AMENDMENT 0005

ATTACHMENT 03

Pensacola NAS, FL DECA Project Date: 24 July 2018 Pre-Bid RFI’s with Responses

1. Question: Please verify if the exterior automatic doors will need to meet the same blast rating as the storefront.

Response: No. Automatic sliding doors are NOT required to be blast rated. In both sets of automatic sliding doors, door 1 and door 1A, the glass and glazing in doors, sidelights, and transoms is required to comply with the lamination and bite requirements of Standard 10, UFC 4-010-01. Doors are exempt from the structural requirements of Standard 10, UFC 4-010-01.

2. Please verify if there are site furnishings for this project. The summary of work states benches, trash receptacles, and bicycle racks are required, but we do not see specs for those items nor can we locate those items on the drawings.

Response: There are no site furnishings shown or required for this project.

3. Would it be acceptable to insert another nationally recognized equal organization to PCI, “The Architectural Precast Association – “APA”. If agreed upon, possible point of insertion would be immediately after the words “and Load Bearing Units”, insert “ and/or Plant Certified by APA for the production of Architectural Precast at time of bidding”

Response: It is not acceptable to use APA as an equal to PCI certification in regards to structural exterior panels.

4. Under Specification Section 034500 -3, 1.5 Quality Assurance, B. Fabricator’s Qualifications: 1 - Would it be acceptable to insert another nationally recognized equal organization to PCI, “The Architectural Precast Association – APA”. If agreed upon, possible point of insertion would be immediately after the words “and Load Bearing Units”, insert “and/or Plant Certified by APA for the production of Architectural Precast at time of bidding”.

Response: It is not acceptable to use APA as an equal to PCI certification in regards to structural exterior

5. A602, lists two OH coiling door types: OCD1 and OCD2. OCD2 is the only type noted on the door schedule. Please confirm that OCD2 is the only type to be used.

Response: Correct, only OCD2 type coiling doors are required for this project.

6. Is there blast requirements for the Automatic Sliding Doors?

Response: No. Automatic sliding doors are NOT required to be blast rated. In both sets of automatic sliding doors, door 1 and door 1A, the glass and glazing in doors, sidelights, and transoms is required to comply with the lamination and bite requirements of Standard 10, UFC 4-010-01. Doors are exempt from the structural

7. If blast requirements for the Automatic Sliding Doors are to be at a medium Level, please provide additional manufacturer as a Basis-of-Design has indicated they cannot meet a med level criteria.

Response: Automatic sliding doors are NOT required to be blast rated.

8. The initial pre-solicitation indicated this acquisition will be conducted in full and open competition. The Standard Form 1442 of the actual solicitation does not indicate whether it is SBA set-aside or full and open competition to my knowledge. It does, however, state the Standard Business Size of this solicitation is $36,500,000.

Have I overlooked a statement that would clarify this question or have I mis-read the meaning---is it set-aside for SBA or full and open?

Response: This is a full and open completion.

9. Is there an existing roof warranty on the Commissary? What roofing manufacturer was used for the existing roof?

Response: Entire existing roof is now being replace in this project.

10. What are the requirements for obtaining base access for workers?

Response: Workers will be required to comply with the Pensacola NAS access requirements for work at this location. This will be discussed at the Pre-Construction meeting.

11. Please clarify the roof type for the trash dock canopy. Is it a standing seam or R-Panel roof?

Response: Per A-110 Roof Symbol Legend, there are both types of roofs on this project; the standing seam type at the new entry from grid C southward, and the canopy roofs from grid V northward are R-panel type.

12. Can you provide a detail for the temporary partition that must be constructed when the precast panels are removed? Does the temporary partition need to be insulated and does it have to meet Wind and Blast loading?

Response: Type 5 Temporary Partition Detail on sheet GC100 indicates the construction partition required which is insulated and must meet Wind Loading. This detail will be edited accordingly and reissued.

13. Can an APA (Architectural Precast Association) certified plant be in lieu of a PCI certified plant for the precast structure?

Response: It is not acceptable to use APA as an equal to PCI certification in regards to structural exterior

14. Please clarify what sections of the Gondola shelving are to be moved, stored, and reinstalled, and what portions are to be replaced (by gov. or contractor).

Response: See sheets GC100, GC101, and GC102 for phasing of gondola shelving removal. At each phase that affects gondola shelving, the shelving is to be removed from the work area and relocated from the work area to a temporary location in the store for use by the store during that phase. Coordinate temporary location of relocated gondola shelving with the Contracting Officer’s Representative. At completion of each phase involving gondola shelving, contractor shall return the existing gondola to the work area and install the shelving in the final gondola location indicated in the plans for that phase of the work. For phases E2 thru I1, it may be possible to relocate the gondola shelving into the area of the last phase completed prior to starting the next phase, for each of these phases. At completion of the work for the entire sales area, the government will remove all existing gondola and install new GF/GI gondola as indicated on the plans.

15. Will a roof inspection report be provided to outline the condition of the existing roof?

16. Will the government be responsible for roof protection at the existing roof surface during construction?

17. Due to recent Silica requirements impacting construction, should only dust free equipment be used during construction inside the store as to not impact the general public? Also, will Silica Dust monitoring be a part of the governments’ scope during the project?

Response: Contractors are required to meet all applicable OSHA requirements, including exposure to Crystalline Silica. All costs associated with compliance with OSHA requirements, including air monitoring, are to be by contractor. Building occupants and adjacent store areas are to be protected from dust, including silica dust, as indicated in contract documents.

18. What Permits will be required of the contractor to work at this location?

Response: No permit is required to start construction. The site permit has been approved. For power and utility outages during construction, follow the drawing and specs.

19. Is there a need for a new dry pipe system to service the new loading dock at the rear of the building and a separate coverage system for the new front canopy?

Response: Yes. Please see notes on drawing F-101. The dry-pipe system will also extend to cover the existing front canopy.

20. Can the As-builts be provided for the existing building?

Response: Existing drawings will be provided.

21. Will Noise Monitoring and reporting be required of the awarded GC?

Response: Comply with OSHA requirements regarding noise monitoring.

22. Note 22 on GC100 states to provide a minimum of two refrigerated trailers and one dry trailer for the duration of the project. Sheet GC101 states to provide two trailers for Phase C2. Are these two trailers in addition to the others on GC100 for a total of 3 trailers full time and two additional trailers for phase C2? Please clarify.

Response: Phasing General Note 22 will be removed. Temporary trailers indicated on Phasing Plans are the only trailers required.

23. Is the awarded GC responsible for storing any Government moved Equipment?

Response: Per Section 011400 Contractor use of Premises para 1.2 describes the GC’s use of the facility. The GC is only responsible for equipment noted as CF/CI and must coordinate a location with the Contracting Officer’s Representative & Store Personnel as stated in the noted Specification Section.

24. What Size opening is required for the movement of the Equipment to and from the building and is there an existing opening that can handle these requirements?

Response: Per General Phasing Note #23 on Drawing GC100, the GC is responsible to determine how to transfer new & existing equipment (which may or may not fit) through existing openings, or provide temporary modifications needed to accommodate equipment.

25. What will the GC be required to provide in terms of a bid bond on the project?

Response: IAW FAR 28.101-2 the bid guarantee amount shall be at least 20 percent of the bid price, but shall not exceed $3 million. Bid guarantee to be submitted on SF 24.

26. Being that the store will be in use during construction, is the awarded GC responsible for Builders risk coverage over the existing structure and all of its contents during the total construction duration? If so then how much value do we need to include for the existing structure and are we insuring its contents as well? Will the owner require loss of coverage on this policy?

Response: The existing replacement value is approximately $38 million. This does not include product in the store. FAR 28.306 and 28.307 gives instructions on the minimal insurances required. Additional coverage is at the contractor’s discretion.

27. The structure is classified type II-B with 0 Hourly rating that generally doesn't require spray fireproofing.

Is this correct or is spray fireproofing required?

Response: Spray-applied fire proofing is not required.

28. Due to phasing requirements, the entire sales area of the store will not be able to be polished at one time.

This will create "stripes" where the floor is finished from one phase to the next. Is it the Governments desire to have this "stripe" occur under gondola rack locations?

Response: Phasing of projects and blending of phases is common on every polished concrete project. There is no situation where “striping” will be acceptable. Every contractor on the approved list will be easily able to address this concern without issue. The floors will be reviewed and approved prior to the placement of any fixtures and all areas need to meet specification requirements and industry standards for quality. Blend lines from phases will not be acceptable in any areas of the store.

29. The basis of Design for the Sliding Doors cannot bid the project due to the UFC requirements and the attached supplemental document issued by the USACE protection design center. Based on this new information they no longer meet the requirements in the specs. Please clarify what product or basis of design can be accepted to meet your needs.

Response: Basis of design will meet this project’s requirements. Doors are not required to be blast rated.

30. There are two (2) “N” fixtures listed on the lighting legend (E602) and appear to be two (2) separate types of fixtures and name brands. I know there are emergency lighting fixtures with a majority of the fixtures, but having 2 of the same types will cause slight confusion when doing the counts. Please advise.

Response: Per General Notes #5 on EL101 thru EL104, there is a CLIN for LED Lighting Fixture Replacement for the Sales Area. The Energy Solutions type N fixture is the Basis of Design, and per note 5, the Zoom type N fixture is an “Alternate ‘N’ Type Lighting Fixture” for the LED CLIN.

31. The Solicitation Standard Form 1442 mentions that a bid guarantee is required for the project, but it appears no requirements have been provided for the bid guarantee amount (e.g. 20% or $3,000,000 - whichever is less). Section I - Contract Clauses, "Clauses Incorporated By Reference" lists FAR 52.228-1: Bid Guarantee, but this FAR Clause does not stipulate an amount. Please advise on the amount required for the bid guarantee. Reference 13.B. / Standard Form 1442

Response: IAW FAR 28.101-2 the bid guarantee amount shall be at least 20 percent of the bid price, but shall not exceed $3 million. Bid guarantee to be submitted on SF 24

32. Section 1.12.B says, "On-Site Work Hours: Limit work in the existing building to hours during and after normal business working hours of 7:30 a.m. to 7:00 p.m., Monday through Friday, and 7:30 a.m. to 7:00 p.m., Saturday, and Sunday, unless otherwise indicated." Section 1.12.D.2 says, "Disruptive work shall be performed when the store is closed for business, unless authorized in writing by the Contracting Officer or Government’s Designated Inspector."

Part 1.13-B and 1.13-C go on to suggest that noisy and disruptive work (such as "tasks involving disconnecting or rerouting electrical power, some demolition items, items of work which create excessive noise," or irritating fumes) must be done during hours in which the Commissary is closed. Other than areas specifically denoted in the phasing plan on GC100 requiring off-hours work (such as phases A4 and F3), please clarify more specifically the work tasks in other areas that will be prohibited during normal operating hours, as these specifications are ambiguous regarding many activities. Reference 01 32 16.10

Response: Contractor to comply with applicable OSHA regulations during demolition. Per Section 01 32 16 paragraph 1.6.G.2 and 1.6.G.3, there is a list of tasks that potentially could require performance during normally closed hours. These tasks are to be coordinated with the Contracting Officer’s Representative and applicable construction barriers provided per Notes Regarding Construction Barriers on GC100.

33. Note 10 says to provide reasonable time for Commissary relocation into and out of phases. Please clarify how many days the Commissary will have to move out of and into each phase.

Reference GC100

Response: Per GC100 General Phasing Notes #11, work cannot begin on a subsequent phase until all work in the previous phase is substantially complete and turned over to the Commissary for use. Per GC100 General Phasing Notes #13, the GC to give the Government a minimum of 14 days notice for removal/relocation of merchandise within each area of work. At their discretion, the Government may accept a phase with minor incomplete punch list items. If so, complete all punch list items in each phase accepted within two weeks of the date of acceptance.

34. The exact limits of the contractor staging area are unclear as shown on 1-G-003. Provided that we maintain access to delivery doors on the north side at all times, will we be able to fence in the entire area within the construction limits as shown on CD101 and use for staging and laydown space throughout the entire project? Will the contractor have use of the drive and parking aisle just west of the Commissary building provided that the loop around the Pharmacy and access to the Pharmacy dumpsters are maintained?

Reference 1-G-003

Response: Will issue revised drawings to identify extent of staging area limits.

35. We are concerned that the space for contractor staging shown on 1-G-003 will not be sufficient for construction materials, contractor trailer, and construction worker parking. Will construction workers be allowed to park in the existing Commissary parking lot?

Reference 1-G-003

Response: No.

36. General Phasing Note 30 says to see Civil for temporary traffic plan for rerouting of traffic during construction, but we cannot locate this plan. Please provide.

Reference GC100

Response: Will issue a new drawing to indicate temporary traffic plan.

37. Will the Commissary provide space inside their existing facility for storage of the gondolas removed during Phases C4, E1, F1, G1, H1, and I1?

Reference GC100

Response: Yes. Coordinate with Contracting Officer’s Representative. See response to similar gondola shelving question for additional information.

38. The phasing plan does not address sequencing of exterior civil/site improvements. Please either (1) clarify required phasing of all exterior site work items or (2) confirm that exterior site work can progress as required and scheduled by the Contractor throughout all phases of work.

Reference GC100

Response: The Civil Phasing should closely match the phasing as shown on GC101 where the exterior of the building requires work to the exterior of the building. Phase A1 affects the west and south portions of the building, so civil work would need to commence at or before phase A1 in order to coordinate with the schedule for the Work as described in A1. Phase A5 affects the east end of the north side of the building, so civil work would need to commence at or before phase A5 in order to coordinate with the schedule for Work as described in A5. Phase B7 affects the west end of the north side of the building, so civil work would need to commence at or before phase B7 in order to coordinate with the schedule for Work as described in Phase B7.

39. The Phasing Area Description on GC100 says that Phase E3 commences after completion of Phase D2, but the flow chart on GC101 shows phase E3 starting after completion of phase D1. Which is correct?

Reference GC100

Response: The Construction Documents labeled RTA Solicitation Issue dated 5-30-2018, GC100 indicates E3 to commence after completion of D4 & D5. GC101 Flow Chart also indicates E3 to commence after D4 & D5.

40. Please either (1) confirm that all landscaping, grassing, permanent site stabilization, irrigation, and landscape maintenance is not in our contract or (2) provide details and specifications for pricing.

Reference GC101

Response: Per GC101 Notes #3 requires the GC to “Spread 4” topsoil & install sod..on all disturbed earth surfaces resulting from the Contractor’s operations.”

41. New Equipment Schedule references 1R00-B Cardboard Baler as CF/CI. However, there is no spec section for the Cardboard Baler. If the contractor is to provide a new Cardboard Baler, please provide a spec section for this equipment.

Reference Q601

Response: Spec for Baler will be issued.

42. We are concerned that the current deadline for submission of questions (7/21/18) will not allow adequate time for subcontractors and their vendors to review the complex requirements of this project to the level of detail required to generate all needed requests for clarifications. Could the deadline for submission of RFI's be extended to at least 7/25/18 or later? Allowing more time for questions will facilitate more accurate and competitive proposals to the government.

Reference RFP

Response: The deadline for submitting questions on roof is 4:00PM central time on 26 July 2018. The deadline for all other question has expired.

43. Siemens Apogee™ has been the standardized Base-wide DDC control system at NAS Pensacola / Corry Station for the past 20+ years. Siemens has full time service technicians as well as a 24/7 DDC operator maintaining, monitoring and troubleshooting the base’s DDC systems from a command center at building 3909. Is the intent to have the RMCS (spec section 23 09 16) installed in this project communicate / integrate to the base-wide Siemens DDC system so that the 24/7 operator has the capability to remotely monitor and alarm the Commissary’s systems from the DDC command center?

Response: No.

44. Is the new flatwork that is shown on CS101 detailed anywhere else in the drawings for thickness, ADA ramps, gutter details, etc?

Response: Per the LEGEND in the upper right hand corner, several items have notations for the Detail References as shown on C-501.

45. I cannot find a detail page that corresponds to the notes on the precast panels on S-202.

Response: Per Section 03 45 00 paragraph 1.3.A, the Precast Architectural Concrete is a Delegated Design requiring the GC to provide the comprehensive engineering by a qualified Professional Engineer. Elevations are shown on S-202; Typical Wall Sections are shown on S-302 thru S-304; other enlarged significant details are shown on S-402 thru S-404.

46. Drawings state on 33/AD103 “remove gondola shelving”. Should this note read “relocate gondola shelving”?

If shelving is removed, there will not be any shelving remaining to sell groceries.

Response: See sheets GC100, GC101, and GC102 for phasing of gondola shelving removal. At each phase that includes removal of gondola shelving, the shelving is to be removed from the work area and relocated from the work area to a temporary location in the store for use by the store during that phase. Coordinate temporary location of relocated gondola shelving with the Contracting Officer’s Representative. At completion of each phase involving gondola shelving, contractor shall return the existing gondola to the work area and install the shelving in the final gondola location indicated in the plans for that phase of the work.

For phases E2 thru I1, it may be possible to relocate the gondola shelving into the adjacent area of the previous phase completed prior to starting the next phase, for each of these phases. At completion of the work for the entire sales area, the government will remove all existing gondola and install new GF/GI gondola as indicated on the plans.

47. A-110 does not depict new refrigeration equipment or any roof scope related to rooftop refrigeration equipment.

Response: A-110, R-105, & M-401 all indicate equipment to be mounted at the roof level. The Roof Symbol Legend will be revised and reissued to clearly depict equipment to be mounted of the roof.

48. Structural drawings do not indicate any support steel for new roof top refrigeration equipment. Refrigeration drawings mention steel bench. Please provide a detail for this element.

Response: The roof structure is adequate to support the new Refrigerated Systems to be mounted on the roof, therefore a steel bench (as noted on R-105) is not required. The refrigeration units will require a curb as shown on 5/A-505.

49. Note 1 on both pages says contractor to pay utility cost and any additional cost if any issues, I called the number on Drwgs and was told we can’t get solid price before bid date if at all and It has to be engineered by gulf power. It says ALL work to be done by gulf power.

(Drawing ESD101 note 1 and 4, ES101 note 1.)

Response: All work is to be done by Gulf Power.

50. Sheet a-403, detail 5 – Note 27 for cart rails doesn’t exist.

Response: Will issue revised drawing with note 27 incorporated into Items of Work legend.

Response: IAW FAR 28.101-2 the bid guarantee amount shall be at least 20 percent of the bid price, but shall not exceed $3 million. Bid guarantee to be submitted on SF 24.

53. Note 10 says to provide reasonable time for Commissary relocation into and out of phases. Please clarify how many days the Commissary will have to move out of and into each phase.

54. The exact limits of the contractor staging area are unclear as shown on 1-G-003. Provided that we maintain access to delivery doors on the north side at all times, will we be able to fence in the entire area within the construction limits as shown on CD101 and use for staging and laydown space throughout the entire project? Will the contractor have use of the the drive and parking aisle just west of the Commissary building provided that the loop around the Pharmacy and access to the Pharmacy dumpsters are maintained?

Response: Will issue revised Drawings to identify extent of staging area limits.

55. We are concerned that the space for contractor staging shown on 1-G-003 will not be sufficient for construction materials, contractor trailer, and construction worker parking. Will construction workers be allowed to park in the existing Commissary parking lot?

Response: No. Construction workers will not be allowed to use the Commissary parking lot. Coordinate parking location with the Contracting Officer’s Representative.

56. General Phasing Note 30 says to see Civil for temporary traffic plan for rerouting of traffic during construction, but we cannot locate this plan. Please provide.

Response: Will issue a new drawing to indicate traffic plan.

57. Will the Commissary provide space inside their existing facility for storage of the gondolas removed during Phases C4, E1, F1, G1, H1, and I1?

Response: Yes. Coordinate with Contracting Officer’s Representative. See response to similar gondola shelving question for additional information.

58. The phasing plan does not address sequencing of exterior civil/site improvements. Please either (1) clarify required phasing of all exterior site work items or (2) confirm that exterior site work can progress as required and scheduled by the Contractor throughout all phases of work.

59. The Phasing Area Description on GC100 says that Phase E3 commences after completion of Phase D2, but the flow chart on GC101 shows phase E3 starting after completion of phase D1. Which is correct?

Response: The Construction Documents labeled RTA Solicitation Issue dated 5-30-2018, GC100 indicates E3 to comments after completion of D4 & D5. GC101 Flow Chart also indicates E3 to commence after D4 & D5.

60. Please either (1) confirm that all landscaping, grassing, permanent site stabilization, irrigation, and landscape maintenance is not in our contract or (2) provide details and specifications for pricing.

Response: Per GC101 Notes #3 requires the GC to “Spread 4” topsoil & install sod..on all disturbed earth

61. New Equipment Schedule references 1R00-B Cardboard Baler as CF/CI. However, there is no spec section for the Cardboard Baler. If the contractor is to provide a new Cardboard Baler, please provide a spec section for this equipment.

Response: The deadline for submitting questions on roof is 4:00PM central time on 26 July 2018. The deadline for all other question has expired.

63. Drawing EL105 shows a light type L but that light type is not listed on E 602. Please clarify.

Response: Per General Notes #5 on EL101 thru EL104, there is a CLIN for LED Lighting Fixture Replacement for the Sales Area. The Energy Solutions type N fixture is the Basis of Design, and per note 5,

64. On drawing EG101, is the counterpoise existing or will it be required to saw cut around the building to install.

Response: Yes, added notes about saw cutting and repair and will reissue.

65. Spec section 26 05 48 calls for Seismic Bracing which is not applicable for this area. Please clarify.

Response: Section 26 05 48 is not required and will be deleted from the Specifications.

66. The emergency lights call for battery back-ups per symbols. The lights show only an emergency circuit supplying them per drawings. Notes call for the existing circuits to be used. Do battery packs need to be at every light when an emergency circuit is already connected to them.

Response: The existing generator is a back-up power supply but is not a life safety emergency generator. Per DeCA criteria, life safety fixtures with battery backup may also be put on generator for back up but this is not the primary life safety provision.

67. Please clarify note 11 on EL 101. What type of contactor? How many poles and what is the coil voltage? How are the contactors controlled?

Response: Will revise to clarify and issue revision.

68. Should we account for any rubber base to be installed along the shelving on the perimeter of the sales area or down the sales aisles?

Response: No, not required.

69. The New Equipment Schedule calls for a new contractor provided and installed baler, but there are no specs given for the baler. Please clarify.

70. The 8' wide strip of concrete to the west of the building on drawing CS101, should this be priced as concrete paving or a concrete sidewalk?

Response: As noted by the legend, the 8' wide strip is concrete pavement.

71. On drawing A103, the post by the entrance to room 55A are symbolled as protection post, but on detail 10 on A503 they are called BP-1 (small bumper post). This happens on multiple occasions. Please clarify the locations of the protection post/BP-1.

Response: All post indicated in the Patron areas are Protection Post as shown on Detail 3/A-501. All other post beyond the Patron areas to be Bumper Post as shown on Detail 5/A-501. Drawings will be revised to indicate in Plan.

75. A décor sub, who contributed to the design of the décor plans, noted that the Kerfed Foamkore-Green Panel was different from the originally designed Sintra PVC Foamboard. Please confirm that the intention is to use the Kerfed product.

Response: Décor contractor to use kerfed-back "Kerfed Foamkore-Green" panel as designed and specified.

Truss soffit design and material was developed in conjunction with CIP (décor contractor) and approved by DeCA.

76. Doors 13-A and 13-B on the schedule are shown to be type PPPPPPP. Is this intended to be type B? Please clarify as there is no elevation for them.

Response: Doors 13-A and 13-B should be type B. Revised Drawings will be issued.

77. Are there documents available that would provide the color of the existing precast panels? If so, what color?

Response: No information is available. Per the Color Legend on A-201, Match Existing Panels.

78. On the lighting fixture schedule on E602 there are two "N" type fixtures listed. Please clarify.

Response: Per General Notes #5 on EL101 thru EL104, there is a CLIN for LED Lighting Fixture Replacement for the Sales Area. The Energy Solutions type N fixture is the Basis of Design, and per note 5,

79. On drawing E402, DHU-1 states electrical home runs to be made at MDP and references page E601. On page E601 there is no circuit annotated for DHU-1. Please clarify.

Response: Will revise Drawing E-601 and will issue.

80. Door 68-C is listed as a door type G. This is not shown on the door elevations. Should this be a traffic door or a cold storage room door?

Response: Door 68-C should be a type J door.

81. There is more concrete paving at loading dock area than shown to be removed on drawings. Please confirm we are only to remove limits as shown on contract documents.

Response: Civil shows an area to be removed and refers to Architectural for removal of the dock and additional items in the dock area. The intent is to remove enough concrete to accomplish the new construction shown for this area.

82. At loading dock area, one bollard is shown to remain in concrete paving. Please confirm this bollard is intended to stay.

Response: CD101 does indicate one bollard located approximately 50’north of the existing trash dock to be removed. This bollard can remain if not directly affected by the new Work. NOTE: there are two bollards shown on AD103 and A-103 on the north side of grid V between grids 23 and 25 that are shown to remain but will need to be removed and new bollards installed.

83. Will structural load/reactions be provided by the design team in order for us to design and engineer the temporary structural bracing at the existing structure along column line 1? Additionally, will the new steel as erected in area A-1 need to be temporarily braced before precast erection is complete?

Response: Without a proposed plan for the removal sequence and geometry, we cannot determine the requested structural loading/reactions. The bracing design engineer would have to submit the planned demo sequence and geometry in order to calculate loading/reactions.

84. Does the wind loading need to satisfy Miami-Dade requirements?

Response: Design wind-speed is listed in structural documents. Project shall comply with Florida I-Codes and Miami-Dade requirements that are applicable to this project as indicated in Florida I-Codes. Project must also comply with all applicable UFC requirements. Where codes conflict, most stringent to govern, unless noted otherwise in the UFC.

85. The “Completeness Evaluation Factors” checklist, Past Performance- Item 3 indicates that, “Projects found in PPIRS performed by Prime Contractor or Key Personnel associated with the project received an overall rating of satisfactory or better.” Confirm if this standard must be met for all projects found in PPIRS?

Response: Yes

86. The plastic strip curtains are listed as comments for sliding cold storage room doors (type K) on drawing A-602 but are included in the traffic door specification. The cold storage room spec says to see the traffic door specification. Which doors are supposed to have these curtains?

Response: There are 5 doors identified in the Door Schedule to receive plastic strip curtains which is correct.

There are 3 additional existing doors that require new plastic strip curtains as indicated by Items of Work #25/A-103.

87. For the Past Performance Information volume of the response to the solicitation, would DeCA accept relevant experience which extends farther back than five years, as our firm has experience on multiple projects outside of that specified time frame?

Response: Past performance requirements will remain as stated in Sections L and M of the solicitation.

88. The project requires 31 phases according to GC100 and GC101. Page 38 of Section L in the RFP calls for a preliminary summary project schedule with 100 - 150 activities. Even a summary proposal schedule for a project as complex as this one would require much more than this number of activities. Limiting the schedule to 150 activities would allow less than 4 activities for each phase, given the number of activities outside of each construction phase that will be required to demonstrate the preconstruction/submittal process and closeout requirements. Typically, a detailed schedule would not even be required for an LPTA procurement. Please either (1) confirm that the summary schedule does not need to list specific construction activities within each phase but is intended primarily to demonstrate our understanding of preconstruction, phasing, and closeout requirements and/or (2) consider revising the RFP requirements accordingly and provide an appropriate time extension for the bid date to give offerors the ability to respond to any revised requirements.

Response: Schedule is to be a summary of the work. The number can be increased to 350 activities.

89. Sliding Automatic Entrances-Impact Rated do not specifically call for the doors to be Blast Resistant per UFC 4- 010-01. However, window types C, D, and E do call for blast resistant per UFC 4-010-01. Please clarify that Sliding Automatic Entrance Door types 1 and 1A are not required to be blast resistant.

Response: Automatic sliding doors are NOT required to be blast rated. In both sets of automatic sliding doors, door 1 and door 1A, the glass and glazing in doors, sidelights, and transoms is required to comply with the lamination and bite requirements of Standard 10, UFC 4-010-01. Doors are exempt from the structural

90. Would it be possible to allow initial submission of the Price Schedule in Section B on hard copy (paper) format only, and then subsequently submit the Part I Price Proposal CD within 48 hours after the bid date and time? Having to include the price on an electronic CD prior to the bid submittal requires the contractor to shorten the acceptance of the bid submittals from subcontrators on bid day. This is not advantageous to DeCA. Another suggestion would be to allow the contractors to submit the hard copy Price Schedule on paper and include the Price Proposal CD at time of initial bid submission with a blank Section B bid form on the CD.

Response: The complete package is due the same day.
