DoDEA Diversity, Equity, and Inclusion (DEI)

Solicitation # HE125421Q4008

FINAL Qs & As

1. Section 2.d. of the solicitation offers specific guidance for Volume names, content, and page count. This table directs vendors to deliver a four (4) volume proposal, and details for each.

The text below the Section 2.d Table appears to provide guidance counter to the table.

Following the text, vendors are directed to provide a three (3) volume proposal.

a. Will the Government clarify the Volume construct and organization, so vendors can meet the Government’s guidance and intent?

RESPONSE: Vendors are to provide three (3) Volumes as listed in the solicitation with the requested information in the table.

2. Volume 1 – Factor 1: Technical Approach found on Page 37 of 108 provides vendors with

Sample products due at the time of solicitation.

a. Does the Government have preferences for Sample Products delivery? Will the

Government need Sample Product separated from Volume I?

RESPONSE: Vendors shall provide all required samples electronically with their response but separate from the Volumes requested. See revised FAR

52.212-1 and 52.212-2 Addendums for updates.

b. Are vendors expected to include Sample Products in Volume I?

RESPONSE: No

3. The Government’s SF1449 provided with the solicitation directs vendors to submit proposals

NLT 5:00 PM on 3 Sep 2021.

The posted BetaSAM guidance for this solicitation directs a submission delivery NLT Sep

03,2021 at 11:00am EDT.

a. Will the Government clarify the proposal delivery time of day?

RESPONSE: See the revised response due date.

4. Section 2.4.1 – Supporting Tasks – Task 6 states “The approved training will be uploaded to

DoDEA’s LMS.” Is the contractor expected to upload courses to the LMS or does DoDEA do that?

5. Section 2.4.1 – Supporting Tasks – Task 6 Is contractor responsible for managing the

DoDEA LMS?

a. Other than videos of DEI training sessions, does the Government foresee contractor requirements to upload additional content to the DoDEA LMS?

RESPONSE: The contractor is not required to manage or upload any files to

DoDEA’s LMS.

b. Is the Contractor expected to support DEI training and DoDEA LMS beyond uploading videos of DEI training sessions?

RESPONSE: The contractor will be required to provide pre-recorded DEI

Training for specific topics when requested by the COR.

6. The Government’s CLIN structure contained in SF 1449 Pages 2-21 specifies a Max

Quantity for each Item Number, and this guidance aligns with the Government’s Pricing

Sheet.

The table on Page 21, “CLIN MINIMUM/MAXIMUM QUANTITY AND CLIN VALUE”, specifies differing maximum quantities than those listed in Pages 2-21.

Additionally, the guidance preceding the “CLIN MINIMUM/MAXIMUM QUANTITY

AND CLIN VALUE” table directs “The maximum quantity(s) and CLIN value(s) for all orders issued against the CLIN(s) on this contract shall not exceed the maximum quantity(s) and CLIN value(s) stated in the following table”.

a. Will the Government provide additional guidance clarifying the maximum quantities vendors should price to avoid unbalanced pricing?

RESPONSE: Vendors shall provide pricing for each CLIN quantities and not the max listed on Page 21. This is an IDIQ and the government has identified it’s minimum and maximum quantities that may be ordered for each CLIN at the same price for the quantities listed for each CLIN. See revised maximum quantities.

b. Will the Government clarify guidance for pricing Maximum Quantity for each CLIN?

RESPONSE: See response to 6a.

c. Will the Government clarify if the differences between Pages 2-21 and the Table on

Page 21 are intentional?

RESPONSE: See response to 6a.

7. The Government requested vendors provide DEI Consulting Experience with this solicitation. The tasking for “DEI Consulting Experience” is contained within the proposal’s

SAMPLE section.

Will the Government allow “DEI Consulting Experience” to be included as a SAMPLE document and not subject.

RESPONSE: Yes, the government will allow vendors flexibility in demonstrating their DEI

Consulting Experience.

8. Is the expectation the vendor will administer the survey for the assessment or will DoDEA be utilizing a currently deployed survey?

RESPONSE: DoDEA will administer the survey.

9. Can the government release a legible version of the deliverable table on page 95 of 108?

RESPONSE: Yes

10. In the RFP, Objective 4, DEI professional Support, on page 88 of 108, in the PWS, is not listed as an Optional Service in parenthesis, like it had been in the draft RFP, however on page 4 in the CLIN breakdown its listed as OPTIONAL, can the government clarify if

Objective 4 is optional or not?

RESPONSE: CLIN 0004 is no longer optional. See amendment.

11. Are the funds allocated for first year, $307,439.00, considered funds allocated to all of the

CLINs in the RFP or just those CLINs considered not optional?

RESPONSE: The resulting contract will be an IDIQ, and the funding has been identified for the quantities that will be order.

1. If we include services that are considered “optional” is the maximum Base year budget the same:

$307,439.00?

RESPONSE: The funding remains the same and has no impact on Optional

Services. Optional Services should be priced in the event the government exercise the option. The government will issue a Task Order for the actual

CLIN quantities required.

12. What is the expected outcome for this contract and beyond the base year and four 12-month options, will this be permanent instruction for the targeted community?

RESPONSE: The government will continue to review its needs throughout the Period of

Performance. The goal is to standup an agency DEI Program.

13. Is it correct that all training will be conducted with: 50 leaders that includes SES Executives, senior leadership, the DEI Director, and twelve working groups (20 participants per group), and not with students, school staff and paraprofessionals.

1. Beyond year one, will the deliverables of this RFP change?

RESPONSE: The deliverables will remain the same throughout the life of the contract unless mutually agreed upon by both parties.

14. Will the government consider the submission of CPARS in lieu of the Past Performance

Questionnaire for this requirement?

RESPONSE: The government will consider Past Performance options as noted in FAR

52.212-1 Instructions to Offerors Addendum.

15. In the case that CPARS are not accepted, would the government allow for an extension of the deadline in order for Past Performance Questionnaires to be successfully completed and submitted?

RESPONSE: See amendment for revised submission due date and time.

Government has no expectation that the Offeror will be able to successfully perform the required effort.

In addition to past performance information submitted by the Offeror and Questionnaires completed for the Offeror, past performance information may be obtained from Contractor

Performance Assessment Reporting System (CPARS), Federal Awardee Performance and

Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency; and interviews with Program

Managers, Contracting Officers, or other sources known to the government.

In evaluating past performance, the Government reserves the right to give greater consideration to information on those individual contracts deemed most relevant to the effort described in this

RFQ. The Government also reserves the right to give greater consideration to an individual

Offeror’s past performance information rather than the combined past performance information of an Offeror.

Offerors without a record of recent or relevant past performance or for whom information on past performance is not available or is so sparse that a past performance rating cannot be reasonably assigned will not be evaluated favorably or unfavorably on past performance and as a result, will receive a “Neutral” rating for the Past Performance factor. However, the Government reserves the right to make a determination that a “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past performance rating in a best value tradeoff.

If the Government chooses to conduct discussions, Offerors will be provided an opportunity to address any adverse past performance information not previously addressed. Adverse past performance is defined as past performance information which supports a less than satisfactory rating on any evaluation aspect or any unfavorable comments received from sources without a formal rating system.

The Government may reject a quote if it is found that the Offeror deleted, misrepresented, or withheld any information that might have a negative impact on its past performance record.

Volume III – Factor 3 Price. The price quotes will be evaluated using FAR Part 13.106-2(b) for price reasonableness but not rated. Offeror’s proposed prices will be determined using

Attachment 1 by multiplying the quantities identified in the RFQ by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amounts for each CLIN. The individual CLINs will be totaled to determine the offeror’s total proposed price. To account for the option periods possible under Clause 52.217-8 (maximum six months), the unit prices from the last option year will be used.

FAR 52.212-2 paragraph b is addended below:

b. Evaluation of Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the base period. The Offeror shall submit pricing for the base period and all option periods. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
