| RFP 3(2)(d) directs offerors to bid the exact plug numbers for ODC. The answer to question 3 says that costs for hardware and infrastructure costs are not included in the plug number. Please confirm the Government intends to reimburse the contractor for equipment/infrastructure costs necessary for hosting the EEP. If so, please clarify where the offeror should identify this cost in their proposal assuming? |

| The PWS 6.2.1 covers the infrastructure and hardware requirement. "The contractor shall provide all infrastructure, hardware and any other product or service required to successfully transition the EEP." |
PWS 6.4.1: "The contractor shall be responsible for procuring commercial software licenses (e.g., operating systems, or database management tools), maintaining hardware, procuring spares and additional computational/storage capabilities, updating hardware that is end-of-life, and disposing of unneeded hardware in accordance with Government-approved procedures by the approved, privately hosted environment, these activities shall maximize efficiency and minimize program cost to the greatest extent possible."
Prior to purchase of ODC’s, approval should be obtained from Contracting Office/COR. The Surge CLIN is incorporated into the Contract in support of additional work that may arise in the future, allowing increase of costs for established CLINS.

| The PWS states that “the contractor shall transition… to an approved privately hosted environment located at the contractor’s facility.” Does this mean that the contractor must own and operate the physical hosting facility, or is it acceptable to use a third-party dedicated hosting facility? Most small businesses do not operate their own physical hosting facilities; procuring a third-party facility would be less expensive and provide better value to the Government. |

The RFP states that offers must "specifically address the processes, tools, infrastructure, resources, risks, and dependencies that will be utilized to meet or exceed the requirements for EEP Development, Operations, and Maintenance described within Performance Work Statement Tasks 6.3 and 6.4." The PWS states that "The contractor shall provide all infrastructure, hardware, and any other product or service required to successfully transition the EEP."
QUESTION 1: To ensure a full and open competition, will the Government provide the necessary run-time binaries for all versions of EEP so that the EEP source code can be fully compiled for verification by non-incumbent offerors that their infrastructure and hardware have the capabilities necessary to host EEP—which is a critical aspect of providing best possible price to the Government on a LPTA basis and of properly identifying risks?
QUESTION 2: If the run-time binaries for all versions of EEP are not provided within a reasonable time frame, will the Government extend the proposal submission due date to ensure fair competition?

QUESTION: Since the Government is not able to extend the submission deadline, could the Government explain how/if, when determining whether an Offerer’s approach is “LPTA” (especially technically acceptable), will any consideration be given to account for the variation in time afforded to Offerors to assess EEP transition and operational risks (which directly impacts price)?
Q1: binaries will be provided at time of request from the offeror, as previously stated a NDA should first be provided) NDA is also being added to AMD04.
Q2: See Question 1 regarding response time. All documents have been provided or are available upon request.

| CLIN pricing worksheet “CLIN Structure” tab, cell D83 says “Surge CLIN 9999 (APPLICABLE TO LABOR, TRAVEL, & MATERIALS IN BASE PERIOD, OPTION PERIOD 1, & OPTION PERIOD 2 ONLY) @ 5%”. RFP 3(2)(f) says “surge support will not exceed 5% of the offeror’s total proposed cost/price for the base and all option periods, excluding any 6-month extension of services” (Emphasis is mine.) Please confirm that Option Year 3 should be included in the surge CLIN. |
