Questions and Responses/Round 2
RFP HC102818R0064
1. Reference Sheet M-102, New Equipment Plan Area C: How much access space for maintenance is required on each side of the existing CRAH units? The proposed plan (Sheet M-102) shows approximately 24” or less between the existing CRAH and the new WDU/PDU/STS units.
Response: No side access is required; the existing CRAHs (Liebert CW106) in Room 147 only require 36” front clearance according to the manufacturer literature. Liebert CW System Design Manual p 27, fig 4-4 “Cabinet and floor-planning dimensions, down flow, CW089, CW106 and CW114 with EC fans. New Water Distribution Units require 3’ front access clear space for maintenance.
2. Reference Sheet M-103, Underfloor Piping – Area A: Sheet M-103 shows 1” dia. PEX piping between WDU and IRC’s. The schedule on sheet M-701 indicates 27.9 gpm for each IRC. Per the PEX manufacturer’s charts and assuming a maximum pressure drop of 4 ft. per 100 ft., a 1” dia. PEX pipe will handle 4.2 gpm. A 2” dia. PEX pipe will handle 28.0 gpm at 4.86 ft. per 100 ft. with a velocity of 4.31 feet per second. Please confirm design limits for pressure drop and velocity in PEX tubing.
Response: Our general design limits are velocities not to exceed 10 fps and a pressure drop of 4 ft. per 100 ft. Concept design drawings provide guidance for equipment installation in support of the Performance Work Statement and can be adjusted based on manufacturer recommendations.
3. Reference Sheet M-103, Underfloor Piping – Area A: s Sheet M-103 shows 3” dia. steel piping between CHW main and the WDU. Each Water Distribution Unit (WDU) serves 9 IRC’s for a total of
251.1 gpm. Assuming a maximum pressure drop of 4 ft. per 100 ft. and maximum velocity of 6 ft. per second, the maximum flow thru a 3” dia. steel pipe is 131 gpm. Please confirm intended steel pipe size.
Response: The concept design drawings provide guidance for intended requirements. A 4” dia. pipe to WDUs are acceptable for future growth. Operationally, each WDU will not be required to deliver concurrent flow to 9 duty IRCs. Each enclosure has 2 duty and 1 standby IRCs for a total of 12 duty and 6 standby (18 total IRCs). Therefore, each WDU use 6 duty and 3 standby IRCs and a design peak flow estimated at 167.4 gpm.
4. Reference Sheet M-701, In-Row Cooler Schedule: The Row-Cooler schedule lists only two (2) options: Cable type water detectors, and 2-way control valves. Please confirm if any of the following additional options are required?
a. Humidifiers? Response: No
b. Floor stands? Response: No
c. Electric Reheat? Response: No
d. Condensate pump? Response: No
e. Low sound package? Response: No
f. Liebert IntelliSlot Housing (security) options? Response: No
5. Reference Sheet M-701, In-Row Cooler (IRC) Schedule: In order to ensure the proper selection of IRCs, please provide the assumed nominal operating conditions for the In-Row Coolers, or provide the minimum cooling load for the enclosures.
Response: Concept design schedules provide general guidance for intended requirements. For selection purposes, the operating conditions may be based on 85F db / 64.5F wb and 45F EWT /55 LWT.
The IRCs are supplemental to raised access floor cooling and do not support total enclosure load.
6. Reference Sheet M-701, In-Row Cooler (IRC) Schedule: Based on the scheduled water flowrate of 27.9 gpm, the estimated pressure drop is approximately 30 feet thru the IRC, 18 ft. thru WDU, plus 15
ft. for piping losses = 63 ft. of pressure drop at the WDU. What is the available pressure for the existing CHW system?
Response: Unknown, no hydraulic analysis is available.
7. Will a hydraulic analysis of the revised CHW piping system be required to analyze the impact of the new IRC’s and CRAH’s?
Response: The Performance Work Statement provides the required performance end state to meet. A hydraulic analysis would provide the technical data to determine appropriate flow rates.
8. During the 6/20/2018 pre-bid walk-through, it was noted that the existing RDC located at column ‘H3’ interferes with the proposed STS/PDU in the same location. It was stated that the existing RDC will be removed. Please confirm the existing RDC will be removed before demolition begins.
Response: The contractor shall move the RDC per Sheet E-101, Note 12.
9. Concerning the four (4) new STS/PDU units to be located in Room 180 that are shown to be installed against a wall. The PDU units need to have access on both sides. In the specified footprint of no more than 44” wide we can only provide (2) 54 pole panelboards and (2) 200 amp sub feed breakers.
To provide the requested (4) 42 pole panelboards our width doubles to 88” wide. It appears from the drawings the 88” width won’t work. Please verify and advise.
Response: The Design Concept Drawings provide general locations for equipment installation. Exact locations are adjustable to accommodate all equipment. The STS/PDU units designated for Room 180 shall have side panel access as required per the Appendix D - PDU & STS Specification, Section 2.1.9, e.
“For units that are capable of being installed in an open space, front and rear (in Room 147), as well as side (in Room 180) access is permissible for maintenance of the transformer and other electrical components.”
10. Reference SOW Task #8, which requires the contractor to “purchase, install, start-up, and test four (4 each) STS’s and four (4 each) 200kVA PDU’s in Room 180: The four new STS’s and PDU’s shall be paired as four sets with two on the A-bus and two on the B-bus critical power.” This instruction is somewhat confusing as each set will have both A & B bus power feeds to each. Please confirm requirements.
Response: Each STS will have both A bus and B bus input feeds. The STS output shall feed its associated
PDU.
11. SPEC/SECT. 09 68 13
2.2.4.1
Conductive High Pressure Laminate is contradicted by spec. section 2.5 Color. It is stated that it must be “Gray Starlight” as provided by Tate Access Flooring. “Gray Starlight” is only available in standard grade high-pressure laminate flooring material. Tate does not manufacture the laminate. Flooring grade laminates manufactured by Formica (Canada) and Panolam / Nevamar brand. (USA)Tate, Inc. bonds the third-party laminate finish to their panels.
Conductive grade laminates are only available through Nevamar, please refer to the attached brochure. Please provide firm direction on conductive or standard grade.
Response: All PWS requirements and specifications shall be met as specified or with like materials/equipment or nearest equivalent by other approved manufacturers. The government reviews submittals for their ability to meet government requirements. Specification 09 68 13, section 2.5. Color, states that “… or nearest equivalent by other approved manufacturer. Color listed is not intended to limit the selection of equal colors from other manufacturers.”
12. SPEC/SECT. 09 68 13
2.2.4.1 Information regarding re-manufactured raised access floor material. FAR 52.211-5 "Remanufactured" - means “restored to the original normal operating condition by readjustments and material replacement”. Spec section 09 69 13 does not include a requirement for new material. We would seek to add remanufactured as an alternate.
Value adding re-manufacture will accommodate adjusting for dimensional creep (which is common when replacing woodcore panels with die formed welded product) with real-time input and custom machining both laminate and panels to accommodate exact field dimension.
Remanufactured floor panels will undergo testing by certified independent lab to ensure compliance with panel design requirements according to current CISCA guidelines. Panels will be factory tested for conductivity. System conductivity will be field tested during installation from panel surface to building ground.
