DTRIAC DRFP Questions and Answers
1. Reference Page 5: The maximum quantity and contract value for all orders issued against this contract shall not exceed the maximum quantity and contract value stated in the following table.
a. Question: The size of the contract is greatly diminished from the previous effort and as announced during the initial industry day. Will TATs be a portion of this DTRIAC Operations contract or will they be outside the scope of this contract?
Answer: TATs will not be a portion of this IDIQ. The contractor is required to support the TAT performers with preliminary studies and analysis, and interface with the TAT performers. While TATs are not a part of this IDIQ, there will be opportunities for technical efforts under SOO task, Technical Value Added, which will require the offeror to have a good technical team.
b. Question: If the TATs are within scope of the DTRIAC contract, what portion or percentage of funding of the $25M should be reserved for supporting the TATs?
Answer: See answer above.
2. Reference Section 3.2.3: Support Technical Area Tasks (TATs) efforts requiring these preliminary specialized studies and analyses.
a. Question: If the TATs are outside the scope of the DTRIAC contract, what contract vehicle will be used to acquire specific TAT support?
Answer: TAT work will be competed under DTRA’s Multiple Award CWMD IDIQ contract.
b. Question: If TAT's are expected to be awarded on some other contract other than the
DTRIAC Operations vehicle, is there expectation for that to also be a small business set aside?
Answer: Task orders issued under DTRA’s Multiple Award CWMD IDIQ contract are not set-aside for small businesses; however, each prime contractor must meet small business subcontracting goals.
c. Question: If the TATs are outside the scope of the DTRIAC contract, will there be an
OCI restriction on contractors (either DTRIAC Operations prime or subcontractors) performing on the DTRIAC TAT contract(s).
Answer: OCI issues will be addressed with any CWMD IDIQ contractor that performs TAT work. OCI issues will be identified and mitigated in the task orders for TAT work issued under the CWMD IDIQ.
3. Reference Page 113: Sample Task Order 2, "Live Fire Test & Evaluation (LFT&E) and Modeling & Simulation (M&S) Analysis Support"
Question: This Task Order appears to have no relationship to the DTRIAC mission or its collection. To better understand the government's intent for this Sample Task Order, request to know the government's rationale for selection, and the relationship the sample solution should have in regards to utilization of the DTRIAC collection.
Answer: Sample task order 2 will be revised to be in-line with SOO task, Technical Value Added. The technical efforts under Technical Value Added will typically be less than a year and focused on studies and analysis.
4. Reference p. 114 The objective of Sample Task Order 2 is: Develop Live Fire Test and
Evaluation (LFT & E) and Modeling and Simulation (M&S) software products to support the Air Force. Period of Performance: 12 months
Question: The scope seems beyond what is expected; please confirm that this is the sample task that you will use in the final RFP?
Answer: See answer 3 above.
5. Reference Sample Task Order 2: The scope of work is too generic and general, if this is the sample task that we have to solve, please provide more definitive requirements.
Question: Will you be able to provide a more definitive statement of work that will allow us to derive specific solutions and will allow for estimated labor categories, level of effort, and detailed cost estimates so that it will result in an equitable evaluation?
Answer: See answer 3 above.
6. Question: Will the Government be releasing the Pre-Proposal Conference attendee list of company points of contact?
Answer: A list of the Pre-Proposal Conference attendees was posted to FBO 15 Jan 2014.
7. With respect to locations, facilities and equipment:
a. Question: The draft RFP indicates that there are two DTRIAC operating locations, one at
Kirtland AFB and one at Ft. Belvoir. Is Government space provided in both locations for DTRIAC contractor staff, or just at Kirtland?
Answer: Government space is provided at both locations. As stated in sample task order 1 SOW paragraph 6.0, four (4) workspaces are provided at Ft. Belvoir.
b. Question: Are computers and other equipment, as well as supplies, provided for the on-site staff in the facilities that are provided.
Answer: As stated in the draft SOO, the Government will provide work space in DTRIAC facilities as needed and access to documents, and software/hardware. This encompasses computers, other equipment, as well as general office supplies.
c. Question: Is the contractor precluded from providing support functions from other locations in its own facilities if it’s more advantageous to the Government?
Answer: Routine Operations are expected to be carried out at Government facilities in order to utilize and physically maintain the collection and equipment. The contractor may conduct some activities at its own facilities (e.g., software/IT development or V&V, some studies and analyses), provided that the contractors maintain a sound security program in accordance with the National Industrial Security Operating Manual (NISPOM) and DTRA policies, and can access the necessary documents from the DTRIAC collection.
8. With respect to the level of effort, subcontracting and metrics:
a. Question: The Government has provided information with respect to the typical annual funding for the DTRIAC; does the Government have an expectation of the number (and skill levels) of hours to be delivered for that funding?
Answer: It is expected that the offeror will propose a skill mix that will meet the Government’s requirements, as stated in the SOO and sample task orders, within the estimated funding level.
b. Question: Can you provide additional detail on the relative level of staffing and the expected functions at each of the two locations?
Answer: The offeror is expected to present a skill mix that will meet the labor requirements of each task and sub-task stated in the SOO and sample task orders. As stated in sample task order 1 SOW Task 3, paragraph c, the contractor is to provide customer service support in the Scientific and Technical Information Center (STIC) at the DTRC located in Ft. Belvoir, VA. Per paragraph 6.0, four (4) workspaces are provided at Ft. Belvoir. All other functions are to be performed and staffed as appropriate at Kirtland
AFB.
c. Question: Can you identify any subcontractors involved in the current DTRIAC operation and what their roles are?
Answer: Information regarding the incumbent’s subcontractors will need to be requested through the Freedom of Information Act (FOIA).
d. Question: The DRFP cites a number of companies in addition to Exelis that have had access to proprietary information. Can you expand on the role of each of these companies in the DTRIAC operation?
Answer: DTRA Clause 252.209-9002, Non-Government Support Personnel, will be updated in the Final RFP to delete ITT Exelis and SAIC. The other companies listed provide Advisory and Assistance Services (A&AS) and other support services, and may have access to proprietary information in performance of those services which are not specifically in relation to the DTRIAC operation.
e. Question: Does the Government have a “metrics” reporting requirement for the DTRIAC, and if so, what are the metrics and the current reported levels of performance for the various functions, as well as what levels are expected under the new contact?
Answer: The Government does not have “metrics” reporting requirements for the
DTRIAC.
f. Question: As an IDIQ contract, what are the limits on customer funded tasks that can be added to the contract (total ceiling dollars, dollars per task, duration of tasks, etc.)?
Answer: As stated in DRFP Section B, Contract Minimum/Maximum Quantity and Contract Value (page 5), the total ceiling dollars for the IDIQ is $25,370,000.00. DRFP Section L.5.6 provides the pricing assumptions and duration of tasks for the sample task orders. It is anticipated that the duration of future Technical Value Added task orders will not exceed 12 months.
9. With respect to contract transition (DRFP paragraph L.3.3.3 SECTION 2: TECHNICAL
APPROACH, page 83):
a. Question: Is there a specific expected length of time for the contract transition period?
Answer: The transition period is expected to be 30 days.
b. Question: Will the incumbent’s transition plan be part of the final RFP?
Answer: No, the current contract does not require the incumbent to deliver a transition plan until the exercise of the option for the transition task. It is not anticipated that the option for the transition task will be exercised prior to release of the final RFP.
c. Question: Does all equipment and material to be transitioned exist at the Government sites only? Or does some exist at the prime contractor site?
Answer: All equipment to be transitioned is at the Government sites only.
d. Question: Can you provide estimates of the amount of equipment and other material to be transitioned?
Answer: DTRIAC has approximately $400K in government property in its inventory.
Answer for equipment and materials at Ft. Belvoir: Office (cubicle) space is allocated for this effort to be performed on-site at Ft. Belvoir. Government laptop computers and access to DTRA systems will be provided for use in the DTRC.
Answer for equipment and materials at Kirtland AFB: The current equipment inventory consists of approximately 100 workstations/computers/ monitors, 2 Sun Microsystem Network Servers, video production equipment, five Thin Clients, CD/DVD duplicator, optical reader, high security shredder, tape autoloaders, advance storage system, printers and scanners.
e. Question: Preparation of an adequate transition plan under this solicitation will require detailed knowledge of “the DTRIAC, its holdings, facilities, assists, and administrative requirements, in addition to, life-cycle documentation, STARS database, related issues, restriction or limitation, and any other areas that a new incumbent requires to execute an effective operation.” Will that information be made available in a public forum for use by offerors?
Answer: As stated in 9b above, the incumbent’s outgoing transition plan will not be available prior to release of the final RFP; therefore, Sections L and M of the RFP will be revised. L.3.3.2, Management Approach, will be revised to instruct offerors to “describe their incoming transition plan to take over responsibility for DTRIAC operations from the incumbent in an efficient and effective manner.” The following will be deleted from L.3.3.2, “The plan should include expected time frames and assumptions of what will be provided by the incumbent during the transition period. The Government will provide to offerors the incumbent’s outgoing transition plan. It is anticipated that the incumbent’s outgoing plan will include transition objectives, measures of success, and risk assessment, and milestones essential to the successful operation of the DTRIAC. The incumbent’s outgoing plan should also include an orientation to the DTRIAC, its holdings, facilities, assets, and administrative requirements, in addition to, life-cycle documentation, STARS database, related issues, restrictions or limitations, and any other areas that a new incumbent requires to execute an effective operation. All actions and milestones shall have a defined exit strategy.” Section M, Management Approach, will state that the offeror will be evaluated on its “demonstrated ability to manage the incoming transition to ensure no degradation in service during the transition to the new contract.” References to a transition plan in the technical approach will be deleted from Section M.
f. Question: Is it possible to tour both of the Government DTRIAC facilities?
Answer: It is not necessary to tour the facility at Ft. Belvoir as it is only office (cube) space and Government laptop computers, with access to DTRA systems.
g. Question: When is the final RFP expected to be released?
Answer: The final RFP is expected to be released in early February 2014.
10. With respect to the DRFP page 23 requirement 252.209-9000 ORGANIZATIONAL
CONFLICTS OF INTEREST (FEB 2011):
a. Question: This paragraph appears to preclude contractor participation in the preparation of new task orders, (e.g., TATs), that the contractor performs on as well. Are new task orders going to be authorized under this solicitation other that Sample Tasks 1 and 2, and is the contractor allowed to participate on any contract modifications that ensue in carrying out those new tasks?
Answer: Future task orders are anticipated, but the contractor cannot participate in preparing (drafting the requirements) future task orders. Note that TATs are outside the scope of this IDIQ as explained in answer 1a.
b. Question: The DTRA Opportunities webpage at http://dtra.mil/Business/CurrentSolicitaions.aspx cites a number of other contract opportunities from the organization; please comment on any involvement that DTRIAC staff may have in these and others where an OCI Mitigation Plan may be appropriate?
http://dtra.mil/Business/CurrentSolicitaions.aspx
Answer: OCI issues are identified and mitigated at the contract level, so involvement of the DTRIAC contractor staff on other DTRA opportunities is dependent on the OCI issues of the other DTRA opportunities.
c. Are there OCI restrictions related to companies that are prime contractors on the DTRA CWMD contracts?
Answer: See answer 2c.
11. Question: Industry will need additional information to produce responsible cost proposals for the Sample Task Orders (STOs). Only the incumbent has knowledge of the historical and current staffing level and personnel categories. It is requested that DTRA provide the Government Estimate of either the total man hours or the required personnel categories (position descriptions) and staffing levels for each STO. Will the Government provide this data either prior to or with the final RFP?
Answer: The incumbent is a large business and this acquisition is a small business set-aside.
It is not anticipated that specific labor categories and staffing levels will be provided in the final RFP. Section L.5.6, Task Order Pricing Assumptions, includes an estimated funding profile for each sample task order. It is expected that the offeror will propose a skill mix that will meet the Government’s requirements, as stated in the sample task orders, within the estimated funding level.
| Answer: Sample task order 2 will be revised to be in-line with SOO task, Technical Value Added. The technical efforts under Technical Value Added will typically be less than a year and focused on studies and analysis. |
| 4. Reference p. 114 The objective of Sample Task Order 2 is: Develop Live Fire Test and Evaluation (LFT & E) and Modeling and Simulation (M&S) software products to support the Air Force. Period of Performance: 12 months |
