SECTION M, EVALUATION FACTORS FOR AWARD
This section addresses and defines the acceptable and unacceptable ratings for your technical proposals and past performance and provides the minimum standards to be accepted for award.
TECHNICAL Acceptable/Unacceptable Ratings An ACCEPTABLE proposal is defined as a “Proposal meets the requirements of the solicitation”.
An UNACCEPTABLE proposal is defined as a “Proposal does not clearly meet the minimum requirements of the solicitation.”
PAST PERFORMANCE Acceptable/Unacceptable Ratings Acceptable – Based on the offerors performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable – Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
This Section contains 3 pages of Technical Evaluation Factors and Past Performance Factors. These factors reflect the minimum standards required to receive acceptable ratings. You must receive an acceptable rating for each and every factor to be considered for award.
EXAMPLE
For instance – If the project duration is 540 calendar days then your schedule should reflect this. If your schedule goes beyond 540 you will receive an Unacceptable rating, and therefore, will not be considered for award. Contrary, if you provide a schedule of less than 540 days you may still receive an acceptable rating but will have no additional consideration for a shorter schedule.
ANOTHER EXAMPLE-
If we specify that your key personnel must have a minimum of 5 years experience and you submit someone with less than 5 years, you will be considered Unacceptable. More than 5 years will still only be acceptable.
Again - Award will be made to the Lowest Price Technically Acceptable offer. (The acceptable offeror with the lowest price!)
