CV-1: Vision
This model describes the CV-1 DoDAF-described model for the EEP architecture specification. It describes the overall vision of SINERGY capabilities.
Background The FCC reallocated the 1755-1780 MHz band for use by commercial entities and completed its auction of AWS-3 licenses. The Services and the DISA DSO have developed transition plans for their respective organizations to facilitate increasingly less restrictive sharing arrangements for early entry of commercial AWS systems and permanent sharing between DoD and commercial systems operating in the 1755-1780 MHz band.
The FCC and NTIA issued a Public Notice specifying the procedures to be followed in allowing early entry into this band by the AWS-3 licensees as well as ongoing coordination that would continue to be applicable to the Government stations that would continue to operate in the band after the transition period.
Vision The AWS-3 EEP is being designed and developed to enable coordination between licensees, Federal Agencies and the
DoD. The EEP will facilitate early access to new spectrum bands for licensees by coordinating requests for spectrum usage with Federal incumbents.

CV-1: Vision (cont.)
Capabilities Supporting Vision
Below is a table of capabilities and that will be delivered to support the vision of the EEP.
Capability Description 5-Day Process Acknowledges receipt of a CR and creates an EEP case.
10-Day Process Provides notification to the licensee, SMO, DSRMT stating weather the CR is complete or not complete. If complete, the CR moves to further analysis.
60-Day Process Provides workflow for CR case. Facilitates communication between engineers, SMO, DSRMT and other federal users.
Post 60-Day Process Provides workflow for post 60-day timeframe, allowing carriers and DSRMT come to an agreement or an understanding on the analysis results
Satellite Operations Support Provides workflow for supporting the signing of the Coordination
Agreements, submission of Deployment Plans, Point of Contact
Information and Safety of Life Information for coordination between the carriers and the SATOPs team
TRR Coordination Support Provides workflow for supporting coordination of TRR cases between licensee and Army SMO.
Messaging Provides point-to-point messaging.
Resources Provides document resources related to the EEP to all users of the system.
System Security Provides user and role management, user authentication and authorization.
