The Government may award up to three contracts and the minimum guarantee is $2,500 represented by the first task order(s) issued. The method of satisfying the guaranteed minimum will be determined at time of award of basic contract(s) based upon an analysis of submitted task order quotes (See FAR 52.212-1). In order to satisfy the guaranteed minimum, the Government retains broad discretion in awarding the first task order(s). The first order(s) may be awarded to the offeror whose task order price is not the lowest. Once the guaranteed minimum is satisfied, the Government is under no further obligation to issue additional orders. The maximum value of all orders issued against any resulting contract(s) shall not exceed $6,400,000. The anticipated maximum period of performance, including the option provision at FAR 52.217-8, is sixty-six months.

Pricing under addenda 2, Work Packages/Pricing, will be the maximum allowable price used throughout the life of this contract; however, the contractor may improve such pricing at the Task Order level in response to any Task Order Request for Quote.
b.Task Order Request for Quotes, when issued: If multiple awards are issued, fair opportunity shall be given in accordance with FAR 16.505(b)) (1), unless an exemption applies (see FAR 16.505(b) (2) (i)). The Contracting Officer (KO) will provide a PWS for the task, deliverables, period of performance, quote submission information and evaluation criteria if applicable.
c. Government Review of Task Order Quotes: If the Government issues a request for task order quote, upon receipt of the quote, the contracting officer and the Government evaluation team will conduct an integrated assessment of the quote which may result in a TO award to the offeror whose quote provides the best value to the Government IAW the Governments task order quote request. The Government reserves the right to award without discussions.
APPLICABLITY OF GOVERNMENT FURNISHED PROPERTY/EQUIPEMENT CLAUSES: Clauses relating to Government Furnished Property/Equipment shall be applicable to tasking where the value of the vessel to be repaired exceeds the simplified acquisition threshold (currently $250,000). Paragraph (n) Basis for Award:
(1) The Government reserves the right to issue multiple or single awards as a result of this solicitation. The Government may issue up to three (3) awards as a result of this solicitation. Any responsible offeror(s) whose quote is determined acceptable and prices are determined fair and reasonable based upon the below criteria shall be issued an IDIQ contract. For offerors awarded an IDIQ contract, the Government will subsequently evaluate the offerors Addenda 9 – Initial Task Order requirements submission for consideration for task order award.
Prior to evaluation of quotes, the Government will review submitted Representations and Certifications described in the paragraph (m) (1.0) of the submission requirements section.
The Government will evaluate the following in order to determine quotes to be awarded IDIQ contracts:
(a) Technical Capability
Quotes will be evaluated to confirm the quoter meets all of the following minimum requirements of the solicitation:
(1) Ability to perform repair and maintenance functions for all vessels and work packages described under Addenda 1 and 2;
(2) Facilities within 60 miles of Stennis, Mississippi (2603 Lower Gainesville Rd. Bldg. 260);
(2) Water access to the Gulf of Mexico with sufficient depth of water to support a 50 ton yacht;
(3) Marine Travel Lift (or equivalent equipment) to lift out up to a 50 ton yacht and store on the hard;
(4) Ability to berth craft at the same facility or a facility local to the repair and maintenance area;
(5) Ability to conduct, complete, or sub-contract machining or mechanical repair such as diesel engines, outboard motors and marine transmissions, pumps and hydraulic repairs.
The following adjectival ratings will be used in this evaluation:
Quoters determined to have an unacceptable Technical Capability rating will no longer be considered for award.
(b) Past Performance: Quotes will be evaluated to determine the extent to which the offeror has a recent, relevant and quality past performance history in performing work similar in size and magnitude when compared to this requirement:
The following adjectival ratings will be used in this evaluation:
Adjectival Rating Description
Acceptable Based on the offeror's performance record, the Government has reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown or does not exist.
Unacceptable Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will successfully perform the required effort.
Quoters determined to have an unacceptable Past Performance rating will no longer be considered for award.
(c) Small business sub-contracting plan (Large Businesses only). The Government will evaluate the small business subcontracting plan utilizing addenda 6. The following adjectival ratings will be used in this evaluation:
Adjectival Rating Description
Acceptable The Plan is in accordance with FAR 52.219‐9 and it meets the overall Small Business goal of 21% at a minimum.
Unacceptable The Plan is not in accordance with FAR 52.219‐9 and/or it does not meet the overall Small Business goal of 21% at a minimum.
Large Businesses determined to have an unacceptable Small Business Sub-Contracting Plan rating will no longer be considered for award.
(d) Price: All prices under Addenda 2 – Work Packages/Pricing Sheet, including options, will be evaluated in accordance with FAR 13.106-3. No adjectival ratings will be used under the price evaluation. Quotes involving pricing that is unable to be determined fair and reasonable in accordance with 13.106.3, may no longer be considered for award of an IDIQ contract.
Adjectival Rating Description
Acceptable Quote meets all the requirements of the solicitation
Unacceptable Quote does not meet all the requirements of the solicitation
In order to be considered for a task order award, the offeror must have been selected for an IDIQ contract.
(e) Initial Task Order requirements. Upon award of the initial IDIQ(s), the Government will review and evaluate the offeror’s submitted Addenda 9 to ensure proposed pricing does not exceed pricing submitted under Addenda 2.
For over and above tasking associated with the FCC vessel, the Government will evaluate the quoted labor and material to ensure quoted resources are adequate to complete tasking and associated pricing is fair and reasonable.
If multiple awards are issued, each IDIQ awardee may receive an initial task order for tasking associated with one of the three vessels listed under Addenda 9 or the minimum guarantee of $2,500. In order to receive an initial task order for the OSF and GWE, the Government will confirm the work packages associated with these vessels are priced in accordance with addenda 02. For the FCC, the Government will ensure the quote is complete, accruate and technically acceptable and pricing is determined fair and reasonable. The Government may issue task orders for work package that are not the lowest priced in order to satisfy the minimum guarantee.
