PERFORMANCE WORK STATEMENT
Creating an Action Plan for DoDEA’s
Diversity, Equity, and Inclusion (DEI) Program
1. General Information
1.1 Agency
1.1.1 For school year (SY) 2020-22, the Department of Defense Education Activity (DoDEA) will provide PK-12 instruction to approximately 66,000 dependents of military and civilian employees.
Student enrollment is based primarily on deployment of military troops worldwide. In the
Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In
Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain and Italy. In the Pacific, DoDEA operates 45 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. In addition, DoDEA operates fully accredited
Virtual High School with teaching hubs in each DoDEA region: Americas, Europe, and Pacific.
1.1.2 DoDEA schools’ demographics reflect those of the US military it serves. The DoDEA senior leadership and HQ staff demographics are not identical to our schools’ demographics.

DEI Terms and Definitions
Antiracism – Active and conscious effort to work against multidimensional aspects of racism
BIPOC – Black, Indigenous, People of Color
Critical Race Theory (CRT) – Systematic racism is part of the American life and challenges the beliefs that allow it to flourish. It is an approach to grappling with a history of white supremacy that rejects the belief that what is in the past is in the past and that the laws and systems that flow from that past are detached from it. It attends not only to laws transformative role which is often celebrated but also to its role in establishing the very rights and privileges that legal reform was set to dismantle. Note:
There are multiple definitions of CRT. This definition came from statements made by Dr. Kimberle
Crenshaw, a founding critical race theorist and law professor at UCLA and Columbia universities, in a
CNN article, What critical race theory is—and isn’t published of October 1, 2020. Source:
https://www.cnn.com/2020/10/01/us/critical-race-theory-explainer-trnd/index.html
Discrimination – Differential treatment of an individual or group of people based on race, color, national origin, religion, sex (including pregnancy and gender identity), age, marital and parental status, disability, sexual orientation, or genetic information

Equity – Fair treatment for all while striving to identify and eliminate inequities and barriers
Ethnicity – Cultural factors, including nationality, regional culture, ancestry, and language
Gaslighting – Deliberate attempt to undermine a victim’s sense of reality or sanity. In a work context, it usually means behaviors that undermine the success, self-confidence, self-esteem or wellbeing of the target. For people in underrepresented or less powerful groups, it is more likely to occur with more severe and harmful cumulative effects. Tactics can include withholding (critical information, meeting invitations, silent treatment), isolation (exclusion, instigating conflict with coworkers), and
16 August 2021 12 discrediting (consistently shooting down the target’s ideas, ignoring or taking credit for their work/achievements)
Implicit Bias – Unconscious bias, i.e., “…(a)attitudes and stereotypes that influence judgment, decision-making, and behavior in ways that are outside of conscious awareness and/or control” -

These small, common occurrences include insults, slights, stereotyping, undermining, devaluing, delegitimizing, overlooking or excluding someone. Over time they can isolate, alienate, and adversely affect the health and wellbeing of those receiving them
Privilege – Unearned sustained advantage that comes from race, gender, sexuality, ability, socioeconomic status, age, and other differences
Professionals & Support Staff – Although DoDEA is an educational agency, the term “educators” has been avoided because the emphasis is on all staff.
Professional Learning – Implementation of a comprehensive recursive process that provides sustained learning experiences aimed to engage and enhance professional practice. It includes a framework and design of the interconnections between teaching and learning within the broader context of alignment to and implementation of content and processes pertaining to standards, curriculum programming, and instructional practices necessary to improve student learning and achievement.
