical Proposal and not in Volume II/Price Proposal? It appears that the Submittals (Attachment 3, Section 1.2) are intended to be submitted post-award; are any of these Submittals required with the proposal submission?
A20. The information for the Seed Project should be included in Volume I – Technical Proposal. The Submittals in Attachment 3 – Section 1.2 should be submitted post-award, however a plan of how these items will be submitted or acknowledgement of these submittal items should be included in your Technical Proposal, as the Seed Project will be evaluated with your technical proposal.
Q21. What are the size and age of each generator? How old are the transfer switches? Are these ATS or MTS? Is there a maintenance in place now? What kind?
A21. Information on each generator is shown below:
Andersen Schools……….250 KW w/200 gal day tank and 50 KW w/70 gallon day tank Transfer switches are about 9-10 years old and they are ATS. Yes; preventative maintenance is being done to them by DZSP 21.

Q22. What is the Square footage for each location to calculate approximate quantities and loads of interior lights? What is percentage of incandescent/FLUORESCENT LIGHTS? Are all fluorescent lights low energy type? If not, are we require to install low energy type or replace as is?
Bldg 372, South Bus Disptach………………..1000 sq feet Bldg 21000, North Bus Dispatch………………704 sq feet Andersen School Sewage Lift Station…………252 sq feet Andersen Elementary School……………..195,000 sq feet Andersen Middle School……………………95,000 sq feet Guam High School…………………………115,000 sq feet McCool E/M School………………………..170,000 sq feet Incandescent lighting possibly 5 percent and fluorescent or other about 95 percent. Not sure if they are low energy type fluorescent but I would presume so. Replace as is, is fine.
